MEMORANDUM FOR RECORD

SUBJECT: FA4690-13-T-0008, Question and Answers Summary

This memorandum is to provide for question and answers of the solicitation for Postal Service

Center Operations. Answers to questions are shown below:

1. Question: How many FTE are currently supporting this location? What is the contact information of each FTE?

Answer: This is a performance based contract, therefore, it is up to each offeror to decide how many FTE’s will be required based on the Performance Work Statement. Contact information for current employees will not be gathered and published.

2. Question: For each FTE what were the wages of each under the prior/existing contract?

Answer: See Solicitation Provision 52.222-42 Statement of Equivilent Rates for Federal

Hires and the attached Wage Determination 05-2485 (Rev 11).

3. Question: For each FTE what were the benefit costs (hourly) of each under the prior/existing contract?

Answer: See wage determination attached to the solicitation, WD 05-2485 (Rev 11).

Fringe benefits are $3.71 per hour.

4. Question: Will we have a PM at this location?

Answer: There is currently not a contracted Program Manager, but, again, that is to be determined by the offeror in their quote.

5. Question: Are there issues with employee turnover at this location?

Answer: No.

6. Question: Is the contractor required to have Top Secret Clearance?

7. Question: Will the government issue a DD 254 with a stated facility clearance?

8. Question: We are in the process of preparing our response to the referenced solicitation.

May we respectfully request the Government extend the closing date for proposals?

Answer: An extension to the RFQ due date will not be issued at this time.

9. Question: Will the Government consider a teaming arrangement or joint effort? We are a

Section 8(a) contractor considering a teaming agreement with a disabled veteran contractor. See, FAR 9.601.

Answer: Yes, it would be considered.

10. Question: Does the Government anticipate that the level of effort for the upcoming contract will grow substantially?

11. Question: Does the Government anticipate a transition/phase-in period? If so, of what duration?

12. Question: Please provide the contract number for the current contract.

Answer: FA4690-08-D-U005

13. Question: Please provide the total value of the current contract by year.

Answer: $363,629.72 total price for base plus all options

14. Question: Does the Continuity of Services Clause (FAR 52.237-3) apply to the current contract?

Answer: Yes, see the solicitation where it is included.

15. Question: Please note any other required equipment that is not listed as either GFE or as

Contractor Furnished Equipment.

Answer: None.

16. Question: Please specify the items that would be considered (other direct costs) in connection with the performance of this contract – billeting, meals, transportation (e.g., rental vehicle to get employees to work location), etc.

Answer: That must be determined by the offeror in their quote but none is in anticipated

IAW the solicitation and PWS.

17. Question: Please indicate who delivers the mail to the current Contractor’s locations.

Answer: USPS, FEDEX and UPS.

18. Question: Please clarify the nature, scope and frequency of reports required under this contract.

Answer: See Performance Work Statement.

19. Question: What’s the current budget for the mailroom services at this location?

Answer: Internal Government budgetary information will not be released through this forum.

20. Question: Does Contractor need to purchase or lease a delivery mail vehicle/van? Is there already a dedicated vehicle that Contractor could acquire to perform services (e.g., from the prior contractor)?

Answer: A Government vehicle will not be provided, it is up to each offeror to determine if they will need to purchase or lease a delivery vehicle.

21. Question: What do you like about the partnership with current contractor?

Answer: Contractual requirements are met or exceeded.

22. Question: What are some of your dislikes with the current contractor?

Answer: None.

23. Question: What are some suggestions you would like to implement to make this a good transition?

Answer: Meet the requirements of the Performance Work Statement and attend a pre-performance conference that will be held before 1 October 2013.

24. Question: Are the employees of the current contractor subject to a Collective Bargaining

Agreement (“CBA”)? If so, could we please have a copy of that to see what the terms are?

Answer: Not applicable.

25. Question: If a CBA exists, would you require Contractor to become a party to the CBA upon assumption of this contract?

Answer: Not applicable.

26. Question: Would you be willing to consider paying Contractor Net (15) days-biweekly?

Or does this contract only pay monthly?

Answer: The contract will be paid monthly.

27. Question: Can current employees transition to Contractor? What benefit plans exist?

Can these benefit plans be easily assumed by Contractor? Do they include pension/health insurance plans?

Answer: This is internal business between the current contractor, it’s benefits providors and it’s employees. No information will be gathered or provided.

28. Question: Are wage determinations applicable to this contract?

Answer: See the solicitation, WD 05-2485 (Rev 11)

29. Question: Are overtime wages paid to employees for the Saturday operating hours under this contract?

30. Question: What is the current condition of the mail receptacles/cluster boxes referenced in the PWS? Are photographs of the same available? How many are there?

Answer: The mailboxes are in good condition. Photographs are not available. Specific quantities are listed in Appendix B of the Performance Work Statement by facility.

31. Question: With reference to lost keys, does a security key duplication machine exist on site as part of existing equipment?

Answer: PSC has additional keys for the mailboxes, once those are gone they are re-ordered through the locksmith on base at Government expense.
