Section B: Description of the Supplies/Services Required

This Justification and Approval (J&A) is to award a Firm-Fixed Price, brand name purchase order for the procurement and installation of KABA ILCO electronic multi-housing locks, hardware, software, and accessories (front desk units and key cards).

The Contractor shall arrange delivery and provide all labor, materials, and equipment, necessary to perform the work as specified in the Statement of Work.

The 9th Civil Engineering Squadron (9 CES), Beale AFB, CA requires the replacement of currently installed KABA ILCO electronic multi-housing locks, hardware, software, and accessories in the Airman Dormitories buildings: 24110, 24114, 24109, 2401, 25307, 25308, 25309. The installation of these locks is incidental to the supplies; as such, all travel and lodging requirements are to be included as a part of the installation price.

Section C: Justification for Soliciting from a Single Source or Brand Name

The Department of Defense has established "Facilities Criteria" (FC) which provides mandatory functional requirements for specific DOD Components. The Facilities Criteria for the Air Force fall under Unified Facilities Criteria (UFC) 4-720-01 Lodging Facilities.

Beale AFB currently utilizes KABA ILCO locks and Front Desk Units. Pursuant to UFC 4-720-01; to ensure interoperability, "If an electronic locking system is in use at other installation lodging facilities, match existing system." The FC also states: "Assure that the statement of work for the locking system software selected for Installation will interface with the Property Management System. All doors will operate from this same locking system..."

Section D: Efforts to Obtain Competition

Pursuant to the Facilities Criteria, DoD Installations shall ensure procurement of any new electronic multi-housing locking systems are the same as those in current use.

KABA ILCO, as the manufacturer of the stand-alone electronic locking systems, has relationships with multiple distributors that are capable of providing and installing the required items. Because the locks are manufactured by a large business, the Non Manufacturer Rule applies. The requirement will be solicited using a full and open competition brand name request for quotes.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The Contracting Activity will perform market research on future requirements to assess if capable and responsible competitive sources exist to provide the required supplies.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
