Statement of Work
Russ Child Development Center Close-Circuit TV Cameras and Associated Equipment
10 September 2011 Overview
The currently installed analog cameras at the General Russ Child Development Center are in excess of six years old and have deteriorating picture quality and require frequent repair. Because of the deteriorating picture quality it is difficult to nearly impossible to distinguish the identities of individual children and see what was going in the room. In 2010 the old monitors were replaced by new HD flat screen monitors but not the cameras and that helped somewhat. But because of the age and technical capabilities of the currently installed cameras, picture quality is still unacceptable. AFI 34-248, Child Development Center, requires that Close-Circuit TV (CCTV) cameras be installed in each activity room to minimize the potential risk for child abuse and neglect, and, that CCTV monitors are located at the front desk where they can be easily monitored. The AFI further states that when CCTV surveillance is used instead of a second adult, the camera and monitor will be set on that room but surveillance of other rooms must continue. Early in the day and late in the day, at Child Development Center, several classrooms only have one adult staff member present.
SCOPE
The project consists of furnishing all design, labor, supplies, equipment, supervision and materials in the installation of equipment to tie into existing flat screen monitors. Wire and cable and all associated connectors and shall be installed in accordance with manufacturer’s specifications. The shop drawings will include drawings of the building identifying all components, modules, peripheral devices and wiring detail. All equipment shall have the manufacturers name and logotype label. The contractor shall provide all devices and components required to accomplish the installation of a fully functional system.
Cameras will be installed in each of the Center’s 18 classrooms, lobby area, hallways and outdoor play areas. Cameras should be properly positioned in each classroom/area to eliminate most blind spots when that area is viewed on a monitor. Head end viewing/recording/control equipment will be installed in the lobby area in the vicinity of the customer service desk.
The installation and acceptance will be considered complete after the following:
(a) Operating and Instruction Manuals will be provided prior to testing the system.
(b) A complete set of as-built drawings showing installed wiring, color coding and wire tag notations for exact locations of all installed equipment, specific interconnections between all equipment and wiring of the equipment will be delivered to the owner.
LOCATION: The work shall be performed at Russ Child Development Center, 117 Burrell Loop Road, Langley AFB, VA 23665:
Cameras and Associated Equipment The following list of cameras and associated equipment is required to meet the needs of Russ Child Development Center:
Each of the 18 classrooms will each require:
1 x Mobotix MX-Q24M-SEC-D11 3.1 mega pixel, Hemisphere Network Camera. The Mobotix Q24 is an Ultra-compact, maintenance-free outdoor mono color CMOS network camera "Hemispheric" without moving parts for security applications. The camera is equipped with an integrated Speaker & Microphone for security purposes. The camera will record the 360 degrees of the child care room (without Blind Spots), by being strategically mounted in the center of the room. This installation will be Flush mounted with the ceiling tile by using the In-Ceiling Bracket.
The (2) Hallways will each require:
1 x Mobotix MX-Q24M-SEC-D11 3.1 mega pixel, Hemisphere Network Camera. The Mobotix Q24 is an Ultra-compact, maintenance-free outdoor mono color CMOS network camera "Hemispheric" without moving parts for security applications. The camera is equipped with an integrated Speaker & Microphone for security purposes. The camera will record the 360 degrees of the Hallways (without Blind Spots), by being strategically mounted in the center of the hallway. This installation will be Flush mounted with the ceiling tile by using the In-Ceiling Bracket.
The Lobby will require:
1 x Model Number MX-Q24M-SEC-D11 3.1 mega pixel, Hemisphere Network Camera. The Mobotix Q24 is an Ultra-compact, maintenance-free outdoor mono color CMOS network camera "Hemispheric" without moving parts for security applications. The camera is equipped with an integrated Speaker & Microphone for security purposes. The camera will record the 180 degrees of the Lobby (without Blind Spots), by being strategically mounted in the center of the Lobby above the office door. This installation will be Wall mounted with the ceiling tile by using the 10 Degree Bracket.
The (5) Outdoor Playground areas will each require:
1 x Model Number MX-D12Di-SEC 3.1 mega pixel, Maintenance-free dual color CMOS network camera without moving parts for security applications. The Mobotix D14’s will be installed to the various spots facing the playground and columns, with proper adjustment to Provide full coverage (up to 180 degrees) of the playground (without blind spots). The Mobotix D12’s will be pendant mounted to the building and poles using the Pole/Wall Mount brackets.
Head End Viewing/Recording:
1. The Mobotix cameras are on a LAN, terminating at the Power-Over-Ethernet Switches. However the Daycare has the option to expand the connectivity of the security network if it desires to do so.
2. The 26 Mobotix cameras will record the mega pixel video on a Network Attached Storage with Raid Configuration designed to give 2 weeks of Archived Video.
3. The 26 Mobotix mega pixel cameras will be controlled by a PC designed to support the Mobotix Control Center and to display the 26 cameras streaming at the same time to the three existing HD Monitors.
4. Installation will include all miscellaneous components, and full configuration and training within the timelines set by Langley AFB Child Development Center.
