Section A: General Contract Information

Contracting Activity: 20 CONS/PKAB

Project/Program Name: Re-cover Rubb # 1 BLDG 1942

Section B: Description of the Supplies/Services Required

Complete re-cover of a 60’ X 200’ Rubb BVE Building with 19.7’ sidewalls. All required tensioning and sealing components are included. Freight via flat bed truck to Shaw AFB, SC Labor to remove the old covering and replace with all new material. Rubb non-union factory crew at standard wage rates, equipment, travel and expenses. Rubb #1, Bldg 1942 is facility to be recovered.

Section C: Justification for Soliciting from a Single Source or Brand Name

The existing RUBB building on Shaw, AFB was installed over a decade ago. The initial installation was fabricated and installed by RUBB, Inc. To ensure compatibility and interoperability, it is in the best interest of the Government that RUBB, Inc. completes the RUBB building roof repair with the parts from their company along with their certified technicians to ensure proper installation. In addition, if RUBB, Inc. completes the repair there is a standard one year warranty on all defects and workmanship from date of delivery. RUBB also warranties the fabric for five years. This warranty is voided if the the structure is incorrectly installed or anchored by non RUBB, Inc employees.

Section D: Efforts to Obtain Competition

A sources sought was posted on FBO on 15 May 2017 and closed on 23 May 2017. Four responses were received from the sources sought. Two interested parties that responded stated that they were able to fabricate the parts in the specifications in order to complete the roof repair. In addition, two interested parties responded that they would be able to obtain RUBB, Inc. parts to complete the repair.

However, these routes would incur pass through costs and add the risk of non RUBB certified technicians installing the fabric and potentially void the 5 year fabric warranty.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The 20th Contracting Squadron and AFCENT A4 will continue to research other potential equipment and process options that can be used by the Government in order to promote competition.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
