1.0 General Information. The chapel service contractor shall provide services for the Seymour Johnson Air Force Base (SJAFB) Protestant Religious Education Program. The contractor shall be required to coordinate efforts with chaplain personnel and work in a multi-denominational and pluralistic religious environment to include, but not limited to, Catholic, Protestant, Jewish, Orthodox, Islamic, and Earth-based faiths. The contractor shall be required to provide all services in accordance with (IAW) all commercial industry and all applicable and standard religious and faith services requirements.
The contractor will provide adequate oversight to ensure compliance with contract requirements and ensure all services are provided for by qualified individuals at all times. The contractor shall make certain that nothing is said or done that is derogatory to another faith or religion. The Senior Installation Chaplain or designated chaplain reserves the right to approve/disapprove the schedule and activities for chapel programs.
The Chaplain Corps exists to provide spiritual support to military service members (SMs) and their dependents. The retiree and civilian employee populations are outside the scope of the Chaplain Corps’ primary mission; while these populations are welcome to participate, they are not the focus of the Chaplain Corps. Accordingly, the contractor’s primary focus of effort is with the SMs and their dependents. The contractor will coordinate the chapel’s goal to cultivate spiritual leaders from our SMs and dependents, and provide guidance to parishioners in a military setting.
The contractor shall identify, promote, and advertise all RE programs and services as being installation chapel programs and services. The contractor shall accept participants and attendees from throughout the installation regardless of denominational faith, or involvement in the programs.
2.0 Description of Services:
2.1 PROTESTANT RELIGIOUS EDUCATION COORDINATOR
SCOPE OF RESPONSIBILITIES: Contractor shall develop, execute and manage a comprehensive religious education program for the military members and their dependents of SJAFB to include, but not limited to, coordination of all Religious Education program planning, events, Bible studies, Vacation Bible School (VBS), holiday events and annual budget, as well as directing the full spectrum of Protestant religious education programs for all ages; serving as liaison between parish program leaders and the Wing Chaplain or designated chaplain.
2.1.1 EDUCATION AND EXPERIENCE: The Protestant Religious Education Coordinator shall:
- Possess familiarity with general Protestant doctrine, teachings, rites, and worship styles.
- Possess program management and Windows-based computer system (i.e., Microsoft
Office programs, Adobe Acrobat, etc.) skills to plan, develop, coordinate, advertise, and implement a comprehensive religious education plan for SJAFB.

