Tactical Training Questions and Answers Rollup
1. Paragraph 4, Line 3 of the Statement of Work states, “The contractor will provide JCSE a program of Instruction and fulltime instructors for class sizes ranging from 5- 50”. Can the government clarify “full time” is for the duration of training for each class session, and year-round fulltime staff is not required when no classes are being held?
Answer 1: Correct; year-round full time staff is not the requirement.
2. In Paragraph 4, Line 4 the Statement of Work states classes are for “five (5)-fifty
(50) students,” however in Paragraph 5, line 13, under “Schedule of Supplies/Services,” the Statement of
Work indicates the Baseline requirement is “for up to 20 personnel” and references Paragraph 4. Can the government please clarify the actual amount of students that may attend the Baseline requirement at any given time?
Answer 2: The Schedule of Supplies/Services should reflect a 5-50 students.
3. Can the government describe the background training of the students who will attend the initial
5-day baseline requirement? Is this the first time they have had this form of training or is the training expected to accommodate first time students of tactical-type training?
Answer 3: Students can be expected to be familiar with the safe operation of their weapon systems, but no degree of proficiency can be assumed, except the basic ability to zero and operate the weapon and respond to basic malfunctions.
4. Paragraph 4.5 Line (a) the Statement of Work uses the term M4 / M9 which are commonly associated with Colt M4 Assault Rifle and the 9mm Beretta, are these brands required by the government or are other comparable systems acceptable?
Answer 4: Brands are immaterial, as long as the functionality does not change. In other words, you can substitute with a comparable M4 like weapon system, as long all of the components (Caliber, charging handle, collapsible buttstock, magazine release, bolt catch, etc...) are located in the exact same location and function exactly as on the military issued Colt M4. The same applies for the M9
Berretta.
5. Paragraph 4.5 Line (d) the Statement of Work states “students successfully engage targets at long range 300 meters”. Line (c) previously mentions working knowledge of the AK 47 or AK 74 assault rifle. What is the intended weapons platform for long- range target acquisition AK or M4?
Answer 5: Requirement is only for the M4.
6. Paragraph 4.5 Line (k) the Statement of Work states “driving in extreme off road environments with commercial vehicles”. Please define the term “commercial vehicles as it applies to the Statement of
Work.
Answer 6: A commercial vehicle is any 4 door 4WD sedan, SUV, or truck type vehicle that can be purchased commercially and used in a tactical environment both on and off-road.
7. Paragraph 4.6 the Statement of Work describes a culmination exercise. Is there a time expectation for start and end of exercise?
Answer 7: No; however, they must provide adequate time in potentially realistic scenarios.
8. When is the anticipated award date of this solicitation?
Answer 8: We aniticpate an award date no later than 15 September 2017. However this is not an exact date and is subject to change.
9. When is the first possible period of performance anticipated after award of this contract?
Answer 9: The first period of performance will be 1 year from date of award. As we do not have an exact award date I am not able to provide an exact period of performance, but it will start at award.
10. Current Incumbent Contractor? Current Incumbent Contract Number? Period of Performance?
Current Incumbent Contractor total annual value?
Answer 10: This is a brand new requirement and therefore there is no incumbent.
