PERFORMANCE WORK STATEMENT

Upgrade ASCO Switchboard and breakers Building 485

TYNDALL AFB FLORIDA

1.0 SCOPE OF WORK

This is an equipment/technology upgrade to the building back-up generator/power system from an antiquated mechanical contact technology to solid state. The system operates the critical generator back up system in Building 485 within the Air Operations Center compound. This requirement includes:

1) Assembly will be built to match physical parameters of the existing system, allowing reuse of conduit and wiring.

2) Remove existing ASCO switchboard assembly

3) Prep area and install new switchboard assembly.

4) Verify existing generator and transfer switch operations are seamlessly integrated to the new switchboard assembly.

5) Provide updated panel layout control drawings showing wiring schematic details for the new switchboard assembly and associated equipment tie in.

6) Provide owner training and familiarization with the features and capabilities of the new switchboard assembly.

2.1 REQUIREMENTS

This Performance Work Statement (PWS) sets forth the requirements for site-specific services at Tyndall AFB, Florida for an equipment/technology upgrade of the ASCO switchboard assembly (OR EQUAL) having 2 ea generator circuit breaker/control sections and 1 ea distribution section with new generator circuit breaker/control sections and new distribution section in building 485 that operates the back-up generator/power system.

1. Generator Circuit Breaker & Control Section (1 required) to include the following:

(Approximate Dimensions: 26”W x 48”D x 94”H)

a. Generator circuit breaker, Square D NW (OR EQUAL), ANSI/UL1066 rated, 5.0P trip unit, 1600A frame, 1600A trip, electrically operated, drawout, 120VAC charge and close, 24VDC shunt trip, bell alarm, 4a & 4b auxiliary contacts, cradle contacts and cover for manual close pushbutton with long delay, short delay and instantaneous overcurrent trip settings and ground fault indication functions (65KAIC)

b. Operator Interface Terminal – 7” QuickPanel, GE

c. Programmable Logic Controller – GE Fanuc, Versamax (OR EQUAL)

d. 1-24 Point LED type generator status indicating panel with push-button lamp test

e. Voltmeter, 4-1/2", 1% accuracy, 600 Volt scale - Yokogawa Type AB-40(OR EQUAL)

f. Ammeter, 4-1/2", 1% accuracy, scale as required - Yokogawa Type AB-40(OR EQUAL)

g. Frequency meter, 4-1/2", 1% accuracy, 55-65Hz scale - Yokogawa Type AB-40 (OR

EQUAL)

h. Watt meter, 4-1/2", 1% accuracy, scale as required - Yokogawa Type AB-40(OR EQUAL)

i. Ammeter 4 position phase selector switch – Shallco(OR EQUAL)

j. Voltmeter 7 position phase and neutral selector switch – Shallco(OR EQUAL)

k. 3-Current transformers, ratio as required – ITI Model 19SHT(OR EQUAL)

l. Y-Y connected Potential Transformer Assembly, ratio as required – ITI Model 3VT460

(OR EQUAL)

m. Control Power Transformer – 500VA - Square D (OR EQUAL)

n. DC – DC Converter (24VDC - 24VDC) - Wall Industries (OR EQUAL)

o. Cu/Al lugs, mechanical set screw type, two hole mounting, scaled to size

p. Main bus, 1600A, fully silver-plated copper, 3 phase, 4 wire, full neutral with 20% ground

b. 4-15A Integral self-protected starter with overload protection (Square D OR EQUAL)

c. 2-50A Integral self-protected starter with overload protection (Square D OR EQUAL)

d. 2-15A Molded case type circuit breakers, manually operated, fixed type (Square D OR

EQUAL)

e. Cu/Al lugs, mechanical set screw type, two hole mounting, scaled to size – for connecting load Main bus, 1600A, fully silver-plated copper, 3 phase, 4 wire, full neutral with 20% ground

a. (Lot) Revised drawings to ship with modification

4. Work will include demo and installation of the new assembly, conduit, and wiring as required.

2.2 DESCRIPTION OF WORK

As part of the proposed effort on this RFP, the Contractor shall implement the following tasks for the completion of this project:

a. Provide new switch board assembly as listed above.

b. All labor and technical support for field installation and wiring.

c. All design engineering required for updated panel layout, provide single line drawings of the new assembly and connection to associated equipment.

d. System commissioning and start-up on new equipment.

Contractor is responsible for verifying and calculating his own quantities for his proposal and shall be responsible for providing required quantities and cost to successfully complete project.

Performance periods for this effort shall be 180 days total from notice to proceed. A lay down area is available if necessary for storage of materials. The normal duty hours of work for the 601 AOC are from 07:00 to 16:00, Monday thru Friday excluding holidays. Areas of work shall be separated from secured areas to minimize requirements for escorts during project.

All work shall be constructed to professional standards. Contractor shall adhere to following guidance during design and construction phases of this project: AFH32-1084, USPS Standards and Requirements, ASHRAE, Uniform Building Codes, UFC 3-600-01, those sections of the Southern Standard Building Codes not incorporated in the UBC/IBC for our respective area, National Fire Protection Association (NFPA 13, 72, 101), Air Force Standards, DOD Directives, ACC Supplements, Florida State Statues, UFC’s, and Tyndall Air Force Base Facility Excellence Plan (Base Regulations), NEC, OSHA Requirements, EPA Regulations, and any related ADA Compliance Requirements.

2.2.1 On-Site Field Oversight

The Contractor shall provide the manpower, equipment, material, services, and transportation necessary to ensure oversight services throughout accomplishment of this traditional construction project. It is the responsibility of the Contractor to establish and maintain open communications between salient authorities associated with accomplishment of this project.

2.2.2 Delivery/Warranty

The Contractor shall complete all inspection and commissioning requirements prior to final inspection.

Inspection and acceptance will be accomplished by 101 ACOMS Power Production NCOIC, SME for the shop. Following final inspection, the Contractor shall deliver to the Government the signed and sealed as-built drawings for the systems upgraded in both hard copy and reproducible format (CD). The warratny shall be consistent with commercial practices and insustry standards as provided in FAR 52.212-4.