- Personal qualifications: The contractor shall have the ability to solicit and work harmoniously with volunteer teachers and leaders.
- Possess a Bachelor’s Degree from an accredited college or university is preferred. Or, have a minimum of two years’ experience as a Religious Education Coordinator/Religious Activities Coordinator in a military chapel, or as a civilian director of religious education or parish programming. Equivalent work/education experience may be considered.
- In accordance with Department of Defense Instruction (DoDI) 1402.05, each individual working with children under the age of 18 in conjunction with this contract must successfully complete an Installation Records Check, an FBI Fingerprint Check, and a Tier 1 with Child Care Coverage check which includes a State Crime History Report.
Contractor/ subcontractor failure to satisfactorily complete the criminal history background check shall result in termination of the contract.
2.1.2 SPECIFIC RESPONSIBILITIES:
2.1.2.1 Contractor will provide a comprehensive Protestant Religious Education program, focused to meet the needs of the military servicemen and women stationed at Seymour Johnson Air Force Base and their dependents.
2.1.2.1.1 This RE program shall include, but is not limited to, one (1) weekly Bible Study program with classes for adults and children (such as AWANA) which lasts for a minimum of 32 weekly sessions during the school year; one (1) weekly Bible Study program to provide a minimum of two (2) adult classes and age-grouped children’s classes for 50 weeks a year (commonly called “Sunday School,” however the day of the week is flexible); and Children’s Church during worship services for every Sunday of the year. Annually, the program shall include, but is not limited to, a Children’s Christmas program, Vacation Bible School, and Lenten studies. The contractor serves as a resource and advisor for other Bible Studies associated with Women’s, Men’s, Youth, Children’s, and other Bible Studies.
2.1.2.2 Contractor is required to complete annual privileged communication and other training given by the chapel staff.
2.1.2.3 Contractor must actively participate in all Protestant planning meetings as required by the most senior protestant chaplain.
2.1.2.4 Contractor shall accomplish all administrative work related to the religious education program, to include, but not limited to, initiate and maintain records, program continuity files, personnel rosters, literature displays, and required Chaplain Corps statistical reports and documentation. Contractor shall submit a weekly report to the designated chaplain containing attendance, program status, problems, and suggestions.
2.1.2.5 Contractor shall regularly recruit volunteers for religious education to include, but not limited to, retreats, appreciation events, teachers and volunteers for religious education classes
Protestant Religious Education PWS Page 6 of 17 and Bible studies. Contractor shall provide training programs in the area of being a volunteer in the religious education program, expectations, and policies.
2.1.2.6 Contractor will recruit, nurture and train teachers and teacher’s assistants for the above programs by:
2.1.2.6.1 Recruiting, training, and recognizing teachers, teacher’s assistants, and other volunteers. Training includes regular in-service classes throughout the year in coordination with the designated chaplain. The contractor will need to be present at many Protestant Worship services in order to recruit volunteers from the community.
2.1.2.6.2 Ensuring all volunteers working with youth below 18 years of age receive a background check as described in DoDI 1402.05 and local Operating Instructions (OI).
2.1.2.6.3 Meeting individually with each teacher every 90 days to assess the needs of the teachers and their students. Dates, time and locations of these conferences are to be documented and forwarded to the designated chaplain in a timely manner.
2.1.2.7 Contractor, in coordination with the designated chaplain, is responsible for planning, organizing, budgeting, implementing, and in all other ways managing the following annual events:
2.1.2.8 Vacation Bible School (VBS) is to be held in the summer for a period of not more than five days. VBS may be an ecumenical venture with the Catholic Parish. Planning and leader training will be coordinated with the designated chaplain.
2.1.2.9 Children’s Christmas program to include recruitment, preparation, organization, publicity, rehearsals, and final performance.
2.1.2.10 Contractor will perform other services in order to ensure the quality of the Protestant Religious Education program. Services will be coordinated with the designated chaplain.
Services include:
2.1.2.10.1 Prepare an annual religious education calendar to be submitted by the deadline given by the designated chaplain for annual chapel planning conference and incorporation into the Chapel Airmen Ministry Plan. The calendar should include all special religious education events for the entire year such as training sessions, workshops, socials, appreciations and graduation.
2.1.2.10.2 Prepare an annual religious education budget for submission by the deadline given by the designated chaplain, taking into account all requirements for appropriated as well as non-appropriated chaplain fund support.
2.1.2.10.3 Accomplish and monitor the annual curriculum materials ordered for, but not limited to, Sunday School, Children’s Church, Awana, Vacation Bible School, and other Bible Studies, and ensure necessary materials are available for the teachers in a timely manner.

2.1.2.10.4 Accomplish all clerical work relating to the Religious Education program, including maintaining accurate registration and attendance records of all volunteers and students participating in the program in accordance with DoDI, Air Force Instructions (AFI), and local OI regulations.
2.1.2.10.5 Submit a weekly Religious Education Report to the designated chaplain providing attendance figures, program status, problems, and suggestions.
2.1.2.10.6 Submit properly completed funds requests to procure all supplies and equipment required to support the Religious Education program in accordance with local operating instructions and applicable AFIs, particularly AFI 52-105.
2.1.2.10.7 Contractor shall organize at least two volunteer training events each year: one in the fall, one in the spring. The training events will be for all teachers and substitute teachers.
2.1.2.11 The Contracting Officer Representative shall approve any and all employees before Contractor begins performance of work. Therefore, the Contractor will provide a résumé for the intended employee to fulfill this requirement. If intended employee is disapproved through the vetting process, the Contractor must submit another intended employee’s résumé within 72 hours of the notification of disapproval.
2.1.2.11.1 Vetting process includes review of résumé and a phone interview.
2.1.2.11.2 Résumé must adequately demonstrate employee’s ability to fulfill the requirements of this Performance Work Statement. The résumé shall be in Times New Roman font, size 12, with 1 inch margins, and shall be no longer than 3 full pages.
2.1.2.11.3 If during the performance of the contract, the Contractor must select a different employee for this requirement, the approval of the new employee is still subject to the requirements of paragraph 2.1.2.11 and sub-paragraphs.
2.1.2.12 The Contracting Officer Representative shall approve any and all sub-contracted coordinators prior to use and shall be notified at least 72 hours in advance of the scheduled activity. Subcontracted coordinators will be required to meet section paragraph 2.1.1 requirements.
2.1.2.13 Contractor shall work with the Contracting Officer Representative to resolve all job related issues and conflicts.
3.0 GOVERNMENT/CONTRACTOR FURNISHED PROPERTY
3.1 Government Furnished Office space: All items required to complete assigned duties will be provided to include: office space, computer, office supplies, printing, and copier.

