MEMORANDUM FOR 9 CONS
FROM: 9 CES/CEOER
SUBJECT: WT- 8868526 Pave Paws B5771 HVAC - Statement of Need (SON)
I. GENERAL SCOPE:
A. The contractor shall furnish all supervision, labor, tools, equipment, materials, operations and incidentals as required to do the following roof work:
1. The Contractor shall remove and replace existing 6 Ton server room CRAC units (AH 1 & AH
2) with new Liebert 6 Ton direct expansion systems in B5771, with units changed one at a time or provide temporary cooling. Refer to Section II for disposal instructions.
1.1. Modify/repair piping system for efficiency, but leave existing penetration. If new penetrations are required, they’ll need to be tested by an authorized entity to ensure compliance with MIL-STD-188-125.
1.2. Replace raised floor tiles as needed.
1.3. Remove and replace ducting as needed.
1.4. Ensure Emergency Control Service (ECS) is hooked up to Control system utilized by Pave
Paws. HVAC system is connected to the UEWR site which is JCI Metasys throughout.
1.5. Contractor will provide heat load calculation and electrical panel load calculations. Use existing electrical systems for power needs.
1.6. The Contractor shall provide a One Year General Contractor Bonded Warranty in addition to a five (5) year product manufacturer’s warranty, including critical spare parts.
B. Authorized Work. Work shall be accomplished in accordance with all contractually incorporated documents. Any work that is accomplished outside of the contractual documents, unless authorized by a contracting officer, is accomplished at the contractors own risk.
C. All work shall be accomplished between 0700- 1700 Mon-Fri.
D. Facility Access. This building is a controlled work area. All access to this facility, including but not limited to workdays and any warranty calls, shall be coordinated in email no later than 72 hours in advance to arriving on site. This coordination shall be made via email with a joint message to the buildings facility manager (or ID’d POC), the 9 CES representative, and the contract administrator/officer. Coordination shall identify at a minimum: name of person(s) to be on site, anticipated hours of work (including lunch schedule), and the need for an escort. Escorts will need to be provided by the contractor, with Comprehensive Security being authorized for this site. If coordination is not verified or submitted in the required time frame, contractor access is at their own risk and they may or may not be admitted to the work area due to the availability of personnel. No electronic devices are allowed in the facility at any time.
E. Pictures of Work Site. This building is a controlled work area. Every attempt shall be made to provide government taken pictures of the controlled workspace within 72 hours of a written request. This timeframe may vary in length pending the number of photos taken and the availability of authorized personnel to sanitize and approve release of the photos. The government cannot guarantee that photos, if any, will be authorized. The contractor is not authorized in any circumstance, unless written authorization is given by the contracting officer, to take their own photos.
F. All contractor vehicles must enter the base via Wheatland Gate is closed and shall be subject to inspection. All contractor personnel must obtain base passes or be listed on the Entry Access List (EAL) throughout duration of work performance.

II. WORK ITEMS:
The contractor shall comply with all applicable Federal, State and local construction standards. Current
Air Force Occupational Safety and Health (AFOSH) standards and COVID-19 regulations also apply.
Contractor shall be in compliance IAW all NFPA, AFI, UFC and ETL standards for fire safety.
All metal and equipment recycling will be disposed of on base to the 9 CES Recycle yard, POC: Tony
Rojas at 530-634-4452 or antonio.rojas@us.af.mil. All other waste material is to be removed off base by the Contractor, POC: Shane Morris at 530-634-0744 or shane.morris.5@us.af.mil. Contractor will practice good housekeeping during the project.
