Sol. # FA4801-13-R-0005-0003

FA4801-13-R-0005 WWTP Contractor Questions and Answers PURE OPS, Inc Q. 1. We are requesting a copy of the current service contract.

A. The current service contract, FA4801-09-C-0001 (P00042 conformed copy, eff: 30 Apr 13) and Attachment 1, Performance Work Statement with Appendices (updated 16 Jan 13 on P00037), is provided in FedBizOpps.

Q. 2. We are requesting a copy of the current NPDES permit. The last known permit (NM0029971) had an expiration date of August 31, 2010. Have provisions been made to renew this permit?

A. The Government (49 CES/CEA (Environmental) Flight has responded to this request for the status of the new NPDE by stating there are issues between the Federal EPA and the New Mexico Environment Department. Therefore, the existing lab parameter requirements in the existing permit are still applicable.

Q. 3. We are requesting a copy of the last three years of maintenance costs. We'd like to establish the current state of repair of the system in order to generate cost forecasts.

A. The Government only tracks the corrective maintenance CLIN X003 which has been approximately $46K annually. CLIN X003 is spent for repairs/upgrades to pumps, equipment and other parts, etc. The contractor absorbs a portion of the cost in the monthly operating/preventive maintenance CLIN X001. Each contractor must establish their monthly operating expense based on the information in the PWS and applicable requirements; and the information stipulated in Paragraph 1.3.1, Corrective Maintenance and Paragraph 1.3.2, Government Approved Repairs, Improvements and Replacements. The Government does not track corrective or preventive maintenance imbedded in the monthly operations and maintenance under CLIN X001 (with the $1,500/80 hr cap) so the Government is unable to provide this information. The corrective maintenance CLIN X003 is reimbursable based on Government approved repairs and is the only maintenance CLIN which is tracked. For the past three fiscal years, $266,714.21 was spent on repairs, of which $18,000.00 was the contractor’s portion. Reference answers to Project Solutions Question #2.

Q. 4. We'd like confirmation that the requirements of the contract don't include electrical services, that is, that the contract at hand doesn't require the provision of electrical services.

A. Corrective and preventive maintenance could possibly require the electrical services for an outside electrician to come out and hook up motors, troubleshoot problems, etc. and is included in the overall repair under CLIN X001 (small jobs under $1,500.00 cap) and/or CLIN X003. The Government is only responsible for the power going to the plant and taking care of facility issues.

Project Solutions, Inc.

Q. 1. Is there a Maintenance Plan or checklist and can we have a copy?

A. Each contractor establishes their own Maintenance Plan and checklists in conjunction with their Quality Control (QC) Plan as this is a performance-based contract and the Government does not dictate how the work will be performed. The incumbent contractor has a QC Plan they use for a Maintenance Plan as well as their checklists. This information is proprietary to the incumbent contractor.

Q. 2. Can we see a list of repairs or replacement of equipment over the last 5 years?