3.1.1 Use of office equipment shall include but is not limited to televisions, multi-media equipment, use of copy machine, computer with network support and email account. Contractor must complete all required training for access to the installation network.
3.1.1.1 Contractor will have limited use of government vehicles for the transportation needs of associated programs. Requests will be made through the Chaplain's Office. All requests are subject to approval and dependent upon availability of vehicles and authorized drivers.
3.2 Contractor owned property: Contractor shall ensure personal property is clearly marked and identified to preclude misidentification as Chapel property. Contractor shall be liable for loss, damage, or theft of Chapel property due to the contractor’s carelessness and/or negligence.
Negligence will be determined by appropriate investigative or Report of Survey findings.
3.2.1 Contractor shall not store personal items in the chapel’s storage areas to include, but not limited to, closets, storage bins and storage sheds.
3.3 Coordination of use of Government Property: Contractor will coordinate reservation, set up, clean up, and lock up of the facilities as needed as well as safeguard all government and chapel funds, facilities, property, equipment and supplies before, during and after all activities.
Contractor is accountable for security and cleanliness of all facilities utilized in conjunction with their programs, to include office and storage space. Contractor shall coordinate all support requirements with the Chapel Staff.
3.3.1 Contractor shall furnish his/her own transportation to and from the work site at no additional cost to the Government. The Government shall not furnish the Contractor with Government living quarters.
3.3.2 Contractor may use additional personal items of equipment or music as part of his/her performance of duties with approval of the Wing Chaplain, or their designee. The Government will not be liable in any way for personal equipment including loss, damage, theft, or maintenance.
3.3.3 Contractor will keep his/her office clean, orderly and professional at all times.
3.3.4 Contractor will not plug any personal devices into a government computer, to include, but not limited to external hard drives, cell phones, smart watches, “Fitbits” and thumb drives.
3.4 Government Furnished Building: The Government shall provide the areas and facilities to conduct services. For access to the facility during non-duty hours a key will be provided.
Contractor will ensure facilities are secured after services are provided, such as rehearsals, meetings, and classes (close and lock all windows and doors, turn-off lights, secure equipment, and other related items). The contractor shall safeguard the key to avoid unauthorized access to government-owned facilities and property. Final payment under terms of this contract will not be issued until all facility keys and any other provided equipment are returned to the appropriate personnel.

3.5 Government Limitation of Liability: The Government shall not be responsible in any way for damage to Contractors' supplies, materials, equipment and contractor personnel's personal belongings that are damaged or destroyed by fire, theft, accident or other disaster.
3.6 Damage to Government/Private Property: Damages to Government buildings, equipment, or vegetation are addressed in the FAR contract clause 52.237-2 “Protection of Government Buildings, Equipment, and Vegetation.” The Contractor shall be liable for repair/replacement for any Government or private property damaged by Contractor personnel, vehicles, equipment, or negligence. The Contractor shall immediately advise the COR of any damages and provide an action plan for repairs or replacement.
4.0 GENERAL AND ADMINISTRATIVE
4.1 Base and vehicle passes: Contractor shall obtain base identification and vehicle passes, if required, to perform work on SJAFB, NC.
4.2 CAC Cards/Passes for sub-contractors: During performance of the contract, the contractor shall be responsible for obtaining required identification cards and vehicle passes for newly assigned subcontractors and for prompt return of credentials and vehicle passes for any subcontractor who no longer requires access to the chapels.
4.3 Records Management: The Contractor shall manage all data created for Government use or legally controlled by the Government, in support of the functional activity or required by AF publication, IAW with the AF records management procedures in AFI 33-322, Records Management Program, paragraph 10, Air Force Manual (AFMAN) 37-123,paragraph 7.4, Air Force Manual (AFMAN) 37-138, paragraph 2.13, and the Air Force Records Disposition Schedule (AF RDS) located at https://afrims.amc.af.mil/rds_series.cfm or http://www.amc.af.mil/shared/media/document/AFD-060803-003.pdf
4.4 Air Force Anti-Terrorism (AT) Program: The AT program seeks to deter or limit the effects of terrorist acts against the AF by giving guidance on collecting and disseminating timely threat information, providing training to all AF members, developing comprehensive plans to deter and counter terrorist incidents, allocating funds and personnel and implementing AT measures. In accordance with AFI 10-245 paragraphs 2.18 and paragraph 2.25, DoD contractors and sub-contractor personnel shall be offered Level 1 - AT Awareness Training. AT Awareness Training may be accomplished by either a Level I - qualified instructor, or by completing the "Force Protection" computer based training (CBT) course on the Advanced Distributed Learning System (ADLS) https://golearn.csd.disa.mil/kc/login/login.asp or the Defense Technical Information Center (DTIC) at https://atlevel1.dtic.mil/ at for individuals without access to NIPR, possessing a CAC card, nor enrolled in DEERS. Compliance with the training will be monitored by the contracting officer representatives.
4.5 EMERGENCY, SPECIAL EVENTS, HOLIDAY HOURS: The Contractor may be required to work after normal duty hours, weekends, or holidays to complete all requested support requirements for SJAFB.

