FOR

CAMERA EXPANSION SERVICES TO

VIDEO IMAGE CONTROL AND DISPLAY SYSTEM (VICADS)

20th FIGHTER WING

1. DESCRIPTION OF WORK: This Statement of Work (SOW) describes the Government’s requirement for the expansion of the Video Image Control and Display System (VICADS), that provides intrusion detection and reporting for the 20th Fighter Wing located at Shaw AFB, SC.

This expansion will consist of six (6) security surveillance cameras to provide the capability to monitor traffic at new gates installed at the intersection of Frierson Road and Rhodes Avenue, at

Frierson Road and Elm Street, at the proposed roundabout on Elm Street, and at the pedestrian gate on Dogwood Street. All six (6) cameras must be integrated into the existing VICADS server located at the Base Defense Operations Center (BDOC), Building 825, Room 28, viewable on existing VICADS personal viewers, and images captured, recorded, and stored on network video recording and storage equipment for at least 30 days.

1.1. Background. Family housing for Shaw AFB personnel is located on both sides of Frierson

Road, a state-owned and maintained road used by citizens living in the local community to transport their children to and from High Hills and Shaw Heights Elementary Schools. In the past, local residents with children attending the schools were issued passes that allowed them access to the schools. However, the current threat level dictates that this is no longer a viable option. To mitigate this vulnerability, new gates will be installed to facilitate free travel from off-base locations to the schools. These new gates must be equipped with security surveillance cameras to monitor vehicle and pedestrian traffic. Security surveillance cameras enable Security

Forces BDOC controllers to monitor areas on a constant basis or randomly, and to conduct immediate visual assessments (IVA) whenever security incidents occur. Two security cameras will be positioned to monitor incoming traffic at the new gate near the Elm Street Roundabout.

Two security cameras will be positioned to monitor incoming traffic at the new gate at Frierson

Road and Elm Street. One security camera will be positioned at the intersection of Frierson

Road and Rhodes Avenue to monitor traffic traveling along Frierson Road. One security camera will be positioned at the Dogwood Street pedestrian gate to monitor the gate and pedestrian traffic.

1.2. General Requirements. The contractor shall procure six (6) Bosch Dinion IP Ultra 8000 MP

Day & Night 1080p Box Cameras, fixed-position, high definition, CCTV cameras, lenses, outdoor housings, power supplies, mounting brackets and hardware, poles, media converters, equipment enclosures, rigid conduit, cabling, connectors, and other materials and supplies required. The contractor shall install, set up, program, and configure the cameras to effectively monitor traffic at new gates installed at the intersection of Frierson Road and Rhodes Avenue, at

Frierson Road and Elm Street, at the proposed roundabout on Elm Street, and at the pedestrian gate on Dogwood Street. The contractor shall be responsible for any trenching and digging required to connect to existing 110-120 volt AC power and communication lines necessary for operation of security cameras. The contractor shall integrate all cameras into the existing

VICADS server located at the Base Defense Operations Center (BDOC), Building 825, Room

28, and ensure they are viewable on existing VICADS personal viewers, and ensure images are captured, recorded, and stored on network video recording and storage equipment for at least 30 days. The contractor shall obtain all necessary licensing from proprietary manufacturers to ensure compliance in operation of all equipment.

1.3. Cameras, components, materials, and installation shall comply with AFI 31-101, Integrated

Defense. Specifications are noted in Chapters 6 and 8.

1.4. All details of workmanship shall be in accordance with the highest standards and best practices for electrical and electronic maintenance and installation and all work shall conform to the latest edition of the National Electric Code.

1.5. The contractor shall coordinate with the 20th Communications Squadron Plans & Programs

Section to ensure network connectivity via fiber optic cabling and network switches.

1.6. The contractor shall coordinate with the 20th Civil Engineering Squadron to ensure 110-120 volt AC power is available and sufficient, and to obtain all permits required for completion of the project.

1.7. Period of Performance. The government estimates the period of performance for this project to be 90 days from contract award date.

