PART 1 - GENERAL SCOPE

This Statement of Work (SOW) defines the requirements for replacement of a Tactical Air

Navigation (TACAN) shelter at March Air Reserve Base, CA (MARB). The Contractor shall provide the engineering, supervision, labor, equipment, materials, facilities, and other requirements necessary for, or incidental to, the performance of work set forth herein. Primary technical services shall be performed by individuals who are licensed members of architectural, planning, science, and engineering professions.

1.1 APPLICABLE DOCUMENTS

Contractor shall comply with MARB Facilities Excellence Plan (FEP) and the following technical references:

Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements

UFC 3-575-01 – Lightning Protection

Air Force Instruction (AFI) 32-1065 – Attachment 4

UFC 3-540-01, Engine-Driven Generator Systems for Backup Power Applications

1.2 SCOPE

The Contractor shall provide a new TACAN facility, foundation, power service from existing transformer, generator, and automatic transfer switch. The Contractor shall demolish the old

TACAN facility, abandoned concrete pads, HVAC, underground electrical, above ground fuel tank, generator, and fuel lines. Demolition shall not begin until installation of new TACAN shelter is complete, and accepted by Government, and the Demolition Notice to Proceed (NTP) is issued by the Contracting Officer (CO). The following tasks will be required:

1.2.1 NEW TACAN SHELTER

1) Elevate new TACAN site to match existing TACAN site elevation.

a) New TACAN site will require fill to elevate the site prior to construction of the new

TACAN foundation.

i) Material for fill will be provided by March ARB. The Contractor will be responsible for transporting the material from its current location to the construction site

(APPENDIX A – PROJECT SITE).

b) Fill material will be placed in maximum 6” lifts with compaction between lifts.

2) Provide new foundation to accommodate TACAN shelter.

a) Provide stamped design drawings for new TACAN foundation and grading plan.

3) Install 3” depth of ¾” of crushed stone surrounding the new TACAN foundation and generator within an area of 5’ from foundation edges.

4) Provide a new Precast Concrete TACAN shelter (Oldcastle Precast 10 x 12 Reinforced

Concrete Shelter or equivalent) following the minimum requirements contained in APPENDIX

B – BUILDING SPEC.

5) Lightning Protection:

a) Provide a dedicated lightening protection system (LPS).

b) Provide two air terminals extending minimum of 10 inches above TACAN roof. Mount air terminals in diagonally opposite corners of the facility roof.

c) Air terminals shall be solid copper with minimum diameter of 3/8”.

d) Air terminals shall be connected to a main conductor of the following material and size:

bare stranded copper 2 AWG, with minimum individual strands of 17AWG.

e) The main conductor shall provide two paths to ground for each air terminal.

f) Provide two down conductors at opposite corners of the facility. Wire shall be bare stranded copper 2 AWG, with minimum individual strands of 17AWG.

g) Provide 4 grounding electrodes, one at each corner of the facility.

(1) Electrodes shall be at least 10 ft. in length and minimum 0.75 inch diameter copper-clad steel.

(2) Electrodes shall be dedicated to the LPS.

(3) Place grounding electrode at least 3 feet from foundation/pad and 1 foot below surface.

h) Install a test well at each grounding electrode. Test wells shall allow access to each grounding electrode for future testing and inspection.

i) Grounding ring: Contractor shall provide a grounding ring that encircles the facility.

The grounding ring shall interconnect all grounding electrodes with a 1/0 AWG

(American Wire Gage) bare copper cable buried at least 1.5 feet below grade level.

6) Backup Generator:

a) 10 kW, 120/208V, 60 Hz, 3 Phase, diesel fueled, standby generator.

b) Integrated base with capacity sufficient to support facility load for a duration of 24 hours.

c) Weather and Sound Enclosure (Level 1 Sound Attenuation).

d) Automatic Transfer Switch (ATS)

i) ATS shall be a 4 pole transfer switch.

e) Concrete equipment pad – minimum 6” above grade.

7) Provide new electrical service from existing transformer to new TACAN.

a) Trench under existing transformer to provide power for new TACAN.

b) All work related to the existing transforming shall be coordinated with City Light and

Power. A contact will be provided after contract award.

c) Provide stamped electrical drawings detailing wire and conduit sizing, generator and ATS connections, disconnects, HVAC, lighting, and receptacles.

1.2.2 DEMOLITION OF EXISTING TACAN

The existing TACAN shelter, its foundation, HVAC unit, above ground fuel tank, 30 kW diesel generator, and several abandoned concrete equipment pads shall be demolished. See attached demolition drawing for details. Once demolition is complete the voids left by the removed foundation and equipment pad shall be filled and compacted to existing grade.

The current TACAN site includes the following:

TACAN facility constructed in the late 1950s.

Exterior wall covering is asbestos concrete shingle.

Interior paint includes lead paint.

8 ton HVAC unit, 4’W x 8’L x 1’D pad, duct, additional small pad 5’W x 5’L x 1’D.

