STATEMENT OF WORK
MAINTAIN PAINT BLDG. 355

1. INTRODUCTION
1.1. The Contractor shall provide all materials, equipment, labor and supervision necessary to paint and repair the exterior finishes of Bldg. 355 at March Air Reserve Base, California in accordance with the terms and conditions of the contract, contract statement of work, contract specifications, federal, state and local codes, laws and regulations.
1.2. Bldg. 355 is 200 feet long, 152 feet wide, with an exterior area of approximately 18,500 SF. The exterior surfaces include 8044 SF masonry, 2344 SF stucco, 2380 SF windows, 3648 SF steel hangar doors, 336 SF personnel doors. The remaining surfaces include but are not limited to HVAC equipment, flashings, rain gutter systems, trim, metal framing, pipes, and conduits.
1.3 Asbestos and Lead Based Paint: Lead based paint is present. Abatement is required by removal or by encapsulation. Asbestos is expected to be present and abatement will be required.
1.4 Work shall include, but is not limited to the following:
2. SCOPE
2.1. DEMOLITION
2.1.1. Remove and dispose of all rain gutters, downspouts, downspout straps. There are
400 linear feet of 8” wide half round copper rain gutters, 140 linear feet of 5” round sheet metal downspouts, and 10 each 5” round elbows. There are also cast iron downspouts which will be retained for their historic appearance.
2.1.2. Do not remove scupper collector boxes or cast iron sections of downspouts.
2.1.3. Remove and dispose of existing hangar door cap flashing, approximately 1200 square feet.
2.1.4. Remove rondelles. Rondelles shall be re-painted and replaced. Rondelles are round metal placards, approximately 4 feet diameter. They are painted with a white 5 point star on a blue background. A red circle is centered inside the star. The metal is approximately 16 gauge, composition is unknown, possibly aluminum. See attachment A “Rondelles”.
2.1.5. There are 1323 window panes, which measure 14” x 18”. Remove and clean existing paint from window panes. Remove cracked or broken window panes, and any panes which become broken during cleaning, approximately 260 panes.
2.1.6. Identify and clearly mark all existing utilities, systems and components required to stay in service during construction. Protect against damage during demolition and repair operations. Coordinate with building occupants on the maintenance of existing antennas, security cameras and any other attached equipment.
2.1.7. Remove and dispose of all cables, wires, pipes, conduit, junction boxes or hardware which are severed, disconnected, capped or otherwise no longer in use.
2.2. SITE WORK
2.2.1. Operation of heavy equipment is allowed. Contractor will be responsible for any and all damages resulting from the use of heavy equipment. Contractor will repair any damaged areas at no cost to the Government.
2.2.2. Contractor will provide measures to control accumulation and migration of dust and dirt in all work areas.
2.2.3. Contractor will provide lighted barriers to signify construction area and material staging area adjacent to the Bldg.
2.3. STRUCTURAL
2.3.1. Facility 355 is an historical building. All components which are replaced shall have the same appearance as original.
2.3.2. Install hangar door cap flashing.
2.3.3. Repair wall cracks and holes and damaged siding and treat the surface as per the material used.
2.3.4. Install new rain gutters, downspouts, straps and splash blocks. Repair collector boxes and cast iron downspouts fastening hardware.
2.3.5. Install new sealant to required areas of building exterior.
2.3.6. Repair all existing penetrations by resealing with metal flashing, caulking, and mastics.
2.3.7. Install, if applicable, flashing, counter flashing and coping metal.
2.4. FINISHES
2.4.1. The historical areas of the base require special considerations for exterior colors, and all colors used for exterior use on base shall be considered “CUSTOM COLORS”. Meaning that it shall not be presumed that the colors used for exterior use will be “off the shelf” or from the “Manufacturers Standard Color Palette”.
2.4.2. Base Standard exterior colors include Sherwin Williams Standard Antique Linen and Sherwin Williams Standard Tobacco Brown.
2.4.3. Due to the varied color formula’s from manufacturer to manufacturer. These Base
Standard colors shall not be attempted to be matched through the use of digital reproductions. The only Base approved color match for all exterior colors will be accomplished through the following process.
