1.0 Requirement Overview:

1.1. This PWS defines the requirements for a contractor to remove installed synthetic grass indoor training area located at Dock 32, Building 7620 located on Ellsworth AFB SD and reinstalled at Building 1803 located on Ellsworth AFB SD. This contract is for the 28th Security Forces Squadron Military Working Dog (MWD).

1.1.1. The contractor shall provide all personnel, equipment, tools, materials, management, training, operations, supervision, other items and logistic support as defined in this PWS. The contractor technical personnel shall be certified to perform all preventative and corrective maintenance of the synthetic grass. Certifications shall be submitted with the vendor’s proposal.

1.1.2. The synthetic grass will be capable of supporting the rigors of MWD training to include running, jumping, sliding, and falling on the surface. The contractor will provide the necessary training for 28 SFS personnel to conduct minor repairs and cleaning the synthetic grass.

1.2. Security Requirements/Certifications. Installation and training certificates must be submitted with the contractor’s proposal. These certificates must show that the submitted personnel are certified and qualified to install and provide maintenance for the synthetic grass. Contractor personnel shall meet the requirements necessary to gain access to the installation and obtain a flight line driver’s license. The contractor will provide the 28 SFS Kennel Master all identification media, including vehicle passes, when the contract expires or from employees who depart for any reason before the contract expires, e.g., terminated for cause, retirement, etc.

1.2.1. Contractor will provide company-owned, privately owned, or rental vehicles for transportation.

Contractor vehicles must be properly insured to be driven on the installation.

1.3. Installation. Contractor shall provide all labor for the removal from Dock 32 located on Ellsworth AFB SD (EAFB), relocation, and install in Building 1803 located on EAFB of the synthetic grass and underneath stabilization fabric. Contractor shall provide all labor for preparing flooring of facilities by removing 40 shelving units with 152 bolts in Building 1803 EAFB. The government is responsible for the cost of the product and South Dakota assessed taxes. Contractor shall provide all tools, minor/major equipment such as man lifts and vehicles, including operators required for the performance of work. Contractor shall dispose of removed shelving units off EAFB premises.

1.3.1. Escorts are required for access to the airfield controlled area. When expecting to do work in these areas, the Contractor shall coordinate with the 28 SFS who shall coordinate for access. To include, but not be limited to, asking for escorts, available access times/windows and advanced notification requesting personnel. If escorts are not available, the Contractor shall notify the appropriate site personnel of the impact to scheduled activities before impact occurs.

1.3.2. All work shall be done in accordance with manufacturer’s specifications and to the satisfaction of 28 SFS MWD Kennel Master.

1.3.3. Contractor shall ensure all drains within Building 1803 located on EAFB can be accessed without the destruction of the installed product. A system shall be created to access these areas.

1.3.4. If the product becomes defective and is covered by warranty, the Contractor shall coordinate with the manufacturer or authorized retailer for obtaining the new part and installation.

2.0 Task Order Objective: The objective of this task order is to provide EAFB Security Forces Squadron K9 training area a state of the art training area. Upon completion of synthetic grass the unit must have the ability to independently train MWD teams 24/7 at their local installation.

3.0 Task Requirements: The Contractor shall provide the functional support required to fulfill this task order. This request is to remove the turf and and underneath stabilization fabric from Dock 32 and reinstall it in Building 1803 on EAFB.

3.1. Develop a MWD training area with synthetic grass.

3.1.1. The existing turf for relocation is SYNFescue 354 Synthetic Grass with 2” pile height Grass Zone and 1 ¾” +/- 15% pile height Thatch Zone. Pile weight is 52oz. /sy Grass zone and 26oz/sy Thatch Zone. Underneath stabilization fabric is Geo Synthetic Stabilization Fabric.

3.2. Prior to developing the requirement schedule, the contractor shall coordinate with 28 SFS to deconflict base events that may impact the construction (i.e. inspections, airshows, exercises).

3.3. Contractor developed Training Area Review –Within 7 days after completion of the training area, a summary of issues or events are to be provided to the 28 SFS MWD Kennel Master for 28 SFS record of completion and inspection.

3.4. Contractor delivered Project Closure Summary - within 30 days of completion the training area, an After Action Report (AAR) inclusive of construction and a summary of events to be provided electronically to the 28 SFS MWD Kennel Master.

4.0 Government Furnished Property and Services:

4.1. The Government will furnish approximately 500 square feet of warehouse space for storage of materials and tools. The Government will provide water, sewage, and electricity at no cost to Contractor. The Contractor shall comply with EAFB Energy Conservation Plan and observe energy conservation initiatives. The Contractor shall provide a 24-hour service call phone number for 28 SFS to contact for emergency purposes. The Contractor will abide by all Federal, state, county and local recycling laws. The Contractor shall not place trash or debris in base roll-out containers.

