Questions & Answers
1. Are contractors required to use the SCA wage determination for this opportunity? If so, please clarify which job title contractors should use for services required?
a. Yes, SCA applies. However, we do not tell potential contractors what job category to use as we are not the experts. It is up to the contractor to determine what category best meets the requirement.
2. Will the government provide SOFA or Logistical support for this role?
a. No
3. In PWS, under 3.2 Contractor Furnished Items and Services 3.2.2 All equipment, materials, and services supplied by the Contractor shall conform to applicable safety and health standards as established in Title 29 of the Code of Federal Regulations Part 1910, Occupational Safety and Health Standards. Will the government specify the specific equipment, materials that the offeror needs to provide?
a. We provide all equipment and materials; however, anything utilized by the contractor, outside of what the government provides, must meet OSHA standards.
4. I am hoping to find out if there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement. If this is a follow-on requirement, could you please provide the previous contract or task order number?
a. A contract is not currently in place. This requirement was last awarded under contract number HOLL-F-14C0027 to Millennium Health & Fitness, Inc.
5. Are there any other potential associated costs besides equipment, such as instructor insurance?
a. There are no other anticipated costs based on the PWS, but that is up to the contractor to determine.
6. Did the last contract holder work with a local company as a Subcontractor or with NAFTA lead instructors? If NAFTA, is it possible to provide a POC?
a. These were agreements held with instructors using Non Appropriated Funds. No, we cannot provide those individuals information.
7. General Requirements - Section 1.2.2 reads Contractor shall comply with COVID-19 DoD, HAFB, and DFSC directives. Contractor will follow instructions post COVID-19 “Re-Opening” Guidelines for Group Exercise Classes: Section Capacity, Upon Arrival to Session, Wellness Screen Physical Distancing and Sanitation. Can you provide the information for review: COVID-19 "Re-Opening" Guidelines, Wellness Screening, Physical Distancing and Sanitization policy?
a. The reopening process will be gradual as restrictions are relaxed based on local and state policies. HPCON levels determine the guidance for group exercise classes as well as base Public Health guidance. There are 3 Phases outlined below for Fitness and Sports COVID 19 “Re-Opening Guidance Phase 1: Modified Hours of Operation w/ limited access to fitness facilities Pause all instructor-led programs; utilize virtual classes through social media and FSS web pages (See AFSVC’s COVID-19 portal for information on Wellbeats and Mission Fit apps) Follow guidance for the current HPCON
Phase 2: Modified Hours of Operation providing more access to fitness facilities Start instructor led programs and classes, following local social distancing and gathering guidelines. Continue to offer virtual classes Follow guidance for the current HPCON
Phase 3: Normal operating hours with access to all facilities and services:
Return to normal operations Follow guidance for the current HPCON
HPCONS:
ALPHA-Limited Community Transmission
· Fitness managers and staff/supervisors increase vigilance to monitor employee health status
· Supply hand sanitizer containing at least 60% ethanol at each facility entrance, in each exercise room, and at customer counters for staff and customer hand hygiene
· Supply disposable disinfecting wipes for customers’ use on high-touch surfaces such as free weights, cardio, selectorized equipment, restroom doors, and lavatory fixtures
· Implement enhanced sanitation practices by increasing the frequency in which high-touch surfaces within common areas of the establishment are cleaned and sanitized or disinfected
BRAVO-Moderate Increased Community Transmission
· Continue all previous recommended actions and:
· Administer daily employee COVID-19 health screening prior to beginning work
· Supervise/enforce hand hygiene (hand sanitizer application or handwashing) for all personnel entering the facility (customers and staff) o Post signs to remind patrons to sanitize their hands upon arrival and before departing the facility
· Post signs in exercise rooms to remind patrons to sanitize equipment after use
CHARLIE-Substantial Sustained Community Transmission Minimize on premise exercising using one or more of the following options (See Phase I):
o Adjust operating hours to peak periods only, sanitizing facility between open hours; discontinue 24/7 access o Restrict access to Active Duty and mission essential personnel o Close locker rooms and shower areas; only provide access to toilets, urinals, and lavatories o Close pools, saunas, and steam rooms o Discontinue massage and facial services o Provide virtual fitness classes o Promote online programs such as Wellbeats and MissionFit apps
• Maximize modified operations (See Phase I) o Limit the number of patrons inside exercise rooms by reducing/sectioning off equipment; consider imposing time limits for exercise rooms o Eliminate resale operations and equipment checkout, e.g., basketballs, weight belts o Remove high-touch equipment from floor/activity areas, e.g., mats, foam rollers, exercise bands, jump ropes, ab mats, exercise balls, bosu balls, etc.
o Mark off water fountains; allow bottle filling stations
Delta-Severe Widespread Community Transmission Close all fitness facilities and 24/7 Fitness Access to patrons and proceed with the following:
· Follow AFPC and AFSVC closure guidance and testing procedures for FAC
· Deep clean and sanitize facility and equipment
· Monitor staff temperature each day before allowing entrance to the facility
· Require all employees to wear protective mask and gloves
· Maximize virtual fitness classes and programs
8. Specific Tasks 1.5.2 reads The Contractor shall hold classes indoors and outdoors - What is the location for the indoor fitness classes (i.e. Aerobics Room, Spin Room, Basketball Court)?
a. Indoor Fitness classes are currently held in the aerobics room with a max of 10 individuals including the instructor due to COVID-19 guidance
9. Specific Tasks / COVID-19 - Due to health and safety precautions of COVID-19 are virtual classes an option to satisfy the requirements of the PWS? If yes, what are the approved virtual platforms?
a. Virtual is definitely an option, although we have not yet held any virtual. We will be able to offered to patrons if requested
10. Government Furnished Equipment 3.1.2. reads The Government shall provide use of the following equipment: Exercise and strength training equipment available at the DFSC to perform aerobic exercise instruction. Can you provide an itemized list of the exercise and strength equipment that will be provided by the Government (i.e Spin Bikes, Yoga Mats, etc.)?
a. Spin bikes. yoga mats, medicine balls, kettle bells, dumb bells, physio balls, steps, aquatic equipment, jump ropes, bands, ab rollers, etc. If any additional equipment is needed it can be purchased.
11. Contractor Quality Control (QC) Plan 4.1 reads The Contractor is responsible for Quality Control (QC). The Contractor shall develop QC procedures via a Quality Control Plan (QCP). We are inquiring if a QCP is required for an Aerobics Instruction contract at Holloman Air Force Base?
a. The PWS states a QCP is required by the awardee; therefore, a QCP is required.