4.6 Traffic Laws: The Contractor shall comply with all SJAFB base traffic rules and regulations at all times while on the installation.
4.7 Physical Security: The Government will not be responsible in any way for damage to the Contractor’s supplies, materials, vehicles, equipment, and property or to Contractor personnel’s personal belongings that are damaged or destroyed by fire, theft, accident or other disaster, including terrorist attack. Contractor personnel and any representative of the Contractor entering SJAFB shall abide by all security regulations and shall be subject to security checks.
4.8 Key Control:
4.8.1 Contractor shall be responsible for keys provided to the contractor by the government.
Keys shall not be lost, misplaced, or duplicated by contractor personnel, nor used by unauthorized personnel. The contractor shall develop and implement procedures to insure that keys issued to the contractor by the government are safeguarded.
4.8.2 Contractor shall report any occurrence of duplicated, misplaced, or lost keys to the Contracting Officer within 24 hours after discovery of occurrence, and submit a written report to the Contracting Officer by close of business the next workday. The written report shall provide complete details relating to duplication, misplacement, or loss. In the event a key is duplicated, misplaced, or lost, all locks and keys for that system will be replaced at the discretion of the government. The contractor shall reimburse the government for replacement of locks or rekeying required as a result of keys being duplicated, misplaced, or lost by contractor personnel. The contractor shall also reimburse the government for any government property lost or stolen as a result of unauthorized key duplication, misplaced key, or loss of key by the contractor or contractor personnel.
4.9 Telephone Services: A class “C” telephone line or VOIP equivalent may be provided to the Contractor for local phone calls.
4.10 Emergency Medical Treatment: Emergency medical treatment should be provided for the contractor personnel. Contractor personnel are responsible for preparing the necessary paperwork and the Contractor shall also reimburse the Government for the cost of medical treatment and transportation.
4.11 Base Closure: Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening of the SJAFB military installation.
4.12 Interfaces: The Contractor shall not unduly interfere with regularly scheduled Government operational activities in the performance of contract requirements. In the event that a Government employee directs the Contractor to stop work, the Contractor shall immediately contact the CO/COR and report the incident, to include the name of the Government personnel involved, date, time, and location.
4.13 Safety Requirements and Reports: The contractor shall perform all work in a safe manner as required by OSHA Safety and Health Requirements and follow all DoD Safety
Protestant Religious Education PWS Page 11 of 17 regulations. The Contractor shall provide a verbal and written notification to the CO/COR within twenty four (24) hours of an employee accident resulting in death, injury, occupational disease, etc.
4.14 Inspection and Acceptance: Services performed under this contract are subject to inspection by the Government’s COR at the completion of each task. Inspection of the performance of this contract will be conducted by use of a checklist utilizing random sampling, and/or customer feedback IAW the Quality Assurance Surveillance Plan (QASP). The Contractor shall promptly correct unsatisfactory service at no additional expense to the Government. The office having responsibility for inspection and acceptance is the Installation Chaplain’s Office. In addition, the Contractor will also utilize his/her own company Quality Control Plan (QCP) policies and procedures while performing this contract.
4.15 FRAUD, WASTE, AND ABUSE: The Contractor shall be responsible for maintaining proper conduct and good discipline within the Contractor occupied work area(s). Contractor personnel shall be encouraged to be alert to report any suspected situations of fraud, waste, and abuse, or other intentionally dishonest conduct against the Government observed during, or in the performance of this contract.
4.16 Conservation of Utilities: Contractor personnel shall practice utilities conservation and shall operate under conditions that preclude waste of Government furnished utilities.
4.17 Contract Files: The Contractor shall maintain complete and accurate files of documentation, records, and reports required under the terms of this contract in accordance with AFI 131-401. The Contractor shall not allow access to the files by any Government agency, non- Governmental agency, or individual agency, or individual unless specifically authorized by the Contracting Officer. Files shall be made available to the Contracting Officer or designated representative upon request. All files will become the property of the Government and shall be turned over the Contracting Officer at the completion or termination of this contract.
4.18 Smoking: The Contractor shall comply with AFI 40-102 Guidance for Controlling Tobacco use in Government Controlled Facilities which outlines uniform policies governing use of tobacco products in Government facilities. This also applies to all SJAFB Chapel Facilities.
4.19 Laws:. The Contractor shall comply with all local state, and federal laws and regulations that control any work performed. The Contractor shall comply with and keep informed of any changes to these laws and regulations throughout the period of the contract. The Contractor is a recognized professional in his area and is expected to be knowledgeable of all laws and regulations pertaining to his profession.
4.20 Permits, Licenses, and Certifications: Unless otherwise specified in this contract, the Contractor shall obtain all necessary permits, licenses, and certifications; give all required notices; and comply with applicable federal, DoD, Air Force, state, county, and local laws, codes, and regulations in performance of the requirements of this contract. Maintain records of such requirements and make the documentation available to the Government for review.

