Section B: Description of the Supplies/Services Required

Pinsetter upgrade and install in the 9th FSS Bowling Center located on Beale AFB, CA. Items include: (6 pair) 90 to 90 XLi Full Upgrade, 220V; (6 pair) 90 EDGE Upgrade with Durabin; (1) EDGE Upgrade Spare Parts Kit; (1) XLi EDGE Standard Spare Part Kit 220V, 60 Hz; (1) In Center Pinspotter Training, 1 week (40hrs); shipping/handling and installation.

Section C: Justification for Soliciting from a Single Source or Brand Name

HQ Air Force Services Agency (AFSVA) published a memorandum "Air Force Bowling Center Management System" on 12 August 2009 directing all Air Force installations to purchase their operational bowling centers from Qubica/AMF, as a result, market research on behalf on the local contracting squadron was limited. There has not been a memorandum, to date, that rescinds the aforementioned one. The memorandum details an effort put forth by AFSVA to find a bowling equipment manufacturer that has the ability to automatically interface with the AFSVA centralized NAF Financial System. Of five companies that provided responses, all of them have proprietary software, but Quibica International was the only company to allow and provide an interface that was compatible with the AFSVA Financial System. From 1992 through 2008, all existing Air Force bowling facilities were replaced with Qubica products to meet the agency's financial reporting requirement. Qubica/AMF merged in 2007 and, to date, is the sole provider of the proprietary software that interfaces with the AFSVA's Financial System. Qubica/AMF only uses Qubica/AMF equipment with their operating system. It is mandated at all Air Force bowling centers use Qubica/AMF in accordance with FAR Part 6.301-1 "Only one responsible source and no other supplies or services will satisfy agency requirements."

Section D: Efforts to Obtain Competition

There are no additional efforts that can be taken at this point in time. Initial efforts to obtain competition were done by AFSVA in 1991 and they found five vendors, but only one provided an interface that is compatible. That is how and when Qubica/AMF became to be the only authorized and approved manufacturer of bowling systems to be used in Air Force Bowling Facilities. A search to find out if Qubica/ AMF is still the only manufacturer available was conducted via GSA Advantage and FBO. GSA revealed Qubica/AMF has a multiple award schedule contract, GS-07F-0111K, but the operating system is not available on the contract. FBO revealed six Special Notices and solicitations over FY15 for the same products that are only available from Qubica/AMF. Additionally, AFSVA has not rescinded the aforementioned memorandum, nor has a new one that would supersede that memorandum been made available.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Market research at the local level is conducted when the requirement is received and to determine if market conditions have changed since the the single source purchase last took place. Advancements in Information Technology are continuously happening and market research would identify if a new system that is compatible with the AFSVA's Financial System has been made available. Every effort to seek out compatible sources and new information from the AFSVA will be accomplished prior to future requirements for this type of purchase.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