2.4.3.1. Sample of actual paint desired by the base will be given to the Contractor.
2.4.3.2. Submittal back to the base, of the original sample, and the Contractors proposed paint.
2.4.3.3. Base Civil Engineering will then make a determination on color match and approval. Contractor must return original sample with submittal, or color will not be approved.
2.4.4. Replace cracked or broken window panes, ¼” thick reinforced wire.
2.4.5. Prepare for exterior paint, all exterior damaged areas, walls, doors, door frames, window frames, window sills, fascia, wood sidings, and all wall trim molding for exterior paint. Prepare any currently painted HVAC ducting, utilities, currently painted appurtenances, hangar door framing and hangar door floor bumpers.
2.4.6. Clean and prep surfaces for paint. Preparation to include but not limited to scraping, sanding, wall patching, water/air blasting, and removal or protection of any wall attachments. Insure the adhesion of primer to substrate and topcoat to primer is strong so there shall be no blisters.
2.4.7. Paint exterior surfaces with one coat of primer and three coats of paint. Building numbers shall be repaired and repainted to match original color, font and size.
2.4.8. Paint all wall trim moldings, wood sidings, metal sidings, doors, door frames, window frames, currently painted window panes, hangar doors, hangar door frames, hangar door floor bumpers, flashings, rain gutter systems, HVAC ducting and utilities. Paint to include one coat of primer and three coats of paint.
2.4.9. Repaint and replace rondelles.
3. GENERAL WORKSITE
3.1. The Contractor shall take all steps reasonably necessary to ascertain the nature of the work.
3.2. The Contractor shall attend a Pre-construction meeting and weekly meetings at the
452nd Operational Contracting Office located at 1940 Graeber Street Bldg. 449, March ARB. The Contractor shall prepare sign-in sheets and meeting minutes for all meetings. Meeting minutes shall include the names and emails of all individuals in attendance. Contractor shall furnish a copy of all meeting minutes to the Contracting Office within three (3) business days of meeting completion.
3.3. Utility as-built and site drawings shall be provided to the Contractor upon request, if available. All drawings and as-built provided to the Contractor are “For Reference Only” and shall be field verified by the Contractor.
3.4. Contractor will dispose of and remove off base all construction debris and materials.
Contactor shall prepare a recycling report for all construction debris and for all recycled debris removed off March ARB during the course of this project. Report must include name and address of the receiving facility, tonnage and type of material disposed and recycled, if applicable. Recycling Report shall be provided to the Construction Inspector monthly and a total quantities Recycling Report to the Contracting Office at final inspection along with AF Form 3000.
3.5. Contractor personnel must have base approved contractor badges to enter onto March
Air Reserve Base. The Contractor shall conform to all base regulations and directives pertaining to security, safety, fire, traffic, and personnel clearance, insofar as they pertain to the Contractors activities on March ARB, California. The use of a Fall Protection plan shall be used. The Contractor shall ensure conformance by all contractor and subcontractors employees.
3.6. The Contractor shall not order any equipment, materials or begin any phase of demolition or construction until the Contracting Officer issues a Notice to Proceed (NTP).
3.7. The primary Contractor shall have an authorized representative with decision making authority at the site at all times when there are workers on site or when deliveries are to be received. The representative shall be designated as such and approved by the Government Contracting Officer.
3.8. Pre-Final Inspection: The Contractor shall request a pre-final inspection with the
Government Inspector. The pre-final shall be requested with sufficient performance days remaining on contract to allow for punch list item corrections and a final inspection completion within the contract performance period.
3.9. Final Inspection: The Contractor shall request a final inspection, in writing, with the
Contracting Officer upon correction of pre-final punch list items. Final inspection shall be requested within the contract performance period.
3.10. The Contractor shall prepare a pass information sheet identifying all employees, including subcontractor employees, who will be working on March ARB. Upon completion of the contract or expiration of the passes, the Contractor shall ensure that all passes issued to the contractor and subcontractor employees are returned to security. The Contractor shall furnish proof to the Contracting Office that all passes have been returned to security. Failure to comply with this requirement may result in withholding of final payment.