2.0. GENERAL INFORMATION:

2.1. Hours of operation.

2.1.1. Normal hours of operation. The Government’s normal duty hours are five days per week, Monday through Friday, from 7:30 AM to 5:00 PM.

2.1.2. Recognized holidays. Any of the below holidays falling on a Saturday will be observed on the preceding Friday; holidays falling on a Sunday will be observed on the following Monday.

In addition, 20th Security Forces will supply contractor with any additional dates such as Air

Combat Command designated Family Days.

2.2. Security requirements for unclassified contracts.

2.2.1. Listing of Employees. The contractor shall maintain a current listing of employees. The list shall include the employee's name, social security number and type of investigation if contract work involves unescorted entry to Air Force controlled/restricted areas or other sensitive areas designated by the 20 FW Commander. The list shall be provided to the Program Manager and sponsoring agency’s Security Manager. An updated listing shall immediately be provided when an employee's status or information changes.

2.2.2. Security Training. The contractor shall ensure all contractor employees are made available to receive initial and recurring security education training from the sponsoring agency’s security manager. Training must be conducted IAW DOD 5200.1-R, Information Security Program

Regulation, and AFI 16-1404, "Information Security Program Management". Contractor personnel who work in Air Force controlled/restricted areas must be trained IAW AFI 31- 101, The Air Force Installation Security Program.

2.2.3. Pass and Registration Items. The Contractor shall obtain personal identification passes for all employees and vehicle passes for all Contractor vehicles requiring entry into Shaw AFB. The contractor must complete Contractor EAL Template and submit it through the Contracting Officer to the Visitor Control Center. Vehicle registration, proof of vehicle insurance and a valid driver’s license must be presented for all vehicles to be registered. All contractor personnel shall wear badge issued at all times while on the Shaw AFB. In addition, contractor personnel must be accompanied by their escort.

NOTICE: All contract employees shall submit to a criminal background check as required prior to the employee being issued credentials. Contractors must submit request for access to Shaw

AFB not later than one (1) week following contract award and five (5) days prior to individual requiring entry. Failure to submit requested information as indicated can result in denial or delay of issuing access credentials.

2.2.4. Retrieving Identification Media. The contractor is responsible for retrieving all identification media from employees who depart for any reason before the contract expires; e.g.

terminated for cause, retirement, etc. The contractor shall return retrieved items to the Project

Manager.

2.2.5. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on Shaw AFB.

2.2.6. For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, Chapter

4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.

2.2.7. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances that may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified or unclassified defense information.

2.2.8. Physical Security. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.

2.2.9. Controlled/Restricted Areas. The contractor shall implement local base procedures for entry to Air Force controlled/restricted areas where contractor personnel will work. An AF Form

2586, Unescorted Entry Authorization Certificate, must be completed and signed by the sponsoring agencies Security Manager before a Restricted Area Badge will be issued.

Contractor employees must have a favorably completed National Agency Check (NAC) investigation before receiving a Restricted Area Badge or access to the local area network.

Interim access can be granted IAW AFI 31-501, Personnel Security Program Management.

2.2.10. Key Control. The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government. The contractor shall immediately report to the COR or Project Manager any occurrences of lost or duplicated keys.

2.2.10.1. In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the contracting officer, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the government and the total cost deducted from the monthly payment due the contractor.

2.2.10.2. The contractor shall prohibit the use of keys, issued by the government, by any persons other than the contractor’s employees and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas.

2.2.11. Photography Restrictions: No one is authorized to take any pictures or video recordings of Air Force operational aircraft or restricted areas without the approval of 20 FW/CVN regardless of location while on Shaw AFB.

This includes, but is not limited to, photographs taken from personal electronic devices such as blackberries, iPADs, iPODs, cell phones, or any other devices with digital recording capabilities.

2.11.1 Any Contractor requiring pictures or videotape of Shaw's airfield to support their contract must request and possess written authorization prior entering the airfield area.

