Statement of Work

FOR

Tactical Training

JOINT COMMUNICATIONS SUPPORT ELEMENT (JCSE)

MacDill AFB, FL

7 July 2017

1. Description. This is a two part requirement. The first part is a baseline requirement which meets the immediate and continual training regimen outlined for JCSE members who deploy into hostile environments. The second part is an additional training structure in which vendors will provide a menu of additional training options from which the

Government may select at a per-unit pre-established cost. Training facilities must be within 200 miles from MacDill Air Force Base in order to facilitate travel cost savings and provide for accessible group training.

2. Background. JCSE’s mission requires military and civilian personnel to employ in austere and potentially hostile environments. This contract will provide JCSE members with hostile environment and weapons familiarization that may be required when employed under a wide variety of operational scenarios.

3. Delivery Method. All training, where appropriate, will be executed and evaluated within a realistic tactical scenario. A Program of Instruction will be provided by the contractor for every instructor led event. Tactics and Programs of Instruction can be modified by the government based on current operations/intelligence information. The government will work with the vendor to modify, within reason, the Program of Instruction to better meet its needs. These will be only minor changes and not a whole rework of the

Program of Instruction. These changes should not have a substantial impact on the

Program of Instruction and therefore will not result in a price increase to the pre-established pricing. Contractor will provide all safety and medical requirements for each instruction or activity.

4. Baseline Requirement. This baseline requirement will be conducted between four (4) and twenty (20) times throughout a year (depending on the mission requirement of JCSE).

The contractor will provide JCSE a Program of Instruction and fulltime instructors for class sizes ranging from five (5) to fifty (50) students.

4.1 The contractor shall provide five (5) continuous days of formal combat environment familiarization to JCSE personnel within contractor’s training facilities. This is a five (5) day formal instructor led course to ensure that JCSE personnel are provided familiarization training which may help them effectively react under unusual circumstances in a foreign hostile environment. The contractor will provide high stress, realistic operational scenario training during both night and day operations that will be outlined in the Program of

Instruction. Immersion into the training environment is key; therefore, the contractor will provide costs, separate from this contract, to house and feed all students within the training compound(s) as appropriate; though, all students will pay the vendor via government travel card since they will be on official travel orders when attending these classes (all lodging and meals shall not exceed the maximum lodging and M&IE (meals and incidentals).

Within 10 days after completion of the course a brief course feedback summary will be provided to the government. Planned changes to the POI as a result of the trainings shall also be provided to the government.

4.2 As with other Programs of Instruction within this contract, it may be reviewed and agreeably modified to better meet the needs of the government with no additional cost incurred. The contractor will train students to a go/no go standard on topics listed under the critical objectives located at 4.5. Training standards will be provided by the contractor and agreed upon by JCSE for each training.

4.3 Training dates will be coordinated once contract is awarded. The Government will provide a (10) day notification before training is required.

4.4 Ranges and or facilities will be coordinated by vendor. Unless otherwise coordinated, the contractor will have weapons and ammunition to support this effort. Contractor will provide separate cost for training where government brings weapons and ammunition.

Training location should be able to support all critical objectives listed below in the immediate vicinity, within 10 miles.

4.5 Critical objectives are:

a) Provide “First to Fire” training to students and perform ready-up drills with M4 and

M9 weapons platforms.

b) Engage targets with M4/M9 so that students can successfully engage targets at various ranges. Will include both night fire using night vision devices and separately while wearing NBC masks (day & night fire).

c) Provide students with familiarization and working knowledge of the AK 47 or AK

74 Assault Rifles.

d) Provide long range firing that allows students to successfully engage targets at long range (300 meters).

e) Provide training so that students can recognize homemade explosive devices, and receive current battlefield improvised explosive device information.

f) Identify individual protective measures to students so they will be taught to minimize vulnerability to a terrorist attack.

g) Provide techniques for clearing a room occupied by both combatants and non-combatants.

h) Provide tactical combat skills in: medical; urban environment; maneuver and react to contact; and combatives.

i) Teach observation and identification techniques for day and night in order for students to be trained on how to conduct daily surveillance detection.

j) Instruct students in multiple methods of vehicle recovery drills with vehicle recovery tools. (ie: chains, tow bars, etc.)

k) Provide tactical off road driving so that students will gain experience driving in extreme off road environments with commercial vehicles.

l) Provide training for vehicle sabotage inspections that allows students to learn to search vehicles to detect intrusions.

m) Provide training for incapacitated vehicle with wounded personnel that teaches students to exit vehicles, remove causalities, treat, and break contact.

n) Provide vehicle firing familiarization; minimally ensure students can react while mounted and dismounted to direct/indirect fire.

4.6 A culmination exercise will be used at the conclusion of this training. The culmination events will provide a means to assess the individual and team performance directly related to the critical objectives outlined in para. 4.5. All events are to be conducted while wearing

Advance Combat Helmet or Modular Integrated Communications Helmet, EYEPRO/Ear

Pro (if necessary), Plate Carrier system with required accessory and ammunition pouches, hydration system, all Enhanced Small Arms Protective Insert Plates and soft armor inserts, Utility uniform, boots, pads, and gloves. The below events, which can be slightly modified with government approval, will be used in the culmination exercise:

a) Improvised Explosive Device (IED) Lane #1: Students drive up to and IED, identify the IED and take an alternate route. Students come under small arms fire and drive through the danger zone and do not remain in the immediate vicinity.

b) IED Lane #2: Students drive up to IED, identify IED, but have no alternate route.