Generator 30 kW contained within old TACAN building.

Generator pad within TACAN building (4’W x 9’L x 1’D) containing #5 rebar – 5” on center each direction.

Above ground fuel lines from diesel to generator.

Exterior above ground concrete fuel tank 250 gallons.

Underground electrical

TACAN Foundation o Slab – 4”D x 26’L x 15’W, 6” x 6” x 6 gauge wire mesh reinforced o Perimeter foundation – 8” x 41”D.

Old concrete tower foundation behind building – 3’D x 6’W x 6’L.

PART 2 - ADMINISTRATIVE REQUIREMENTS

2.1 NOTICE TO PROCEED

This project will include multiple Notices to Proceed (NTP) consisting of a design NTP, construction NTP and demolition NTP.

2.2 MEETINGS REQUIRING ATTENDANCE

The Contractor shall participate in and/or facilitate on-site meetings as required by this Statement of Work. The purpose of these meetings include, but are not limited to, contract discussions, progress reviews, drawing reviews, construction reviews, project status, and the general exchange of information concerning current and future activities. All official meetings will be held at March

ARB in the Operational Contracting Office, Building 449. The Contractor shall prepare a sign-in sheet and meeting minutes for all meetings attended on MARB. Meeting minutes shall include the names and emails of all individuals in attendance. A copy of the meeting minutes shall be provided to the Contracting Officer within 3 calendar days of the meeting.

2.2.1 Kick-off Meeting

A kick-off meeting shall be held within calendar 10 days of contract award. The meeting will be held at the MARB 452 Operational Contracting Office, Building 449. The Contractor is required to attend the Kick-off Meeting. The Contractor shall coordinate a date and time with the

Contracting Officer. The Government may issue a design NTP at the Kick-off Meeting.

2.2.2 Preconstruction Meeting

A preconstruction meeting will be held at the 452 Operational Contracting Office, Building 449.

The preconstruction meeting will be held after Government approval of the 100% Design

Submittal. The Contractor shall coordinate the date and time of the meeting with the Contracting

Officer.

2.2.3 Construction Meetings

The contractor shall schedule and attend a bi-weekly meeting during construction of the project.

Weekly meetings shall be scheduled with Contracting Officer.

2.3 GENERAL SECURITY REQUIREMENTS

Contractor personnel shall have base approved contractor badges to enter onto MARB. The contractor shall conform to all base regulations and directives pertaining to security, safety, fire, traffic, and personnel clearance while conducting business on MARB. The contractor shall ensure conformance of all employees and subcontractors.

2.3.1 Base Access

The contractor shall prepare a pass information sheet identifying all employees, including the

subcontractor employees, who will be working on MARB. The pass information sheet shall be submitted to the Contracting Officer at the preconstruction meeting. Upon completion of the contract or expiration of the passes, the contractor shall ensure all passes issued to employees and subcontractor employees are returned to security. Failure to comply with this requirement may result in withholding of final payment.

2.3.2 Hours of Operation

Typical work hours are Monday thru Friday from 7:30 am to 5:00 pm. Any work performed outside of these days/times shall be coordinated with the COR or Project Engineer and approved by the Contracting Officer.

PART 3 - DESIGN PHASES

All drawings provided to the contractor are “For Reference Only.” The contractor shall field verify existing conditions during the design phase. Design work shall include, but is not limited to the following:

3.1 DESIGN PHASES

The contractor shall prepare 65%, 95% and 100% design submittals in accordance with schedule in section 6.1.1. Each design submittal shall include items defined in 4.1.1. All project submittal items/packages shall be delivered directly to the Contracting Office.

3.1.1 Design Reviews

The Contractor shall schedule design review meetings after receiving the Government’s design review comments following each design submittal. The meetings shall be held at March ARB and coordinated with the Contracting Officer. The review meeting shall be held per the schedule identified in section 6.1.1. The Contractor’s response to government comments shall be delivered to the Contracting Officer prior to each design review meeting.

3.1.2 Design NTP

A NTP will be issued to signify the Government’s acceptance of each design phase and allow the contractor to move to the next design phase. Contractor’s performance period for each submittal will start with the issuance of NTP. The Government’s acceptance of the final design will be made through the issuance of a NTP that will accept the 100% design and allow the contractor to commence the Construction Phase.

PART 4 - DELIVERABLES

4.1 SUBMITTALS

The Contractor shall submit, to the Contracting Officer, material submittals as identified in 4.1.1 and as required by applicable specifications.

4.1.2 AF Form(s) 3000

Each submittal shall contain a completed Air Force Form 3000, Material Approval Submittal. This form may be obtained from the Air Force E-Publishing website at: http://www.e-publishing.af.mil/. The Contracting Officer will not accept any submissions that do not contain a complete AF Form 3000.