3.11. All work on base requires completion of March ARB Form 103 (Base Civil
Engineering Work Request). The Contractor is responsible to follow the directions on the reverse side of the form for completion of the March ARB Form 103. The Contractor shall complete AF Form 103 prior to commencement of asbestos and lead-based paint survey and prior to demolition or construction activity. Once approved, the AF Form 103 is only valid for fifteen (15) days.
3.12. Contractor shall have an approved March ARB Form 103, a Storm Water
Management Plan, and if necessary, a Storm Water Pollution Prevention Plan (SWPPP) permit from the California Water Quality Board, Santa Ana Region, with copies for the Base POC prior to construction or demolition being performed on site.
3.13. The Contractor shall also obtain permits for work associated with hot work, welding, cutting, and brazing from the March ARB Fire Department prior to performing any such work associated with the permit. The Contractor shall allow seven (7) days processing time for these permits. The Contractor is responsible for obtaining all necessary permits from all applicable federal, state and local agencies and is responsible for all associated fees.
4. DELIVERABLES
4.1 Submittals: The Contractor shall submit to the Contracting Officer all material submittals as identified in the contract Schedule of Material Submittals and as required by applicable specifications. All submittals shall be submitted in the quantities identified on the contract Schedule of Materials Submittals and shall include an AF Form 3000 Material Approval Submittal. Upon approval/disapproval of the submittal a copy of the signed AF Form 3000 will be provided to the Contractor.
4.2 Contract Progress Schedule (AF Form 3064): Within 10 days after Notice to Proceed, the Contractor shall submit a signed AF Form 3064, Contract Progress Schedule, depicting an overall contract progress schedule for the main elements of work for the period of performance for approval by the Contracting Officer. Once approved the contract progress schedule may only be changed by the Contracting Officer.
4.3 Contract Progress Report (AF Form 3065): At least monthly, the Contractor shall submit
AF Form 3065, Contract Progress Report, signed by the Contractor’s on-site representative. The work elements and percentages for each element stated on the AF 3065 shall be identical to the work elements and percentages on the AF 3064.
4.4 Transfer and Acceptance of Real Property (DD Form 1354): The Contractor shall provide an Interim DD Form 1354 to the Contracting Office prior to the pre-final inspection for review by the CE Real Property Management. Once reviewed and accepted, the Contractor will provide the final DD Form 1354 to the Contracting Office upon contract completion.
4.5 The Contractor shall provide the Letter of Superintendence to the Contracting Office.
5 CONTRACT ADMINISTRATION
5.1 The Contracting Officer shall be responsible for managing and addressing all contractual and administrative issues relating to this project. Any change(s) to the contract project must be processed through the Contracting Officer. The Contractor shall not proceed with any change(s) in the project until receiving notification from the Contracting Officer. The Contracting Officer has the sole authority to direct the Contractor to proceed with any change(s).
5.2 The 452 MSG/CE Construction Inspector will provide technical support, project coordination, and design guidance as required for the project. The Contractor is reminded that the Construction Inspector is not authorized to direct any change(s) to the contract. The Construction Inspector will be responsible for informing the Contracting Officer of any change(s) to the schedule due to delay, readjustment of priorities, or extensions requested by the US Government.
6 PERFORMANCE
6.1 The performance period for this contract is 120 calendar days. The Contractor shall begin work as described in the scope of work within 10 days of receiving a Notice-To- Proceed (NTP). All work, including any punch list items, must be completed no later than 120 calendar days after receipt of an NTP.

Pattern
Rondelles are American symbols painted on metal discs and mounted on flight line hangars. There are
2 rondelles per hangar. The discs are approximately
4 feet in diameter, approximately 16 gauge thick, metal composition is unknown, possibly aluminum.
The rondelle on Bldg 373 is an example of the correct pattern and colors. The south facing rondelle on Bldg 355 is completely peeled. The north facing rondelle is faded. A common problem on rondelles basewide is color fading; especially white, which yellows badly.
The rondelles must be restored with colorfast paint able to withstand direct sunlight and adhere well to the metal discs.
