PROJECT: VLSB18-0042 2 July 2018
The contractor shall provide all labor, materials, equipment, tools, transportation, and supervision to design, permit, and complete the requirements of this project. All work shall be done in strict accordance with this Statement of Work and subject to the terms and conditions of the contract and in accordance with Unified Facilities Criteria (UFC), Unified Facilities Guide Specifications(UFGS), International Building Code (IBC), National Electrical Code (NEC), National Electrical Safety Code (NESC), National Fire Protection Association (NFPA), EPA 402-K-01-001 (2008), South Carolina Department of Transportation (SCDOT), and Shaw Air Force Base Design Standards (24 April 2018, change 1).
CONSTRUCT ASPHALT PARKING:
• Construct asphalt parking lot to the West of B1627 with approximately (80) 19-ft x 9-ft parking stalls to become integrated with the adjacent parking lot (see Figure 1 below).
• The North entrance at the existing parking lot is to become the central entrance and service both parking lots;
• Provide an entrance at the North end that mirrors the existing entrance to the parking lot at B1604, B1605, and B1606;
• Total parking lot area is to be approximately 445-ft long x 70-ft wide with islands approximately every 100-ft, to match the existing parking lot;
• Clear and grub all vegetation and strip all topsoil (approximately 6-in to 8-in) from identified area for new parking lot extending a minimum of 5’ outside of the proposed paved area;
• A proofroll of the proposed parking lot and shoulders should be witnessed and accepted by the government prior to fill being placed;
• Cut and fill as necessary to match the grade of the existing parking lot and roadway;
• Place a minimum of 6-in of GAB on compacted subgrade;
• Place a minimum of 3 inches of type C asphalt surface course over parking lot footprint, do not exceed the SCDOT recommend single lift thickness;
• Place approximately 1,200 linear ft. of concrete curb/gutter along parking lot perimeter to include islands approximately every 100-ft;
• Grade the sub-base, base, and asphalt in the proposed parking lot and connection to road for positive drainage to the nearest drainage structure;
• Provide adequate drainage system for a 100 year storm, similar to the adjacent parking lot. The storm drainage shall connect to the existing 36-in storm water line at the road, reference the attached utility map.
• Stripe (80) 19-ft x 9-ft parking stalls in newly constructed parking lot (No handicap spaces) and 3 cross walks across Shaw Dr., where shown in Figure 1;
• Install (6) 30-ft overhead lighting posts in each corner of parking lot, wiring should be pulled from the nearest transformer.
• Provide necessary materials to include; light poles, concrete base, conduit, and wiring. Provide capped stub up at the last pole to allow for expansion.
• All new fixtures shall be Lumark NFFLD Night Falcon (delivered lumens 15,000) or approved equal. Fixture shall come with a minimum 5-year warranty, or approved equal.
• All poles shall be 4-in square non-tapered having in-line fuse holders in the pedestal base. No overhead conductors will be utilized for lighting.
• Lighting shall provide an average intensity of at least 0.2 foot-candles for area lights, measured vertically, 6 inches above the ground, throughout the area.
• Transformers / electrical equipment at the north entrance to the new parking lot are to remain and the parking lot is to be constructed around them. A minimum of 6 ballads should be installed around the transformers and electrical equipment to protect them;
