13 Aug 2021 RFIs for 6 Ton HVAC Requirement
1. Will a heat load calculation for proper equipment sizing be provided or it is a requirement of the contractor

2. Will electrical panel loan calculations be provided or is it a requirement of the contractor?
a. Contractor
3. Will the new HVAC systems require connection to the BAS system? If so, what brand system?
a. BAS at this UEWR (Pave Paws) site is JCI Metasys throughout.
4. Due to the specific requirements of the building, may we reuse the refrigerant piping and penetrating through the exterior wall?
a. It is suggested the existing penetrations be utilized. If new penetrations are made, they will need to be tested by an authorized entity to assure compliance with MIL-STD -188-125.
5. Will temporary cooling be required if 1 system is left operable?
a. Temporary cooling via portable air conditioning units is acceptable
6. If electrical requirements exceed the current circuits, will a contract modification be issued?
a. Existing power should be good, but if not, then yes
7. Spacing between AC2 and AC1 is insufficient. Should relocation to increase spacing between be included in the scope?
a. Maintenance has not been an issue, however, more space is ok.
8. May Liebert or Data Aire brand be substituted in lieu of Trane? To our knowledge, Trane does not produce a Computer Room Air Conditions System.
a. Trane makes CRAC units but it is not their specialty
9. Will stamped plans/ drawings be required? Included in our bid package?
a. Not required
10. Will equipment specs or equivalent be provided?
a. Compu-aire Model CAA-632, S/Ns SY03-004-2027 and 2028 respectively
11. Is load calculation to be included in bid package? If so, do we quote 6-ton capacity and issue change order if load calculation requires a higher load?
a. Yes
12. What is the allowable down time for the project? Both units changed at same time or one at a time? First unit start up to be complete prior to second unit replacement to begin.
a. One unit at a time or provide temporary cooling; no mission impact requirement.
13. Is escort provided or to be included in our bid package?
a. Escorts are to be included in the bid. Comprehensive Security is authorized for this site. Other contract security services if authorized by 9 CONS
14. Any specifications available for the Wave guide (thru wall penetration device)? Existing to be utilized?
a. Use existing penetration.
15. Any specification of how much existing line set to remain in service?
a. No, but most likely the piping from existing wall.
16. Does the equipment need to be BAA compliant.
a. Not sure what this is?
17. Please identify humidification or dehumidification requirements?
a. Not required
18. Please identify humidity range?
a. N/A
19. Please provide temperature range?
a. Design to 68 – 77 F. Greater than 15% RH.
20. Please confirm damaged access flooring will required to be replaced.
a. Yes, replace with like if needed
21. Please confirm contractor will be responsible to provide security escorts.
a. Escorts are to be included in the bid. Comprehensive Security is authorized for this site. Other contract security services if authorized by 9 CONS
22. Please clarify spare parts requirements? ie: filters, how many?
a. Critical spare parts required through warranty period.
23. Please provide single line diagram for all CRAC units & condenser units.
a. Is this for the refrigeration circuit, ducting, or electrical schematics?
24. Please clarify design requirements?
a. Contractor
25. Does the Govt require multiple submissions? IE: 35%, 65%, 95% & For Construction design submittals?
a. This is a service contract. Design submittals are not required. However, Contractors should include all materials, make/model of new unit, and expected time lines necessary in their quotes.
26. Please clarify temp cooling requirements.
a. Temporary cooling via portable air conditioning units is acceptable
27. Please provide heat load calculations.
a. Contractor
28. The existing HVAC units serving the space are highly specialized computer room air conditioning units. Does the government require similar highly specialized computer room air conditioning units?
a. Yes, computer room air conditioning is required
29. If the answer above is yes, will the government accept Leibert / Vertiv brand, or DataAire, or Compu-Aire brand computer room air conditioning units in lieu of Trane brand air conditioning units as we are not aware of Trane manufacturing these highly specialized computer room air conditioning units.
a. No
30. Should all refrigerant piping be replaced with new?
a. It is suggested the existing penetrations be utilized. If new penetrations are made, they will need to be tested by an authorized entity to assure compliance with MIL-STD -188-125.
31. Should both indoor and outdoor units be replaced with new?
a. Yes
32. The SOW specifically states to remove and replace existing 6 ton server room CRAC units with new Trane 6 ton DX direct expansion systems. Is the contractor required to do a load calc, or will size 6 ton units be adequate?
a. Yes, load calculations
33. Will the government provide escorts or will the contractor need to hire a 3rd party?
a. Escorts are to be included in the bid. Comprehensive Security is authorized for this site. Other contract security services if authorized by 9 CONS
34. Will new electrical disconnects and circuit breakers be required?
a. No, use existing electrical
35. Well the contractor be able to bring vehicles into the site and park adjacent to the building we will be working in?
a. Yes
36. Will the contractor be required to sequence the installation, ie will we need to get one system fully operational before demoing the second system.
a. One unit at a time or provide temporary cooling; no mission impact requirement.
37. Can you please confirm that no humidification / dehumidification will be required?
a. N/A
38. Will Bid Bonds or Performance / Payment & Labor & Material Bonds be required?