2.11.2 Written authorization letters to photograph or video of the flightline must be signed by one of the following: 20 Maintenance Group Commander or Deputy; Aircraft Maintenance Squadron

Commander; a Fighter Squadron Top 3, Director of Operations, or Commander; 20 Operations

Group Commander or Deputy; 20 Operations Support Squadron Commander or Director of

Operations; or 20 FW/CVN.

2.3. Use of delivery area, freight elevator, and loading dock.

2.3.1. Delivery. The government will identify a delivery area at Shaw AFB. The freight carrier may drop off the shipment four (4) days or less prior to the contractor installation date. Contractor will notify the government at least forty-eight (48) hours prior to shipment to ensure delivery/storage plan is set. The government point of contact will be identified at time of award.

2.3.2. Freight elevator use. The freight elevator must be used and will be available for the transport of materials, tools and equipment. Use of pedestrian elevators is not allowed for this scope of work.

2.3.3. Loading dock use. If materials are large in nature or regular access is needed for construction equipment or tools, contractor will coordinate request to use facility loading dock with the Project

Manager.

2.4. Repairing damage to existing facility and property. Contractor shall repair any damage caused to existing facility or property to include carpet, walls, floor, equipment, furniture, etc.

3. SPECIAL QUALIFICATIONS:

3.1. The Contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment. Military

Reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the Contractor's ability to perform. Their absence at any time shall not constitute an excuse for nonperformance under this contract.

3.2. Contract manager. The Contractor shall provide a contract manager who shall be responsible for the performance of the work. Prior to start of the contract, the name of this person and alternate(s) who can act for the Contractor when the manager is absent shall be designated in writing to the Contracting Officer. The Contractor shall submit, in writing, to the

Contracting Officer any management personnel change within one business day of the change.

3.2.1. The contract manager or alternate shall be available via telephone within 1 business day to meet with Government personnel designated by the Contracting Officer to discuss problem areas.

3.2.2. The contract manager and alternate(s) shall be able to read, write, speak, and understand

English at high school level.

3.3. Employees. The contractor shall provide all personnel, equipment, tools, materials, management, training, installation, operations, supervision, logistics support and other items as defined in this SOW. The contractor technical personnel will be trained and certified to install, program and configure cameras and associated components and equipment and integrate them into the VICADS. Contractor shall provide employees qualified to perform electrical and electronic troubleshooting, repair, testing, diagnostics and proprietary programming of VICADS-based equipment.

3.3.1. Contractor personnel shall present a clean, neat appearance and be easily recognized. The

Contractor shall furnish each employee with an identification badge. The badge shall contain as a minimum, a picture of the person, the person's name, and the name of the Contractor. All badges shall be uniform, worn on the outer clothing, and be visible at all times. All employees that come in contact with Government personnel in the performance of their duties shall be able to understand and speak English. Under the Immigration and Nationality Act (INA), employers may hire only persons who may legally work in the United States (i.e., citizens and nationals of the U.S.) and aliens authorized to work in the U.S. The employer must verify the identity and employment eligibility of anyone to be hired (Ref: U.S. Department of Labor:

3.3.2. The Contractor and employees hired under this contract shall be considered “mission-essential.” The Government reserves the right to remove from the facility any contract employee the Contracting Officer deems incompetent, careless, or otherwise objectionable.

4. HAZARDOUS MATERIALS AND MATERIAL RECYCLING (IF APPLICABLE):

4.1. The Contractor must have approval from GSA facility manager prior to purchasing, handling, using, and storing any chemicals, solvents, lubricants, and other products that require a

Material Safety Data Sheets (MSDS). The Contractor shall identify these materials on a

Contractor Hazardous Material Inventory list. The Contractor shall provide an updated inventory list and one copy of the MSDS for each item to the Project Manager and obtain approval prior to any chemicals being brought onto Shaw AFB, or within 15 days of the start of this contract. This inventory is also used by the Contractor to annually report hazardous material usage.

