FA466418B0001 – TACAN SHELTER

QUESTIONS AND ANSWERS

4 SEPTEMBER 2018

1. QUESTION: Will the base provide water for this project?

ANSWER: March ARB will provide a water source for construction water. Any connection to fire hydrants on base must be coordinated with Wester Municipal Water District (WMWD) Development Services 951-571-7100 and the base Fire Department. WMWD owns and operates the base water distribution system and typically requires that a back flow prevention device be installed and then inspected by one of their representatives prior to use.

2. QUESTION: If so, will the base provide the water to the site?

ANSWER: Water must be obtained from a hydrant and transported to the site. A hydrant map has been included for hydrants located near the TACAN shelter (see Figure 1 below).

3. QUESTION: If not, where will we obtain the necessary water?

ANSWER: See answer to questions 1 and 2.

4. QUESTION: Will a meter be required?

ANSWER: No metering will be required for water use.

5. QUESTION: Will there be a charge for water?

ANSWER: MARB will not charge the Contractor for water.

6. QUESTION: The SOW states to provide two (2) 2-ton redundant HVAC units with an economizer and lead/lag controls. Does the desired lead/lag sequence also require an auto switchover if one of the units fail? If yes, a DDC controller will be required.

ANSWER: Most wall unit manufacturers that supply units to the modular building industry offer integrated lead/lag controllers and thermostats that have the function to switch to the working unit if the lead unit fails. A separate DDC system is not needed.

7. QUESTION: Is a new Intrusion Detection System (IDS) required in the new building?

ANSWER: No.

8. QUESTION: Please provide location of the nearest water source for the Contractor to use during construction.

ANSWER: See answer #2 above.

9. QUESTION: Please confirm that all cost associated with the testing & inspection of the earthwork, concrete, etc., shall be included in the Contractors cost proposal?

ANSWER: Yes, the Contractor’s proposals shall include those costs.

10. QUESTION: What is the finish of the ceiling over the R22 insulation?

Answer: Use the same finish on the ceiling as specified for walls (HDPE laminated ½” drywall).

11. QUESTION: Please provide the intent of the design by the Government to include the installation of drywall and insulation on the interior walls.

ANSWER: The HDPE laminated ½” drywall will provide a durable and scratch resistant finished surface. The insulation values are specified to minimize heat gain through the exterior surfaces therefore reducing space conditioning cost for the facility.

12. QUESTION: Does the inside of the building have to be furred out for the installation of the drywall and insulation?

ANSWER: Each pre-cast building manufacturer uses different materials and methods to install wall finishes. The minimum requirements are that the walls and ceiling meet insulation values and materials specified in the SOW. How your pre-cast manufacturer meets those requirements is up to you and them.
