AIR FORCE RESERVE COMMAND

MARCH AIR RESERVE BASE

RIVERSIDE, CALIFORNIA

STATEMENT OF WORK

PORTABLE HAND-HELD LAND MOBILE RADIOS

17 AUGUST 2018

1. The Contractor shall provide all materials, equipment, labor and supervision necessary to acquire and deliver portable hand-held land mobile radios for the 452 AMW Emergency

Management Office at March Air Reserve Base, California in accordance within this statement of work.

2. The Contractor shall provide the Motorola ASTRO25 APX 8000 (or equal Motorola brand) Land Mobile Radios with associated, antennas and batteries, programming, test and alignment cables, single-unit battery chargers, multi-unit battery chargers and associated accessories that will communicate with the currently installed Air Force

Reserve Command’s (AFRC) proprietary Enterprise Trunked Land Mobile Radio

(ETLMR) system.

3. The Contractor must ensure the radios will provide upgrade capabilities that are no longer available and /or supported due to radios currently exceeded their end of life and do not support the UHF and 700/800 MHz communications which are required by the AF

Emergency Management Agency for conducting mutual aid operations with first responders from the state, county and local agencies.

4. The Contractor must provide portable hand-held Motorola radios that are 100% compatible with the Air Force Reserve Command Enterprise Trunked Land Mobile

Radio (ETMLR) system that is currently in use to support the base populace with their day-to-day Land Mobile Radio communications.

5. The Contractor shall ensure the radios are capable of Advanced Encryption Standard

(AES) digital encryption for transmission of For Official Use Only (FOUO) and Personal

Identifiable Information (PII) as required by AFI 17-210, Radio Management.

6. The Contractor shall be responsible to ensure the radios have the ability to secure data messages from applications internal and external to the portable radios using FIPS 140-2

Level 3 encryption validated by certificates on file with National Institute of Standards and Technology (NIST) and allow for Motorola’s Over-The-Air-Programming (OTAP) feature currently implemented in AFRC’s ETLMR system which enables subscribers capable of being tracked by a dynamically changing Subscriber IP address for the System

Administrator using a Presence Notifier.

7. Also, the portable hand-held radios must be 100% compatible with the ETLMR system and include the following requirements:

• Twenty-Five (25) Motorola ASTRO25 APX 8000 (or equal Motorola brand)

Land Mobile Radios

• Twenty-Five (25) Impress Battery Technology

• Twenty-Five (25) Land Mobile Radio Antennas

• Fourteen (14) Impress Single-Unit Battery Chargers

• Seven (7) Impress Multi-Unit Battery Chargers

• Four (4) Programming, test and alignment cables

• Operate in P25 Trunk Mode

• Equipped with AES Digital Encryption

• Equipped with P25 based subscriber Authentication

• Equipped to support P25 OTAR over a P25 Trunked system

• Equipped to support P25 OTAP

• Operates in VHF (136-174 MHz)

• Operates in UHF Range 1 (380-470 MHz)

• Operates in UHF Range 2 (450-520 MHZ)

• Operates in 700 (764-776, 794-806 MHz)

• Operates in 800 (806-825, 851-970 MHz)

• GPS capable

• Operate in Analog MDC-1200 and Digital APCO P25 Conventional modes

• Provide Audible Channel Announcement – customizable with .wav files

• Capable of Radio Trace/Remote Monitor

• Compatible with existing XTL™ accessories

• Provide support for four remote control heads, microphone and speakers

• Meets applicable Military Specifications 810C, D, E, F and G

• 1-5 watts adjustable power by channel

• Standard feature of IP67 (1m/30min)

• Optional Submersible Delta T rating (equivalent 6ft – 2hrs)

• 2-mic noise cancelling technology (dual microphones)

• Integrated GPS capable

• Channel Capacity of 850 min, 1250 max

• Integrated Bluetooth Hardware Capable

• Top Display: 1 line of text, 1 line of icons

• Factory Mutual/Intrinsically Safe operation

• Optional yellow, green & black housing colors

• Capable of Accelerometer/Man Down feature

• Display models have icon designators that convey radio operation information.

• Capable of Radio Trace/Remote Monitor

• High Visibility radios shall allow for operation with gloved hands by having separated/exaggerated volume and channel controls

• High Visibility radios shall be equipped with 1 watt rated audio speaker

8. The contractor shall be responsible for protecting existing equipment or other components connected to the ETMLR system. This protection must be provided in such a way as to prevent damage to equipment and protect the base populace from potential injury.

9. The Contractor shall conform to all base regulations and directives pertaining to security, safety, fire, traffic, and personnel clearance, insofar as they pertain to the Contractors activities on March ARB, California. The Contractor shall ensure conformance by all employees and subcontractors.

10. The installation start date will depend upon customer requirements, installation team availability and will be coordinated with all parties involved. A standard lead time of 30 calendar days prior to installation start date will be provided for the acquisition and shipment of the materials and equipment. The period of performance will be 120 days after award date and the work schedule will be Monday thru Friday 0730 – 1630 hours.

11. The Contracting Officer will be the only individual authorized to amend or modify the terms of this contract.
