BRAND-NAME JUSTIFICATION AND APPROVAL

MOTOROLA PORTABLE HAND-HELD PORTABLE RADIOS

1. Contracting Activity. Department of the Air Force, 452 Operational Contracting Office, 1940 Graeber

Street, Building 449, March Air Reserve Base, CA 92518-1650.

2. Nature and/or description of action being processed. Justification to restrict consideration to purchase

Motorola brand name hand held radios that is peculiar to only one manufacturer.

3. Description of the supplies/services required to meet the agency’s need. The contractor shall provide all plant, labor, supervision, material, parts, supplies, tools, equipment, transportation, and any other items necessary to provide hand held radios that are 100% compatible with the Air Force Reserve Command (AFRC)

Motorola ASTRO25 Enterprise Trunked Land Mobile Radio (ETLMR) system currently in use to support the base populace with day-to-day Land Mobile Radio communications. The Government intends to award a contract to a responsible Motorola Distributor or an Authorized Motorola Distributor.

4. Identification of the justification rationale. This justification is conducted under the authority of FAR 6.302-

1(c) Only one responsible source and no other supplies or services will satisfy agency requirements; application for brand-name descriptions.

5. Demonstration that the nature of the acquisition requires the use of the authority cited. The Air Force

Reserve Command Motorola ASTRO25 Enterprise Trunked Land Mobile Radio (ETLMR) system at March Air

Reserve Base is manufactured by Motorola Solutions. The Motorola trunk equipment is propriety and does not interface with other manufactures, (i.e. Siemens, General Electric, Harris, EF Johnson). The technical compatibility between radio features and the ETLMR infrastructure are only guaranteed 100 percent effective when the infrastructure and the radio features are of the same manufacturer or brand. The Motorola ASTRO25

ETLMR system was designed to utilize same brand components to ensure 100 percent interoperability and functionality of the ETLMR system. While a different brand of radio may be capable of a simple group voice transmission within AES it would not allow for Motorola’s Over-The-Air-Programming (OTAP) feature currently implemented in AFRC’s ETLMR system. OTAP is enabled by subscribers capable of being tracked by a dynamically changing Subscriber IP address for the System Administrator using a

Presence Notifier. Additionally, the OTAP subsystem utilizes Motorola’s proprietary Customer

Programming Software which would not be compatible with other manufacturer’s subscriber radios and would require additional software and training purchases. Utilizing a different vendor’s OTAP solution would introduce significant risk to the Enterprise Trunked Land Mobile Radio system since there would be additional non-certified hardware necessary to allow another manufacturer’s radios to function on the network. This additional hardware would introduce a cyber security risk to the network since the Security

Update Service was purchased as part of the ETLMR upgrade (updates the systems operating system and antivirus definitions) is not capable of securing non-certified equipment. Non-certified equipment would need to be updated manually and sustained separately causing a significantly increased burden on the government. It will not be cost effective or economically feasible to modify the ETLMR features in order to meet the agency’s needs.

6. Best value determination by the ordering activity. This requirement shall be solicited as competitive brand-name requirement amongst Motorola Distributor or an Authorized Motorola Distributor for best value to the

Government.

7. A description of market research conducted among schedule holders. A market survey was conducted on 11

August 2018 to determine if available small business Motorola Distributors or an Authorized Motorola

Distributors were able to purchase and deliver Motorola Hand-Held Portable Radios.

8. Contracting Officer’s certification. I certify that this justification is accurate and complete to the best of my knowledge and belief.
