MEMORANDUM FOR INTERESTED PARTIES

SUBJECT: Questions and Answers, Request For Quote FA469018QA010 – Synthetic Turf

Relocation

1. A pre-proposal site visit was held on 19 Jul 2018 at 9:00 for the project to relocate synthetic turf. The following people were in attendance:

2. Attendees met at the contracting office and were bussed to Hanger 32, the site of the current installation. Attendees were informed that any oral answers provided at the site visit were for clarification only and would not change the requirements in the Performance Work Statement.

Any changes that need to be made to the PWS will be done by revising the PWS and issuing an amendment to the solicitation. Attendees were allowed to investigate the current installation and condition of the turf. When everyone was finished, the bus transported attendees to Bldgs. 1801 and 1803, which is the site of the new installation. Attendees were free to investigate the conditions at the site of the new installation. The successful contractor is required to remove and dispose of existing shelves in both locations of the new install. Attendees then bussed back to the Contracting Office. Attendees were asked to submit all questions in writing by 23 Jul 2018 and the meeting adjourned at 11:00 a.m.

3. The following questions were asked and answers are provided:

Q: Will you please indicate what brand we are working with so that we can make sure our certification is applicable?

A: SYNFescue 354 Synthetic Grass with 2” pile height Grass Zone and 1 ¾” +/- pile Height Thatch Zone. Pile weight is 52 oz. /sy Grass zone and 26 oz. /sy Thatch zone.

Q: What is the estimated cost?

A: The estimated cost is not releasable. The Government is requesting quotes from qualified sources. A purchase order will be provided to the offeror with the lowest priced quotation.

Q: Are union bids required?

A.: No.

Q: Is there a designer involve?

A: No. Vendor will reinstall synthetic turf wall to wall in Bldg. 1803 only. Synthetic grass shall be reinstalled with grass grade flowing the same way.

Q: Are the vendors responsible for removing training obstacles, fencing and netting?

A: No. MWD personnel will remove all obstacles, fencing and netting and will relocate to Bldg. 1803.

Q: Are the vendors responsible for removing items stored in Bldgs. 1801 and 1803 prior to removing shelves and reinstalling turf?

A. No. Requirements have changed and the turf will be relocated to and reinstalled in Bldg.

1803 only. MWD personnel will remove all stored items from Bldg. 1803 prior to vendors starting the work.

Q: Will the number of shelving units to be taken down and disposed of change since the reinstallment of the turf will be in Bldg. 1803 only?

A. Yes. Shelving units to be taken down and disposed of off EAFB premises has changed from 44 down to 40 units. Number of bolts to be removed from the 40 units will remain the same at 152.

Q: When would be the timeframe of the project?

A: The timeframe of the project is total completion in September 2018. Contractor will be given 14 calendar days to remove existing turf from Dock 32 and relocate/reinstall in Bldg. 1803.

4. The response date for receipt of quotes remains unchanged at 26 Jul 2018, 4:00 pm local time

(MDT).
