Statement of Work
Moving Target Centennial Bombing and Gunnery Range
1.0 PURPOSE
The 54 OSS/OSOR range management office has a requirement for a moving target on Centennial Range. The remotely controlled semi-autonomous unmanned target vehicles will be utilized to provide AETC F-16 air crew strafe training on a moving target.
2.0 SCOPE
The Contractor shall provide two (2) remotely controlled semi-autonomous unmanned target vehicles, one self-contained ground control station installed at Centennial Bombing Range (with one back up unit), two command and control L-Band Yagi antenna kits, two pan, tilt and zoom (PTZ) cameras with solar power packages (one at each end of the target track) and one remote IP base command and control architecture ground control operator station installed at the Range Operation Center on Holloman AFB.
3.0 MINIMUM SPECIFICATIONS
3.1 Unmanned Ground Vehicle (Remote Control):
Vehicle Type: Full size passenger 4x4 vehicle with the capability to go off-road and operate on uneven terrain.
Steering: The vehicle must have the following remote capabilities:
Maneuverable at speeds between 0 – 40 MPH Capable of performing U-Turns, K-Turns and backing up.
The throttle shall be remotely controlled to provide a safe, smooth, controlled acceleration and deceleration.
Brake Control: the braking system shall be remote and integrated into the existing system.
Remote Control Operation: The unmanned ground vehicle must be remotely started and controlled from the Holloman AFB Range Operations Center (ROC) in building 296. An operator console must be installed in the ROC providing complete operator controls of the unmanned vehicle, real time video feed and a 24” LCD monitor.
Enhanced Lost Link Shutdown: Safety feature must be included in the event communications is lost with the unmanned ground vehicle. The vehicle will shift into neutral, brakes applies and the engine will shut off in the event communications is lost with the vehicle.
Two Fixed Mounted Cameras (front and rear facing): The cameras shall be designed to give the ROC ground controller the ability to continue to operate the vehicle when a clear line of sight is obstructed. The cameras shall provide a video feedback to the controller to give him/her the capability to operate the unmanned vehicle through the camera. The front facing camera must give the operator a full 180 degrees field of view required to have the ability to see as if sitting in the driver’s seat. The rear facing camera must give a minimum of a full 170 degrees field of view. The operator must have a split screen to observe both camera views simultaneously.
Video Downlink: A real time video downlink capability shall be linked to the camera system. A GPS antenna shall be mounted on the unmanned ground vehicle to provide the controller with accurate location, speed, elevation, date and time.
Low Light Camera: Both day and night quality video for driving and recordable feedback.
Operating Frequency: Must avoid interference with current systems on the range complex. Contractor must provide JF12 numbers to the Holloman frequency manager for the equipment.
Control System: The system shall have capability to allow for expanded future capabilities. Expand to S and C band video transmitter.
Capable to perform 8 separate operations and able to maneuver within an urban environment.
Simultaneous Operations: System must be capable of operating two or more vehicles at the same time with video and radio frequency de-confliction between the vehicles.
Night Driving: Vehicle shall have the capability of being utilized at night with remotely controlled headlights.
Distance of Targets: Vehicle must have the capability of being controlled up to 10 miles from the ground control station which will be located at the Long Haul microwave tower site on Centennial Range.
Weather: The vehicle must be capable of operations in desert, rain and light snow conditions.
Traction: The vehicle must be able to tow up to 5000 lbs.
Due to safety issues no control units can be attached to the steering wheel. All remote systems must be separate from manual operations.
3.2 Semi-Autonomous System:
The unmanned ground vehicle must be capable to self-navigate to preplanned waypoints.
Up to 126 GPS waypoints per mission.
On board emergency shut off switch.
Unlimited missions can be saved.
Emergency shut off switch at the operators console with independent out of band RF link.
3.3 Ground Control Station (Remote Control)
The ground control station (GCS) must have a power input of 120v AC.
The GCS must provide recordable operations directly from the video feed from the unmanned ground vehicle to the ROC operator control console. L band transmit/receive video (S&C band options) and GPS tracking.
The GCS must be capable of transmitting/receiving both data and video over the microwave link from Centennial Range to building 296 on Holloman AFB.
Unmanned ground vehicle must have the capability of being remotely operated/controlled from the Range Operations Center (ROC) at Holloman AFB building 296.
3.4 IP Based C2Comm Architecture
Consisting of a Graphical User Interface housed on a computer and linked within a network that will allow 2-way data communication with vehicle dislocated from the command area. The architecture allows for both C2 and video transmission from the vehicle. The architecture will utilize an existing microwave network. The signal is broadcast via 2.4 GHz antennas placed at each end of the moving target track. At range end the signal will be transmitted from communication switch to interface and broadcast via ad hoc network in vehicle. Vehicle status will be broadcast from vehicle back over the same network to computer in command center.
PTZ 360 degree cameras will be installed at each end of the track (total of two cameras) with video feed and remote operation terminating at the ROC operator console. A separate monitor shall be installed at the operator console to show both camera views simultaneously. Solar powered systems must be installed at the camera antenna sites to power the cameras and transmitters.
3.5 Set-Up and Training
Provide classroom and hands-on training of the unmanned ground vehicle and ground control station at Holloman AFB within 30 days of delivery of the vehicle. Coordinate with the Holloman Range Management Office prior to setting up this training.
4.0 DELIVERABLES
4.1 Provide all materials.
4.2 Transport to Holloman AFB.
4.3 Install remote ground control operator station equipment and the two end of track cameras with solar power equipment on Centennial Bombing Range with remote operation capability in range operations center on Holloman AFB and provide minimum of five days of operator/technical training.
5.0 GENERAL CONSIDERATIONS
5.1 PERIOD OF PERFORMANCE
The period of performance must not exceed 180 days after award of contract.
5.2 GOVERNMENT FURNISHED EQUIPMENT (GFE)
The Government will provide logistical support for unloading vehicles.
5.3 PLACE OF PERFORMANCE
This project is located at Holloman AFB, New Mexico and Centennial Bombing Range which is located approximately 65 miles southeast of the base. Point of contact is the range management office at 700 Delaware Avenue, building 296. The primary POC for this project is Mr. Gary Atwell at 575-572-5074, secondary is Mr. William Westfall at 575-572-5074.
5.4 CONTRACTOR IDENTIFICATION
Contractor personnel must identify themselves as contractors during meetings, telephone conversations, in electronic messages or correspondence related to this contract.
5.5 CONTRACTOR FURNISHED ITEMS AND SERVICES
The contractor shall furnish all personnel, equipment, tools, materials, supervision, and other items and non-personal services, necessary to perform the work defined in this SOW.
6.0 CONTRACT ADMINISTRATION:
6.1 HOURS OF OPERATION
The Government’s regular hours of operation for access to Holloman AFB are between the hours of 7:30 AM to 4:00 PM Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government-directed facility closings.
