REQUEST FOR INFORMATION (RFI) - 2

SOLICITATION: FA4664-14-R-0005, Television Services at MARCH ARB

Question: The scope of work, paragraph A1 states the headend is a 42-channel system but paragraph A3 requests a minimum of 40 channels.

1. How are channel capacity and minimum required channels different?

Response: One (1) channel on the Head End system is reserved as the Base Information channel, and therefore does not require television service. The remaining 41 channels will require service from the television service provider.

Question: Paragraph B1 states the government will provide use of a 42 channel Head End system located in Bldg 470 of March ARB, materials, and utilities.

2. Does the government warranty the referenced 42 channel Head End system, including all utilities and wiring connected to each television set, simply seeking the lowest price to have TV service activated on the equipment or is the government requesting full warranty and repair of any of their owned-equipment and wiring connecting TV sets that may become defective or damaged during the period of service?

Response: Yes, the Government is simply asking for television service activated to the Government-owned Head End system/equipment.

3. Is the government headend and cabling connecting each TV currently fully operational or are any repairs needed?

Response: The government head end and cabling are fully operational, and no repairs are needed.

Question: Paragraphs A5 seeks rebates for interruption of service, unless caused by the government or a representative of the government.

4. If the Head End or cabling owned by the government became damaged or defective, or the utilities (power) became interrupted, would we be held responsible to rebate for any resulting interruption of service?

Response: No, the television service provider would not be responsible to provide rebates if the service interruption was caused by the government or a representative of the government.