4.2. It is the responsibility of the Contractor to determine if hazardous waste is generated from

Contractor operations. Requests to help determine hazardous waste should be requested by

Contractor to GSA. Disposal of hazardous and universal waste shall be IAW local GSA policy and 40 CFR Part 273, Universal Waste Rules.

4.3. The Contractor shall use environmentally safe products to the fullest extent. The Contractor shall submit justification for the use of any Class I Ozone Depleting Substances (ODS) as part of the aforementioned Contractor Hazardous Material Inventory submittal process. The justification shall include at a minimum: (1) the name of the ODS; (2) the ODS quantity to be used; (3) the frequency of ODS usage; (4) the purpose for using the ODS; and (5) reasons why the ODS cannot be substituted. The Contractor shall request waivers for usage of any ODS and receive approval from the Contracting Officer in writing prior to using any ODS.

4.4. The contractor shall complete a construction waste management and recycling report (Tab 4) no later than the last business day of each month. The reports will be given to the GSA building manager and 14WS PM upon completion.

4.5. If applicable, the contract manager and alternate, as well as employees who handle hazardous and/or universal waste shall be required to attend documented Hazardous Waste

Training.

4.6. Material recycling. The Contractor shall comply with all federal, state, and local recycling and solid waste diversion requirements in addition to GSA specific Solid Waste Management plans or procedures. Participation shall include maximum use of recycled paper products and replacement parts. Contractor disposition of replaced parts and other recyclable products such as paper and cardboard shall be accomplished at offsite recycle facilities unless specifically required at another site.

5. CLEAN UP:

5.1. The Contractor shall keep interior and exterior of the Contractor’s office/maintenance location and all work areas and storage areas free from accumulation of waste material and rubbish. Upon completion of the job, the Contractor shall leave the work area and surrounding premises in a clean, neat, workmanlike condition and in accordance with commercial practice.

5.2. The contractor will remove all construction waste. All construction waste becomes the property of the contractor and will be disposed of off-site by the contractor. Dumpster will not be provided but a space for a dumpster will be provided via coordination with the GSA facility manager. The dumpster will not exceed 10 cubic yards in size. If required, the contractor is responsible for any permits or fees associated with the use of off-site disposal locations.

6. COORDINATION WITH OTHER CONTRACTORS:

The Government may undertake or award other contracts for additional work. The Contractor shall cooperate with the other Contractors and Government employees and adapt scheduling and performing the work under this contract to accommodate the additional work, heeding any direction that may be provided by the Contracting Officer. The Contractor shall not commit or permit any act that will interfere with the performance of work by any other Contractor or by

Government employees.

7. FIRE PREVENTION:

The Contractor is responsible for following fire prevention practices and procedures. The

Contractor shall provide approved storage facilities meeting National Fire Code 30, Flammable and Combustible Liquids Code, requirements for storage of flammable materials.

8. NO SMOKING POLICY:

The Contractor and employees shall comply with GSA policies for use of only designated outdoor smoking areas.

9. PERFORMANCE OF WORK DURING NATIONAL OR LOCAL CRISIS:

9.1. CONTINUATION OF ESSENTIAL CONTRACTOR SERVICES: IAW Defense Federal

Acquisition Regulation Supplement (DFARS) clause 252.237.7023, it is determined that the services in SOW paragraph 1.0 are essential for Contractor performance under all circumstances to achieve missions or responsibilities, as determined by the appropriate functional commander or civilian equivalent. The Contractor may be required to support base mission changes and other support requirements necessary to meet mission requirements. Base exercises or actual ongoing base security events frequently interrupt missions. The Contractor shall provide a plan for continuation of services with the Contractor Quality Control Plan.

9.2. FPCON (Force Protection Condition) Checks. Additional FPCON checks may occur sporadically. Increased military security measures shall dictate the use of force protection conditions (FPCON) Alpha, Bravo, Charlie or Delta for the facility. The government will notify the contractor if the facility has changed the FPCON and provide the appropriate FPCON instructions to follow.

9.3. In case of inclement weather, the Contractor shall be considered mission essential and is required to perform service call work.
