Solicitation/Site Visit Questions
Question: The max quantity for line items 0001GU, 0002GU, 0003GU, 0004GU, and 0005GU only had a max quantity of 2 and not a unit of measure.
Response: The unit of measure was not included for these line items by mistake. The unit of measure should read MLF or thousand linear feet. An amendment will be forthcoming correcting this line item unit of measure.
Question: It is hard to estimate prices for all the line items years in advance (option years). Prices for fuel or other items may drastically change. Will the Government adjust pricing on certain line items if there are drastic changes in price for certain items?
Response: Reference DFARS 252.243-7002, entitled, "Requests for Equitable Adjustment", which can be reviewed in full text at http://farsite.hill.af.mil/." If the pricing changes substantially, the Government has the option not to exercise the option. We do market research to determine if the option year pricing is fair and reasonable.
Offeror's attention is invited to Section M, paragraph 3c, entitled, "Factor 2: Price, (Volume 2)".
Question: After reviewing the project specifications for this IDIQ contract, it appears that the non-destructive detergent rubber removal method that we perform is not presently being allowed by the specifications. I am requesting that you allow “non-destructive” method of detergent rubber removal to be an approved method for the rubber removal process
Response: We have tried this in the past and were not impressed with the results.
Question: Does the surety have the option to not issue a bond on a task order?
Response: Section H-9 of the solicitation states the following: The contractor shall be required to furnish a Performance Bond (Standard Form 25) and a Payment Bond (Standard Form 25-A), each with good and sufficient surety or sureties, acceptable to the Government for each task order exceeding $150,000.00 within 14 calendar days after task order award. Payment protection shall be required for task orders between $30,000.00 and $150,000.00.
Question: Do you know if there will be a "pool" of contractors doing this work, like 3-5 where task orders are issued among them or they bid on the task order. Or will it just be one contractor that is relied on to handle all of the task orders?
Response: Only one contract will be awarded for this solicitation. (Reference Section M - Evaluation Factors for Award at paragraph 2a.)
Question: The information I have shows a maximum task order of $4MM, $35MM potential contract value, but I do not see anything as to a limit per year.
Response: There is no minimum or maximum per year. (Reference 52.216-19)
