A. DESCRIPTION OF SERVICES. March Air Reserve Base (ARB) California has a requirement to provide television services to the base population 24 hours a day, 7 days a week, 365/366 days a year.

A1. SCOPE OF WORK. The Contractor shall provide television services to March ARB’s Government-owned 42 channel Head-End system, serving 737 existing TV drops. The Contractor shall promptly respond to service outages.

A2. SAFETY AND SECURITY. The Contractor shall conform to all safety and security requirements and regulations applicable to contractor activity on March ARB.

A3. CHANNEL CAPACITY. The television service shall provide a minimum of 40 channels.

A4. SERVICES AND PROGRAMMING.

A4.l The Contractor shall provide a basic tier of service, which will include all services required by the rules of the Federal Communication Commission (FCC) and any other federal law or regulation. The basic tier of service shall be provided to all subscribers at the rate set forth in the Pricing Schedule.

A4.2 The Contractor shall provide the following broad categories, or equal line of television services:

24-hour News and Weather Sports Programming Children's Programming Public Broadcast Services Major Network and/or Super Stations

A5. INTERRUPTION OF SERVICE. The contractor shall provide a rebate to customer when interruption of service occurs for more than 12 hours in any 24-hour period, unless the outage is determined to be caused by the Government or a representative of the Government.

A6. SERVICE RESTORATION AND RESPONSE: The contractor shall respond on the site of the outage within 24 hours of receiving notification from the Government Representative to determine the scope of the service outage. The contractor shall restore service within 2 business days or provide an explanation why the outage will take longer and an approximate time and/or date when the outage will be corrected.

B. GOVERNMENT-FURNISHED PROPERTY AND SERVICES

Bl. GENERAL INFORMATION. The government shall provide the use of a 42 channel Head- End system located in Bldg. 470 at March ARB, materials, and utilities.

C. GENERAL INFORMATION

C1. GENERAL. The Contractor shall provide all personnel, transportation, equipment, tools, parts, materials, supervision and other items and services necessary to provide television services to March ARB. The Franchise Agreement (provided under a separate document) provides the terms under which the contractor is granted a non-exclusive privilege to engage in the provision of television services in the event the Franchisee is not otherwise authorized to transmit television signals. The privilege granted and regulated in the franchise agreement is solely to allow the Franchisee to engage in the business of providing television services to March ARB.

C2. CONTRACTOR EMPLOYEES. The Contractor shall not employ persons for work on this installation if such employee is identified to the contractor by the contracting officer as a potential threat to the health, safety, security, general well-being or operational mission of March ARB and its population.

C3. SECURITY REQUIREMENTS. The Contractor shall comply with all requirements of Air Force Federal Acquisition Regulation Supplement (AFFARS) clause 5352.242-9000, Contractor Access to Air Force Installations.

C4. TRAFFIC LAWS. The Contractor and Contractor's employees shall comply with all facets of the Air Force traffic regulations in accordance with Air Force Instruction (AFI) 31-218.

C5. PERIOD OF PERFORMANCE. The period of performance will be for one Base year, plus four (4) 12-month Options, for a total of 5 years; and if necessary, an additional 6-month extension of services, after the 5-year performance period.

D. METHOD OF VENDOR INVOICING AND PAYMENT

D1. TV drops that are funded by Government Nonappropriated Fund (NAF) (see Appendix 1) are to be invoiced and paid through the NAF Government Purchase Card procedures.

D2. TV drops that are funded by Government Appropriated Fund (APF) (see Appendix 1) are to be invoiced and paid through the Wide Area Workflow (WAWF) Invoice and Payment Procedures.