4.20.1 Contractor shall complete all required annual training, including but not limited to:
privileged communication, CTOF, and Information Assurance.
4.20.2 In accordance with Dept. of Defense Manual (DoDM) 1402.05, the contractor must successfully complete a federally mandated criminal history background check, FBI, SCHR and
IRC (IAW DODI 1402.05).
4.20.3 Contractor’s failure to satisfactorily complete the criminal history background check shall result in termination of the contract.
4.20.4 All volunteers and subcontractors working with youth below the age of 18 years will, at a minimum, successfully complete a background check as described in DoDM 1402.05.
4.21 Contracting Officer and Contracting Officer Representative: The CO will appoint a primary and alternate Government representative for management of the day-to-day activities of the contract. The identity, title, and authority of this representative will be provided in writing to the Contractor after contact award.
4.22 Clean-Up/Housekeeping: The Contractor shall maintain facilities and work sites, to include office and storage areas, in a clean, neat, and professional appearance at all times. This may include proper disposal of outdated literature. The Contractor shall ensure fire codes and building restrictions are in compliance at all times with regard to Protestant RE materials.
4.23 Periodic Progress Meetings: Periodic meetings shall be established after contract award.
The CO, COR, other Government personnel as appropriate, and the contractor shall periodically meet to discuss the contractor’s performance. The following issues shall be discussed, opportunities to improve the contract, any modifications required of the contract, unsatisfactory inspections and trends against each performance objective observed, positive performance and steps taken by the contractor to prevent unsatisfactory occurrences in the future. The contractor shall provide a summation of unsatisfactory inspections and customer complaints and provide insight into any identified trends. The minutes of these meetings will be reduced to writing, signed by the CO and any other signatures as deemed appropriate, distributed to the functional area and the contractor. Should the contractor not concur with the minutes, the contractor shall provide a written notification to the CO identifying areas of non-concurrence for resolution.
4.24 Contractor Liability.
4.24.1 The Contractor shall, at their own expense, defend any suits, demands, claims, or actions in which the United States might be named as a defendant, arising out of or as the result of the Contractor’s performance of work under this contract, whether or not such suit, demand, claim or action arose out of or was the result of the Contractor’s negligence. This shall not prejudice the right of the United States to appear in such a suit, participate in a defense and take such action as may be necessary to protect the interest of the United States. Nothing in the above provision shall in any way limit other remedies available to the United States as provided by law, or waive rights of the United States as provided by law.

