STATEMENT OF NEED
27 November 2017
Trailer Demolition, Fort Bliss, TX
Description of Service. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform demolition and removal of a re-locatable (five trailers) facility as defined in this Statement of Need except for those items specified as Government furnished property and functions. The Contractor shall perform to the standards in this contract.
The contractor shall furnish all materials, labor and equipment necessary to demolish and remove the facility located within the JTF-N compound on Old Ironsides Dr., Fort Bliss, TX. The facility has tested positive for mold, negative for asbestos, and negative for lead. Tests are furnished upon request. The Contractor shall avoid damaging sidewalks, streets, curbs, pavements, utilities, structures or any other property either on or adjacent to the site that are not scheduled for demolition. The Contractor shall repair at his/her own expense any damage caused by operations. Unless otherwise directed, demolition includes the removal of all facility above-grade structures. All utility connections will remain in place and allow for future reconnection of utilities to a replacement structure. Demolished materials become the property of the Contractor and shall be loaded, properly transported to and disposed of at an appropriate off-site facility (i.e. demolition landfill, recycling center, etc.) and salvage or recycle as much of the building materials as possible in accordance with Demolition Diversion stated below.
Debris and Cleanup: Upon completion of the workday the contractor shall leave the work area clean and safe. Contractor shall remove all equipment, materials, trash, and other belongings and all project-generated debris and waste shall be removed from site and disposed of at an appropriate location off post, daily.
Site Condition. Joint Task Force North (JTF-N) requires demolition and complete removal of JTF-N owned re-locatable facility located within the JTF-N compound on Old Ironsides Dr., Fort Bliss, TX. This facility is approximately 4,900 square feet with a rolled roof and wood panel siding, installed in 1995. The facility is made up of five portable trailer mounted units on a 1” x 8” welded tubular frame mounted on adjustable steel jacks placed along at load bearing points underneath the facility frame. A wood siding skirt is installed around the perimeter of the foundation area to cosmetically finish and extend the exterior building wall to the ground, covering the steel frame and jacks supporting the building. Windows are single pane, non-insulated aluminum frame sash windows with steel security bars on the exterior. The exterior doors are metal framed hollow core metal doors. The interior finishes consist of carpet flooring, painted gypsum board walls, a 2x4 drop in ceiling system, 3’-0” hollow core wood veneer doors, and is also finished out with cubicle/partition walls.
Safety. The Contractor shall establish and maintain a safety plan of which a draft plan shall be submitted to the KO at the time of proposal. Contractor’s final Safety Plan shall be submitted no later than (NTL) five (5) calendar days after contract award
In order to provide safety control for protection to the life and health of employees and other persons; for prevention of damage to property, materials, supplies, and equipment; and for avoidance of work interruptions in the performance of this contract, the Contractor shall comply with the following Safety Accident Prevention Standards: 29 CFR 1910, Occupational Safety and Health Standards; 29 CFR 1926, Safety and Health regulations for Construction; Army Corps of Engineers Manual 385-1-1, Safety and Health Requirements Manual. The Contractor shall comply with the above and all other applicable DoD, Army, Federal, State and Local safety and health requirements.
Reporting of Fire and Safety Hazards. The Contractor shall train personnel to recognize fire and safety hazards and encourage personnel in the performance of their duties to report fire and safety hazards and unsafe conditions to their supervisor. The Contractor shall take corrective action to remedy reported deficiencies IAW the terms of this contract. The COR shall be notified of deficiencies beyond the terms of this contract.
Environment and OSHA. The Contractor shall comply with all local, State, and Federal environmental and occupational safety laws, rules, and regulations. Any apparent conflict between compliance with such local, State, and Federal environmental and occupational safety laws, rules, regulations, and compliance with the requirements of the contract shall be immediately brought to the attention of the KO or authorized representative for final resolution.
The Contractor shall notify the KO or authorized representative in writing in addition to any verbal notification of such conflict. The Contractor shall be liable for all fines, penalties, and costs which result from violations of, or failure to comply with, all such local State, or Federal laws, rules, and regulations. All unsafe acts or conditions fostered by the Contractor or Contractor personnel may be grounds for the KO or authorized representative to halt any and all Contractor performance with a commensurate deduction of monies due to the Contractor until such unsafe conditions are corrected. The Contractor shall take due caution not to endanger personnel during performance of this contract. Upon discovery of a serious hazard such as, but not limited to, fire, or large fuel spill, the Contractor shall notify the KO or designated representative and COR.
