Q1. On Paragraph 3.1, page 2, last bullet on the Statement of Work states “Due to safety issues, no control units can be attached to the steering wheel.” Please clarify “no units attached to steering wheel.” Does this mean no servos can be directly attached to steering wheel?
A1. The customer does not want anything attached to the steering wheel that would impede manual driving of the vehicle or no devices that would have to be detached before manual operation. If a servo is designed so that it does not impede manual operation of the vehicle, then it is okay. If a servo is attached to the steering wheel, a single pin detachment point may be installed to allow manual operation of the vehicle. The customer’s intention is that no device shall impede the manual safe operation of the vehicle.
Q2. What is the data pipe between the ROC and Centennial Range? Is it a fiber link or a microwave link? If it is a microwave link, how much bandwidth is available on it?
A2. The data pipe between the ROC and the range long haul tower is microwave link. There is 30 meg of bandwidth available.
Q3. Capable to perform 8 separate operations and able to maneuver within an urban environment
(paragraph 3.1 of the Statement of Work). Please clarify what the expected 8 separate operations are.
A3. The control system shall have the capability to allow for expanded future capabilities. Capable to perform 8 separate operations (this means the control system must have the capability to perform 8 separate control operation, i.e. steering, braking, throttle, turn lights on and off, video operations, etc.)
Q4. Paragraph 3.4 of the Statement of Work references IP Based C2Comm Architecture. Please confirm the intended use of this architecture. Is it to relay video transmissions additional to those already provided for driving the vehicle? Are feeds from the PTZ cameras to be fed back over this same architecture?
A4. The architecture utilizes an existing microwave network. Command is executed via a computer, execution commands are sent over the link to the location of the vehicle. The architecture will interface to comm switch at both ends to allow encryption and decryption of command data to the vehicle and data from the vehicle back to the command computer. Feeds from the PTZ camera will be fed back over this same architecture.
Q5. Would static radio repeaters be acceptable to meet the USG requirement to achieve the 10-mile range?
A5. We do not want additional static radio repeaters placed on the range to achieve the 10-mile range.
There is a clear line of sight from the long haul microwave tower to the vehicle track.
Q6. Are feeds from the PTZ cameras to be fed back over this same microwave network?
A6. The video feeds from the PTZ cameras will utilize the same microwave network
Q7. Would the customer happen to have a diagram of the desired architecture available?
A7. There is no diagram of the architecture available. The microwave tower on range has a direct line of sight to the microwave tower on base at the ROC. All infrastructure for the microwave network is already in place. Contractor will utilize the existing microwave network.

Q8. Do the five (5) vehicles need to be identical or would it be better for the USG to use different vehicles?
A8. The five (5) vehicles need to be of the same model.
Q9. Would the ISG consider GFE vehicles (i.e. Humvee) as a cost reduction option? Contractor could then provide blot on kit to achieve the requirement.
A9. Contractor must provide the vehicles.
Q10. Do the five (5) vehicles need to be new or would it suit the USG to be provided with used vehicles
(from a cost benefit) A10. Vehicles do not need to be new but must be in near new condition. Preferably 2014 or newer. The customer does not want trucks that are on their last leg.
Q11. From a maintenance perspective, does the USG have a preference on make or models of the target vehicles?
A11. No
Q12. Will the vehciles be shot directly or is the intention to tow a target?
A12. The vehicles will tow a target.
Q13. Is it expected that the operator will be able to drive the vehicle manually as well as via the remote/autonomous operation capability?
A13. Yes, daily
Q14. Is the addition of an alternative method of operating the vehicle manually acceptable (e.g. control units fitted to the steering wheel with manual operation via a joystick in the vehicle)?
A14. Yes
Q15. Can control units be installed on the steering column or behind the wheel?
A15. Yes, as long as the vehicle can still be driven manually.
Q16. Is attaching control units to the steering and brake and offering a quick release system for them acceptable?
A16. No, umits will be used daily. They will be driven manually and auto. Constant release and engagement would cause problems over time.
