SUBJECT: Statement of Need for Vertical Storage Lift/Carousel
1. Purpose: Allows for storage and accessibility of support equipment that is utilized on the RQ-4 and U-2 airframes. The capacity increase and space reduction is achieved by the general design of a vertical lift which does not lose interior space due to a center column for the extractor of access window.
2. Background: The Aircraft Fuel Systems section currently has a vertical lift and a vertical carousel that are experiencing consistent service issues which cause disruption to maintenance operations. Currently the vertical lift is inoperable and the unit does not have a manual override to provide access to parts/tools. This has caused additional delays and directly impacts the flying mission. Additionally, the service contract has expired and it has become increasingly expensive to maintain due to the frequency of malfunctions.
3. Impact: Replacing the vertical storage units will allow the Aircraft Fuel Systems section to properly store the required materials and equipment in a controlled environment while maintaining AFI 21-101 compliance.
4. Requirements: A single vertical lift storage unit measuring 109.45”wide x 120.98”deep x 19’ 10.19”high consisting of twenty eight (28) Trays measuring 96.46"wide x 34"deep with a 794 lb. capacity per tray. Access to the unit will be a single opening with a manual hinged stainless steel table surface at a standing position. Access lighting will be above the workstation near the access opening that will illuminate the whole access area and table.
The vertical carousel must be a single unit measuring 121.1”wide x 18’ .9”high x 65.8”deep or 78.4”deep including the work counter. The unit must come with twenty (20) carriers measuring 96.5”wide x 24.7”deep with a 772 lb weight capacity per carrier. Ten (10) of the carriers will be completely open with 16.02” clear. Ten (10) carriers will require one (1) additional reinforced shelf, two clear shelf levels of 6.97” per carrier. Twenty (20) carriers will have a slip on raised lip to increase front lip height to 2.17” on the dual level carriers and ten (10) carriers will have slip on raised lips to increase front lip height to 2.95” on the single level carriers. Access lighting shall be placed at the top of the access opening on the outside of the front sliding door to illuminate the each carrier when accessed.
5. Detailed Requirements: The vertical lift and vertical carousel shall be of ergonomic design. They must have a clip system panel concept for fast disassemble and reassemble for maintenance purposes allowing high operator security in the event that stored goods fall inside the units. These units shall include extended warranty options that include parts, labor and transportation. Vertical lifts and vertical carousels shall come equipped with an emergency hand crank for access to parts in case of power failure. The units shall have a 100% reliable safety system with a manual emergency override stop button located within hands reach of the table and/or work counter. The vertical carousel will come equipped with access opening light curtain safety feature that bring the carousel operation to a halt in the event that something breaks the light curtain plain.
5. General Scope: The contractor shall provide all supervision, labor, materials and equipment to remove one (1) existing vertical lift and install one (1) new vertical lift. Also, remove one (1) existing vertical carousel and install one (1) new vertical carousel.
