(1) Trane Air Cooled Scroll Packaged Chiller, 20 Ton, 460 Volt 60 Hz 3 Phase, High Efficiency, Wide Ambient, LonTalk/Tracer Summit Interface, Dual High Head Heat Pump, and Super Quiet.

Section C: Justification for Soliciting from a Single Source or Brand Name

The 4th Civil Engineering Squadron maintains an inventory of parts totaling over $10,000.00 for Trane HVAC units across the installation. Additionally, these units allow remote monitoring to pro-actively monitor, maintain and troubleshoot existing systems saving up to three man hours per trouble ticket. Purchasing another manufacturer's brand would require purchasing additional software diagnostic systems to support the remote monitoring capability that 4 CES currently possesses.

Furthermore, the hardware currently purchased and utilized to troubleshoot these units have vendor specific connections.

Purchasing another brand would require purchasing additional hardware when making repairs or conducting troubleshooting on site. The additional cost in purchasing software, hardware and having to procure another manufacturer's brand parts is not expected to be recovered through full and open competition.

Section D: Efforts to Obtain Competition

There are other manufacturers who produce similar equipment. However, Market Research did not reveal another brand that would be compatible with the existing hardware and parts on hand. This requirement will be posted to the Federal business Opportunities website to allow maximum participation from Women Owned small business as the SBA waived the non-manufacturer rule for NAICS 333415.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The Government will continue to research the market on future procurements to see if other solutions become available.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
