26 August 2010 SABER questions:

4. The SF1442, item-B, indicates this procurement is restricted to eligible 8(a) concerns located within SBA Santa Ana District. We believe the intent is for eligibility to include firms having a bona fide office as certified by SBA within the geographic boundaries. Please clarify.

Yes, this acquisition is restricted to certified 8(a) companies with a bona fide office within the Santa Ana SBA district boundaries.

5. If the bona fide office cannot be established prior to the bid due date, but the application request is in-process with SBA would that be sufficient for consideration of an award?

No, offerors must be certified by the Santa Ana district office by the proposal due date and time in order to be eligible for consideration for award.

6. Section L (Instruction, Conditions and Notice to Bidders) C.1-Part 1 – Past and Present Performance Information, Section B.1 Each OFFER shall provide a list of no more than (10) of the most recent and relevant contracts. Section B.1-C.1 Subcontractor Consent, will the past and present performance submitted by the subcontractor be part of the no more than (10) past and present performance needed to be provided by the offeror?

Yes, please refer to emphasis on text in the question. If more than 10 is provided from any offeror, only the first 10 on the list will be considered in the past performance evaluation.

Assumptions made by the Government regarding “subcontractor” as asked in this question could also mean, past performance performed as a subcontractor or asking about submitting past performance for consideration from a teaming partner. In any case, the maximum amount is 10 for any offeror.

7. Fbo.gov solicitation response date states that the RFP is due on September 08, 2010 at @ 2:00 pm. Standard Form 1442 (Solicitation, Offer and Award) Block 13 states that sealed offers are due September 07, 2010. Please clarify the exact date and time that RFP is due.

The exact date and time proposals are due is September 8, 2010, 2:00 P.M. Pacific Time. The 1442 will be amended and forthcoming on FBO.gov.

8. Do you anticipate the bid date being extended?

No, the Government does not anticipate extending the proposal due date.

9. Statement of Work ; Section 3 Performance Capabilities: Will the Site Superintendent, Project Manager, Design Draftsman, Cost Estimator and Quality Control personnel be required to be assigned full time to this SABER or can they be assigned to other multiple projects?

The intent of the SABER is to have someone with decision making authority on premises (project manager, job superintendent etc.) while task orders are active on the installation. What that means is this, if a task order time clock is ticking they have to have a representative on premises at all times whether they have personnel on the job site or not.

10. Is a project approach or staffing section a requirement of this proposal?

If not, is it optional?

No reference is made in either the solicitation (Section L) or Statement of Work regarding this question. Offerors will be evaluated in accordance with Section M of the solicitation. Additional provided information not required by the solicitation will not be considered in the award decision process.

11. Does the Government intend to divide the contract amount of $40M to two contractors?

It is anticipated that up to two contracts will be issued with a programmed ceiling amount of $40M. Because IDIQ contract(s) will be awarded, only the contract minimum is guaranteed for each awardee.

12. Does the Government intend to have a contract similar to a MACC where the 2 contractors will compete for task orders?

Please refer to Section H- Ordering procedures for the answer to this question. Only the first two task orders issued under this acquisition will be non-competed to meet the contract minimum guarantee.

13. Does the Government want information in this section [(a) Quality & Satisfaction Rating for Contracts Completed in the past 5 years] to be provided on completed contracts provided in (b) Performance Surveys?

Yes Can contracts be currently in progress?

No, it is very difficult for contracts in progress to be given a quality and satisfaction rating.

14. Section L, paragraph C.1 (page 76 of the RFP) states that the past and present performance information is limited to no more than 5 pages per contract listed. Are the Quality and Satisfaction Ratings (letters, metrics, customer surveys, etc.) included in that 5-page limit?

Yes, for the purposes of the solicitation, pages is defined as being 8.5”x11” printed on both sides using Times New Roman 12 point font.

15. May the Quality and Satisfaction Ratings (letters, metrics, customer surveys, etc.) be submitted for similar type contracts other than those presented in the list of 10 contracts?

Yes
