Performance Work Statement

UPS Maintenance

1. Description of Services:

Provide technical services to perform preventative and corrective maintenance for the following

UPS modules:

(All batteries except for the Liebert NX have been replaced August/September of 2013)

2. Specific requirements

2.1 Full Service

Full Service coverage: Includes unlimited 24/7 emergency service with the ability to perform all hardware/firmware/software troubleshooting & correction of Powerware and Liebert UPS systems. All emergency service calls will be returned within 30 minutes of request for support. On-site response time

AFFSO Bldg. 4040 is guaranteed w i th in eight hours or less when on- site support is required. Full Service coverage includes 100% parts (excluding batteries), labor, travel, and o n-site time for both remedial and emergency repairs.

2.2 Preventative/ Corrective Maintenance

2.2.1 Preventative Maintenance (PM) includes all services listed in paragraphs 2.3, a n d 2 . 4 below.

PM coverage includes 100% parts, labor, travel, and o n-site time.

2.2.2 Corrective Maintenance includes battery installation, operational check, removal, proper disposal, IEEE 1188 Readings, and recycling the old batteries as well. Corrective Maintenance coverage includes 100% parts (excluding batteries), labor, travel, and o n-site time.

2.3 UPS Semi-Annual Service

2.3.1. Perform IEEE battery preventive maintenance per paragraph 3 below.

2.3.2. Perform a complete visual inspection of all internal sub-assemblies, wiring harnesses, contactors, cables, and major component s.

2.3.3. Check for proper clearance around the unit

2.3.4. Perform temperature checks on all breakers, connections, and associated control s.

2.3.5. Report all high temperature areas

2.3.6. Check air filters for cleanliness; clean or replace filters as required

2.3.7. Check module(s) for the following, as applicable:

Rectifier and inverter snubbed circuit board discoloration Power capacitors for swelling or leakage

Capacitor vent caps extruded more than 1/8"

Fans for proper operation

Lubricate and check bearings for abnormal condition, as applicable, where possible.

2.3.8. Record all meter readings and calibrate as necessary, where possible

2.3.9. Measure and record a phase-to-phase input, output, bypass and battery voltages and currents, where possible.

2.3.10. Review alarm log/ history for any irregular activity where possible

2.3.11. Verify remote status panel operation

2.3.12. Measure and record harmonic trap filter currents, where possible

2.3.13. Review system performance with customer to answer questions and schedule repairs

2.3.14. Implement manufacturer field charge notices

2.4 UPS Annual Service

2.4.1. Perform IEEE battery preventive maintenance per paragraph 3 below.

2.4.2. Check all contacts to ensure secure connections

2.4.3. Verify all connections show no signs of discoloration

2.4.4. Check fuses on the DC capacitor deck for continuity

2.4.5. Clean interior and exterior of unit

2.4.6. With customer approval, perform operational test of the system including unit transfer and battery discharge.

2.4.7. Measure and calibrate, as necessary, where possible, all electronics to system specifications

2.4.8. Measure and record all low-voltage power supply levels

2.4.9. Check the inverter and rectifier snubbers for discoloration or damaged wiring

3. IEEE Battery Preventative/Corrective Maintenance

3.1 All IEEE battery maintenance standards and practices will be followed. IEEE battery maintenance does not include the replacement of batteries. Below is a list of what IEEE battery maintenance includes:

3.1.1. Perform a detailed inspection of the battery installation including connections, racks and environmental conditions. Any items noted that are deemed a critical action, outside the scope of our preventative maintenance procedures, shall be brought to the attention of on-site personnel.

3.1.2. Record float voltage of each cell and battery string

3.1.3. Check and record charger output voltage and current

3.1.4. Check for signs of leakage, including post seals and jar to cover seals

3.1.5. Clean all cells including covers and racks as required, to avoid tracking and discharge paths.

3.1.6. Check and record individual cell temperatures.

3.1.7. Measure and record the AC Ripple Current Voltage flowing in the battery string.

3.1.8. Measure and record the internal resistance, and connection resistance of the cells in the string.

3.1.9. Connection resistance that is deemed excessive shall be identified for corrective action.

3.1.10. Corrective action may be performed at the time of the maintenance procedure if allowance is made for these activities.

3.1.11. Check and record the specific gravity (Vented Lead Acid batteries only)

3.1.12. Check electrolyte levels and fill where required (Vented Lead Acid batteries only)

3.1.13. Take reasonable proactive and corrective measures to remedy any discrepancy discovered during the inspection, maintenance or testing process.

3.2 P r o v i d e a written report including all pertinent data, conclusions and recommendations within

30 days of inspection to the customer and Contracting Officer.