4.2. Coordination with other Contractors. The Government may undertake or award other contracts for additional work, including but not limited to associated construction, trenching that may be aligned with this contract. The Contractor shall cooperate with the other Contractors and Government employees and adapt scheduling and performance of work under this contract to accommodate associated projects, heeding any direction that may be provided by the Contracting Officer. The Contractor shall not commit or permit any act that will interfere with the performance of work by any other Contractor or by Government employees, and shall notify 28 SFS if any conflict is anticipated.

4.3. Quality Procedures. The contractor shall develop and maintain a quality control program to ensure maintenance services on the project are performed in accordance with commonly accepted commercial practices and services identified in this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-performance and continual repeat of defective service does not occur.

4.4. Quality Assurance. The government shall inspect and evaluate the contractor’s performance to ensure services are received in accordance with requirements set forth in this contract. The 28 SFS shall inspect by watching actual task performance or otherwise inspecting the task or its results to determine whether or not performance meets the standards contained in this PWS at completion of the installation.

4.5. Warranty. The warranty period will begin after complete installation/acceptance of the following: synthetic grass system. The contractor will provide a two year installation warranty.

4.6. Records Management For Official Use Only (FOUO). The contractor shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material. All records, files, documents, regardless of media (e.g., paper, electronic, etc.), as described in the PWS, that are the responsibility of the contractor are the property of the Government and shall remain so upon termination or completion of the contract. The contractor shall keep these items current and maintain and dispose of them in accordance with the requirements established in Air Force Instruction (AFI) 33-322, Records Management Program, paragraph 10, Air Force Manual (AFMAN) 33-363, paragraph 6.4, Air Force Manual (AFMAN) 33-364, paragraph 2.13, and the Air Force Records Disposition Schedule which may be accessed from the AF-RIMS Link located on the Air Force Portal. Records shall be turned over to the Government upon completion of the contract unless otherwise stated. All records are subject to the Freedom of Information and Privacy Act. The Ellsworth AFB Records Management Office (28 CS/SCOK), (605) 385-1564, will provide assistance and training to the contractor to ensure compliance with Federal record keeping requirements.

5.0 General Information:

5.1. Performance during a crisis situation/contingency operations. All services and functions accomplished under this contract shall be performed during a crisis situation as defined by the National Command Authority (NCA). The government shall have the unilateral right to extend performance of this contract as long as the contingency operations exist. Contract payment will be in accordance with the existing contract rate. Contractor will continue to meet requirements per the contract service summary performance objectives in all higher FPCONS, unless otherwise directed by the 28 SFS/CC. Contractor Contingency Plan: the contractor shall develop and submit to the Government, a contingency plan to provide reasonable assurance of continuation during crisis conditions.

5.2. Mobilizing Employees: The contractor shall identify their employees having military mobilization recall commitments and have adequate plans for replacing those employees in the event of mobilization, in accordance with the guidelines in DoD Directives 1200.7 and 1352.1 (references € and (f).

5.3. Traffic Laws. Ensure all Contractor employees comply with base traffic regulations.

5.4. Weapons, Firearms and Ammunition. Not possess weapons, firearms, or ammunition, on themselves or within their Contractor-owned vehicle or privately-owned vehicle while on any installation or any office/working location covered under this contract.

6.0 Administrative Considerations:

6.1. Performance Schedule: The Contractor shall perform and complete this task in September 2018.

6.2. Place of Performance: The contractor shall be located at their place of business to perform and accomplish tasks identified in this task order. Exceptions: Once contractor is selected, the Staff will coordinate with units for dates to deconflict base activities (inspections, holidays, base events, etc.)

6.3. Duty Hours: Normal duty hours are 0800-1700, Monday through Friday. Federal Holidays will be observed.

6.4. Base Shutdown/Inclement Weather: The Contractor will follow guidance of the installation containing their place of performance to determine reporting schedules whether due to a base closure or inclement weather. The website for guidance regarding status of performance locations is each base website.

6.5. Contractor shall attend a kick off meeting specific to the TO requirement with the 28 SFS Kennel Master and the 28th Contracting office within thirty (30) days of contract award.

6.6. Contractor Inventory: In accordance with Section 8108 of Public Law 112-10 of the Department of Defense and Full-Year Continuing Appropriations Action, 2011.

6.6.1 The Contractor shall report ALL labor hours required for performance of services provided under this task order via the secure Contractor Manpower Reporting Application (CMRA) data collection site. The Contractor is required to completely fill in all required data fields at:

http://www.ecmra.mil. Reporting inputs shall be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September.

While inputs may be reported anytime during the FY, all data shall be reported not later than 31 October *of each calendar year. The Contractor may direct questions to the CMRA help desk.

NOTE *: Reporting Period: Contractors are required to input data by 31 Oct of each year.

6.6.2. Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contractor number and the Contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the Contractor name and contract number associated with the data.

6.6.3. User Manual: Data for the AF services requirements must be input at the AF CMRA link.