Students report IED up to higher and await further instruction. Students are returned to Base until IEDs are disabled.

c) IED Lane #3: Students drive up to IED, do not identify IED, IED detonates.

Vehicle is disabled. Students must exit vehicle, engage targets at close, medium and long ranges from the standing, kneeling and prone positions while utilizing cover and concealment and moving towards shelter as a team. During engagements, Students must conduct magazine changes and apply immediate remedial action from all positions through the use of inert/training rounds in their ammunition bank.

d) Vehicle Lane: Students are engaged with small arms fire while operating a vehicle.

Students return fire effectively while exiting the danger area.

e) Bed-Down Event: Upon entering shelter, Students must clear initial room (not entire building) displaying target discrimination and establish a security perimeter in the room prior to initiating contact with base station via notional communications assets.

f) Medical Lane: During movement to contact as a team, upon contact one Student is wounded via small arms, indirect fire or IED (refer to casualty card or instructor guidance). Remaining service members return fire if feasible, establish a security perimeter if necessary, and evacuate wounded service member to safe location.

Once at safe location, security perimeter is re-established and first aid is administered as necessary.

g) AK47 Lane: Students will approach a table with a disassembled AK47 assault rifle and 3x magazines with 10 – 20 rounds each. Students will re-assemble AK47, load and make ready to fire, and engage targets from short to medium range distances from the standing, kneeling and prone positions while utilizing cover and concealment and conducting a magazine change at each position. Once complete, Students will return to starting location and render weapon to disassembled state.

h) Long Distance M4 Rifle Range: Students will conduct a long distance rifle range, successfully engaging targets at distances of 200 – 300 meters.

i) Night Fire Lane: Students will conduct a zero and qualification during hours of darkness while utilizing unit issued Night Vision Goggles/Devices.

j) NBC Fire Lane: Students will conduct a zero and qualification during daylight and darkness hours utilizing unit issued NBC masks.

5. Additional Training. Below is a list of additional training which are desired and or required by JCSE. More training opportunities may be added and some removed;

however, training designated with an asterisk (*) will be required under this contract.

Established best practices shall be used with these trainings. Contractor is encouraged to expound on the training list where appropriate to establish an accurate pricing. Unless otherwise agreed by the government, all ranges include holistic range support to include but not limited to: safety personnel, immediate medical support, and range supplies

(hearing and eyesight protection). Government will provide a 10 working day notification prior to requesting supplies/services identified within this paragraph/subparagraphs.

Additionally, Government will coordinate with the contractor on personnel housing requirements, billeting style or other based on training needs.

*Advanced Combat Medical Skills; includes but not limited to: assess the environment, triage techniques, field expedient methods for treatment; advanced life saving techniques. (1 Day event)

*Tactical Combat Skills (Combatives); includes but not limited to: hand-to-hand and handheld weapons techniques for close quarters combat(1 Day event)

*Urban Combat Skills includes but not limited to: movement, react to contact/ambush, break contact, clear a room, clear a building(1 Day event)

*Provide high stress, realistic scenarios/operations training that students can incorporate during force on force scenarios using M4/9 simmunitions or other non-lethal weapons. (1 Day event)

*Space available for training provided to JCSE personnel by JCSE personnel. No instructors or equipment is to be provided by the vendor. Space would include but not limited to: class rooms to accommodate up to 50 personnel; flat, open, field space roughly 1,000 sq meters or larger. (1 Day event)

*AK-47/74 Assault Rifle familiarization and firing(1 Day event)

Rifle Range (>300meters) (1 Day event)

Force on Force Simulations using Simunitions(1 Day event)

Landing Zone Operations (rotary wing) (1 Day event)

Land Navigation Ranges with medical support(1 Day event)

6. TRAINING AREA/FACILITIES. Both training areas and facilities must have adequate space to support up to fifty (50) personnel. Provide training area and facilities for advanced communications training with cleared for use military frequencies in the ranges of High Frequency / Very High Frequency / Ultra-High Frequency / Super High

Frequency / and Extremely High Frequency. All frequencies must be available for use.

Government understands prior notification may be required in order to use required frequency spectrum. The contractor will provide costs, separate from this contract, to house and feed all students within the training compound(s) as appropriate; though, all students will pay the vendor via their government per diem.

7. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The government will provide personnel, body armor, protective eyewear and field equipment to each student and secure transportation for government personnel to and from training areas. Students will be on temporary assignment during all training.

8. DELIVERABLES. The contractor shall provide qualified instructors with established

Programs of Instruction for each requested training. The contractor will provide evaluation criteria for go/no-go determination for all critical objectives outlined in the baseline requirement subject to review and approval by the government. The desired pass rate for first time training is 80%. Additionally, for baseline training, para 4, the contractor shall also provide an individual assessment of personal performance within 10 working days of training conclusion.
