Solicitation FA4800-16-T-0009

Q&As resulting from the official RFP posted to FBO on 20 May 2016

Question 1: Is possible to move the NAICS Code to 561210 - Facilities Support Services for this contract? The new Code will allow GSA Schedule holders that are a small size standard in the 561210 to submit a proposal. The 238290 dollar size standard will eliminate 50% of the fully qualified larger service oriented GSA Schedule holders in the GSA 03 FAC System. The 561210 will support everyone allowing a competitive bid to be placed by all schedule contractors who want to participate.

ANSWER: Per the solicitation, page 1, block 10, this acquisition is 100% set aside for Small business. The NAICS will remain 238290.

Question 2: We would like to request a walk through to survey the equipment in order to provide proper pricing. Is there a date or time which works best for this walk through?

ANSWER: No, there will not be a physical site visit.

Question 3: We would also request the type of elevators at Langley. Are the units hydraulic or traction? This information was not provided in Technical Exhibit B.

ANSWER: Technical Exhibit B has been updated to reflect which elevators are hydraulic or traction. Please reference the amendment to the Performance Work Statement (PWS) on FBO.

Question 4: Can you clarify the quantity and unit pricing requested? Is this for annual pricing or monthly pricing?

ANSWER: Refer to the CLIN structure in the solicitation. CLINs 0001, 0002, 0004 and 0005 pricing should be based on an annual basis with the quantity multiplied by the unit price for a total annual amount. Please refer to the CLIN structure for guidance regarding CLINs 0003 and 0006.

Question No 5: If contract or solicitation is similar to that released in the past, can you advise the current contract value?

ANSWER: No. Current contracts contain proprietary pricing information of the incumbent, which is protected information and exempted from public disclosure IAW FAR 24.203(b). Note the following regarding contract information available to the public:

Question 5: Can you advise of the incumbent?

ANSWER: Yes, Atlantic Blue Ridge Elevator Company is currently performing services at Fort Eustis and Langley through contracts FA4800-11-P-0138 and FA4800-12-P-0140.

Question 6: Can you advise if there are any outstanding violations, deficiencies or defective equipment (not in order/operation).

ANSWER: There are no outstanding violations, no deficiencies or defective equipment.

Question 7:

Will 72 hour notice be required to survey the equipment prior to the bid date?

ANSWER:

No, there is no 72 hour requirement to survey the equipment prior to bid date.

Question 8:

Is the cost of replacing items or repairs during the joint assessment billable?

ANSWER: Yes. Please refer to the PWS, page 3, para. 1.2.3.

Question 9: Is the cost of Replacement or repairing components limited to normal wear and tear?

ANSWER: No. Reference PWS, page 3, para 1.2 regarding maintenance and inspection services.

Question 10: Are the cost of routine calls to be included straight time, or overtime?

ANSWER: There is no requirement for “overtime” in the PWS. Refer to PWS, page 6, para 1.3 for guidance regarding routine calls.

Question No 11: Is all labor and material billable for routine calls?

ANSWER: Yes, Please refer to the CLIN structure listed in the solicitation as this will be a firm-fixed price contract.

Question 12: Is 30 Minute requirement to site?, gate? Or response by phone?

ANSWER: Refer to PWS, page 7, para 1.3.10 for guidance on response to emergency calls.

Response to an emergency call by telephone.

Question 13: Is it possible to extend bid date in order to properly survey equipment prior to bid?

ANSWER: No, the solicitation will not be extended and will close on June 6 at 1200 noon eastern time.