4.24.2 The Contractor is considered an independent contractor, and not an agent of the government. During the performance of these provisions, the contractor will be liable and will hold harmless the government against all actions or claims for damages to persons and property due to the fault, negligence, wrongful act, or wrongful omission of the contractor or their agents.
The government is not responsible for damage to personal supplies or equipment of the contractor.
4.24.3 The government will not be responsible in any way for damage to the contractor’s supplies, materials, equipment, or to personal property as a result of fire, theft, accident, natural disaster, or other events.
4.24.4 The Contractor is liable for all damages to government real property, when it has been determined by competent authorities that damages were due to Contractor personnel or sub- Contractors negligence.
4.25 Indemnification: The contractor agrees to indemnify and hold the Government and the Department of the Air Force harmless, whether in tort or in contract, for any and all loss or liability for injury to or death of service provider personnel in transit to, from or during the period of attendance at any of the required locations in support of this production.

4.27 Dispute Process: Any grievance by the Contractor should be resolved at the lowest level.
The reporting levels are as follows: Contracting Officer Representative and then the Contracting Officer.
4.28 Government Quality Control: The contractor shall be responsible for quality control for all work accomplished during the performance of the task. The contractor shall provide and maintain a Quality Control Plan (QCP), which ensures the requirements in this PWS are met.
The QCP will be considered acceptable and approved unless the contractor is notified by the Contracting Officer (CO) prior to award. The QCP shall be included in the technical proposal for evaluation and acceptance. As a minimum, the contractor shall develop quality control procedures that address the areas identified in the Service Delivery Summary.
4.29 Government Quality Assurance: The government will periodically evaluate the contractor’s performance by appointing a Contracting Officer Representative (CORs) to monitor performance to ensure services are received. The COR will evaluate the contractor’s performance in accordance with the Quality Assurance Surveillance Plan (QASP) for this requirement.
4.30 Government Remedies: The contracting officer shall follow the requirements of FAR 52.212-4, Contract Terms and Conditions for Commercial Items, for contractor’s failure to correct nonconforming services.
4.31 Hours of Operation: Chapel hours of operation are during the normal duty day 0730 to 1630, Monday through Friday. The Contractor will be required to provide services that fall

Worship services are normally conducted Saturday or Sunday and rehearsals are primarily conducted during the week after normal hours of operation. Most of the Religious Education program is conducted after normal hours of operation and on the weekends.
4.31.1 Office Hours: In consultation with the senior chaplain of the Protestant program, the contractor will establish and publicize regular office hours in order to coordinate with chapel staff and provide customer service hours for the Protestant community.
4.32 Holidays Observed: Because of the nature of services being provided, services may be required on holidays.

k. Any other day designated by Federal statute, executive order, or Presidential proclamation.
4.32.1 Adverse weather conditions or national emergencies may require the installation to close, for which the government would not pay the contractor additional compensation.
5.0 MOBILIZATION
5.1 During the mobilization period, as determined by the parties, the Contractor shall ensure that personnel are being recruited, trained, and staffed as required; that they are thoroughly familiar with the PWS requirements and technical exhibits. In addition, personnel should be made familiar with the various religious facilities on SJAFB. The Contractor shall coordinate with the Installation Chapel Staff and Contracting Officer Representatives (CORs) to resolve start-up and coordination issues. Issuance of building keys, equipment, supplies, and other items required for performance of services shall put into place during this period.

Supplements, amendments, or revisions to documents may be issued during the term of the contract, and shall be in full force and effective immediately upon receipt by the Contractor. The Contractor shall adhere to the requirements in these supplements, amendments, or revisions during the life of the contract pending negotiation. The Contractor shall post and update publications, as applicable, as change notices are provided by the Government. Upon completion of this contract, the Contractor shall return to the Government all publications provided to the Contractor by the Government.

SCHEDULE OF SERVICES
A.1 Contractor maintains a minimum 20-hour work week and any additional hours required to complete responsibilities IAW PWS. Minimum 20-hour work week includes any meetings, training, office hours, and programming attendance necessary to complete duties in this PWS.
A.1.1 All events and programs held in the SJAFB Chapel Facilities and are subject to relocation and/or time changes. Religious Education special events and programs outside of chapel facilities must be coordinated and approved by the designated Chaplain. Contractor will normally be notified several days in advance of a projected move. All services are performed primarily on SJAFB but may occasionally require travel to other locations to perform services.