4.1.3 AF Form(s) 3064

Contract Progress Schedule (AF Form 3064) Within 10 calendar days after construction NTP the

Contractor shall submit a signed AF Form 3064, Contract Progress Schedule, depicting an overall contract progress schedule for the main elements of work for the period of performance for

(Amendment 0002, 4 September 2018) http://www.e-publishing.af.mil/ http://www.e-publishing.af.mil/ approval by the Contracting Officer. Once approved the contract progress schedule may only be changed by the Contracting Officer.

4.1.4 AF Form(s) 3065

Contract Progress Report (AF Form 3065): Monthly during construction, the contractor shall submit AF Form 3065, Contract Progress Report, signed by the contractor’s on‐site representative.

The work elements and percentages for each element stated on the AF Form 3065 will be identical to the work elements and percentages on the AF Form 3064.

PART 5 - TACAN CONSTRUCTION

The contractor shall construct IAW approved 100% drawings and specifications.

5.1 CONSTRUCTION ADMINISTRATION

5.1.1 Construction Notice To Proceed

Construction shall not begin until the Contracting Officer issues the Construction NTP. The contractor shall schedule and attend a preconstruction meeting at the 452nd Operational

Contracting Office.

5.1.2 Sanitary Facilities

The contractor shall provide temporary sanitary facilities for personnel working at the project site.

5.1.3 Permitting

The contractor shall be responsible for completion and submittal of a March Form 103 (Work

Clearance Request) to the BCE prior to beginning work. Allow a minimum of 14 days for processing of the form.

The contractor shall obtain permits for work associated with hot work, welding, cutting, and brazing from the MARB Fire Department prior to any such work. The contractor shall allow seven

(7) days processing time for these permits.

5.1.4 Power outage coordination

Contractor shall coordinate any power outage with the COR or Project Engineer no later than one week prior to the outage.

5.1.5 Coordination of Craning Operations

Contractor shall notify COR 5 calendar days prior to any craning operations required to set the new TACAN building on its foundation.

5.1.6 Pre-final Inspection

The contractor shall request a pre-final inspection with the COR. The pre-final shall be requested with sufficient performance days remaining on the contract to allow for punch list item correction and final inspection completion within the contract performance period.

5.1.7 Final Inspection

The contractor shall request a final inspection, in writing, with the Contracting Officer upon correction of pre-final punch list items. Final inspection shall be requested within the contract performance period.

5.2 QUALITY CONTROL

The contractor is responsible for quality control of both itself and its subcontractors.

5.3 QUALITY ASSURANCE

The government may periodically evaluate the contractor’s performance through on-site inspections during construction.

5.4 CONTRACTOR SITE REPRESENTATIVE

The contractor shall have an authorized representative with decision making authority at the site at all times when there are workers on site or when deliveries/ shipments are received/ made.

5.5 SALVAGE & TRANSFERABLE ITEMS

All salvageable/transferable items shall become property of the contractor.

5.6 PERSONAL PROTECTIVE EQUIPMENT (PPE)

All personnel in the designated work area will wear appropriate hard hat protection, respiratory protection/equipment as necessary, ear protection, safety-toe shoes, gloves, reflective vests, and proper eye protection.

PART 6 - CONTRACT PERFORMANCE PERIOD

The contract performance period will consist of design, construction and demolition activities.

6.1.2 Construction Performance Period

Construction performance period is 100 calendar days. The contractor shall begin work as described in the scope of work within 10 days of receiving the Construction NTP.

6.1.3 Demolition Performance Period

The demolition performance period to demolish the existing TACAN shelter shall be 30 calendar days. The contractor shall begin work as described in the scope of work within 10 days of receiving the Demolition NTP.

6.1.4 Contract Performance Period

The total contract performance period will include the periods for design, construction, and demolition. Total contract performance period shall be as follows:

PART 7 - CONTRACT COMPLETION/ACCEPTANCE

7.1 AS-BUILT DRAWINGS

The contractor shall submit as-built drawings prior to acceptance of the new TACAN Shelter and

Backup Generator. The AutoCAD files shall include all necessary external references and be error free. Missing files or errors will result in submittal rejection.

7.2 O&M MANUALS

The contractor shall submit O&M Manuals for all systems and equipment installed as part of this contract.

7.3 WARRANTY INFORMATION

The contractor shall submit construction warranty information to warranty construction work performed and installed equipment.

7.4 TRAINING

The contractor shall provide training to Government personnel on all systems and equipment that are installed within or in support of the new facility. Training shall be scheduled with COR or

Project Engineer and shall take place prior to the final inspection.

PART 8 - GOVERNMENT POINTS OF CONTACT

8.1 CONTRACT ADMINISTRATION

The Contracting Officer is responsible for addressing all contractual issues relating to the contract.

All changes to the contract shall be processed through the Contracting Officer. The Contracting

Officer is the only individual with authority to direct a contractor or proceed with contract changes.

8.2 BASE CIVIL ENGINEERING

The 452 MSG/CE Project Engineer and COR will provide technical support, project coordination, and guidance as required for the project. The contractor is reminded that neither the Project

Engineer or COR are authorized to direct any change to the contract.
