AMENDED RFI ANSWER TO #3

RE: 200 KW Generator FA4686-18-R-0046 Beale AFB CA 95903-1712

Questions:

1. Is it a 200 KW generator or a 250 KW generator as stated in the J&A.

It is a 200 KW generator

2. I need to find out which it is to be and the following; 208/3/60, 240/3/60, 460/3/60 or exactly what the Voltage is needed.

This unit will be a replacement for the existing generator. The current unit is 200kW, 277/480, 3 PH, 60Hz

3. Do you need a transfer switch?

NO

4. Is it for indoor or outdoor?

Indoor unit

5. Does it need a fuel tank?

No. There is an external tank already at the location.

6. Core Heating?

If this is in reference to a block heater yes, majority of the other units on base have block heaters.

7. In order to order the proper generator we need more info such as voltage, # of phases, enclosure or open, if enclosure then class I, II or III, sub-base tank or not, 24 or 72 hours run time? 277/480, open enclosure, no sub base and don’t worry about run time since there is a tank on site

8. Could please provide further details on the Cummins model and the installation requirements. 200KW Cummins generator installed per manufacturer specs

9. A site plan, any existing drawings and the current generator serial number would be beneficial in replacing the existing unit. See picture for nameplate information

10. Is the generator single phase or 3 phase and what voltage. 3 phase 277

11. What amperage is the breaker on the existing generator. 301

12. Is the new generator required to be mounted on spring isolators and will seismic calculations need to be provided for the anchoring the Gen-Set.

Mount on isolators and no seismic calculations needed

13. Will a new battery charger need to be provided with the new generator and if so what voltage is supplying it.

No

14. Does the existing generator have a block heater and if so what voltage is it running on.

Yes and believe it to be 120V

15. If there is no existing circuit and wiring for a block heater will the contractor be responsible for running a new circuit and if so from where. See number 14 answer

16. Is the contractor responsible for replacing the sheet metal ductwork for the radiator exhaust and are the automatic louvers.

Yes and yes

17. Is a 2 hour load test required during start up.

yes

Additional information gathered at site visit

• What is the measurement of current concrete support? 130.5in X 42in

• Pipework will remain and new unit will connect as indicated in the below photo.

• Fuel has been replaced in tank within the last 6 months. No concerns of high sulfur fuels incompatibility.

• Pully and hook pictured below available for use as Government Furnished Property. (See amended RFQ for conditions of use).

• Contractor will be responsible for removal of current unit, which is still currently functioning. There will be no requirement to account for the disposal of the unit.

• There will be no need to accommodate paying for permits for California Air Compliance.

Civil Engineering Squadron will file appropriate paperwork showing the upgraded unit once a winner is found and the actual unit being purchased is identified.

• While this will be a fiscal year 2018 purchase, delivery is not required by 30 September, so no need to quote for expedited shipping/installation exists. This is a lowest price technically acceptable RFQ, so improved timelines cannot offset cost for award decisions.

• 4 contractors were interested in attending the site visit. 2 were late and could not gain accesses needed, one did not show up though they were fully approved.