Demolition Diversion - The Contractor will use a permitted off-post landfill. Executive Order 13693, Planning for Federal Sustainability in the Next Decade, requires all federal facilities to divert a minimum of 60% of construction and demolition (C&D) materials and debris from landfills. If the contractor has a valid reason for not being able to meet this diversion goal, the contractor needs to present their reasoning in writing to DPW-Environmental Division. Contract specifications will include submission of a contractor’s C&D Waste Management Plan for approval prior to the start of the site clearance (see below). A monthly C&D Waste Management Report of all materials resold, recycled, reused, or landfilled will be reported by the 10th of each month to the Environmental Division, Solid Waste Compliance Program Manager, Lilia.a.lenhart.civ@mail.mil with a copy to the Contract Officer Representative (COR). Items that can be used to increase diversion rates include salvaged items (may be reused as part of the contract by others), scrap metal, masonry products, gravel, asphalt, concrete, rock, topsoil (earth fill is specifically excluded). See attached list of local recyclers. Suitable materials that meet standards for recycle/reuse may go directly to a recycling facility. All suitable concrete/asphaltic materials may be crushed, recycled, or stockpiled at a designated site on Fort Bliss on a temporary basis. All recycled/reused concrete/asphalt materials must be removed from Fort Bliss by the end of the project schedule. Use of the material processed for engineering fill, aggregate, or re-constituted concrete or asphaltic pavement constitutes recycling. Upon diversion of the recycled/reused materials, the Contractor shall submit proof of recycling/diversion in the monthly C&D Waste Management Reports detailing weight of diverted material and weights of debris landfilled. The COR will review the plan in coordination with the Directorate of Public Works-Environmental Division.
Reporting Mishaps. The Contractor shall adhere to reporting of mishaps IAW AR 385-10, The Army Safety Program and DA Pam 385-40, Army Accident Investigations and Reporting. In addition the Contractor shall report: (1) Injury or occupational illness to on-duty Contractors; (2) Damage to GFM, GFP, or GFE provided to a Contractor; (3) Contractor accidents involving Army property and personnel.
Emergency Services. The Contractor shall have competent personnel trained and capable of dealing with minor personnel injuries. The Contractor or their employees shall immediately notify their supervisor of any accident requiring emergency medical treatment. The Contractor shall, in turn, notify the KO or COR within 30 minutes of the incident.
Emergency medical treatment and services for Contractor personnel is the responsibility of the Contractor.
Personnel Safety. The Contractor shall immediately correct all safety deficiencies upon notification of the deficiencies by the KO, designated representative or COR, and shall notify the KO of the corrective action to be taken.
Motor Vehicle Operators. Contractor’s personnel, whose tasks involve operation of any vehicles, shall possess a valid U.S. state driver’s license, certificates and permits, applicable for the type and class of vehicle being operated.
Authorization to Work. Contractor’s personnel shall either be a United States Citizen or authorized to work in the United States or possess a valid U.S. Immigration T-151 or I-94, Alien Registration Card.
Speaking, Reading, and Understanding English. Contractor shall hire and staff personnel who can communicate with Government representatives and where reading, understanding, and discussing environmental, health, and safety warnings are an integral part of an employee’s duties, Contractor’s employee shall be able to understand, read, write, and speak the English language fluently. English shall be the only language used with regard to this contract for written correspondence, discussions and other business transactions.
Identification of Contractor Employees.
The Contractor (to include subcontractors) shall provide each employee an Identification (ID) Badge, which includes at a minimum, the Company Name, Employee Name and a color photo of the employee. ID Badges for Key Personnel shall also indicate their job title. ID Badges shall be worn at all times during which the employee is performing work under this contract. Each Contractor (to include subcontractors) employees shall wear the ID Badge in a conspicuous place on the front of exterior clothing and above the waist except when safety or health reasons prohibit. The Contractor (to include subcontractors) shall be responsible for collection of ID Badges upon completion of the contract or termination of employee. A listing of issued identification cards shall be furnished to the KO prior to the contract performance date and updated as needed to reflect Contractor and subcontractor personnel changes.
Contractor personnel shall ensure that all documents or reports produced by Contractors are suitably marked as Contractor products or that Contractor participation is appropriately disclosed.
Contractor Vehicles. All Contractor vehicles shall be readily identifiable. Identification shall include displaying Contractor’s name in a clear and unobstructed location on the vehicle.
Motor vehicles entering Fort Bliss Operational Area shall be properly licensed, insured, and registered with the Installation Access Pass Office.

The Contractor (to include Subcontractors and Sub-Grantees) shall abide by all applicable regulations, publications, manuals, and local policies and procedures.
