PERFORMANCE WORK STATEMENT

Performance Work Statement (PWS) For Wheel and Tire Equipment Preventative Maintenance Contract for Dyess AFB, 7 EMS:

1.0. Description of Services. The primary objective of this performance work statement is to provide an outline of the acquisition and installation for the Sting Ray 3032 Aircraft Wheel Washer or equal, in accordance with the manufactures proposal/specifications.

1.0.1 Dyess AFB, 7 EMS, Wheel and Tire Section, 926 Avenue D, Building 5020, Dyess AFB TX 79607

1.1. Contractor shall provide supervision, personnel, maintenance equipment, transportation, tools, and labor necessary to remove, transport, and deliver aforementioned item as prescribed in this PWS. The contractor will provide all required safety equipment.

1.1.1. Contractor shall propose designated number of days required for installation, start-up, and training at your Dyess AFB, TX facility by authorized training personnel.

Installation includes:

3032 Sting Ray Wheel Washer - 66" x 67" x78’’ w/30 HP Pump Includes the following:

1. 30 HP pump system with 256 GPM @ 152 PSI manifold nozzle pressure operation.

2. Oscillating manifold.

3. Stainless steel cabinet and wetted standard components.

4. Heavy gauge 304 stainless steel plate 3/16’’ cabinet thickness.

5. Stainless steel appointed pump with chemically resistant viton seals.

6. 1-Station Aircraft Wheel Fixture: Cleans One Wheel Half (1/2 Wheel Set) per Cycle.

7. Swing Door Retracting, Door-Mounted Turntable: Allows for Maximum Access.

8. Closed-Loop, Zero Discharge Cleaning Process: Environmentally Friendly.

9. Engineered Wheel Wash Power Blast Manifold: 15° High Impact Nozzle.t.

10. Heated Fresh Water Rinse: Large Droplet, Fully Non-Corrosion Material.

11. Automatic Steam Exhaust: No Moving Parts in Exhaust Stream.

1.1.2. Contractor will not use any government equipment or personnel in the performance of their duties unless section 7 EMS supervision determines government provided equipment is required for the completion of requirements depicted in this PWS.

1.2. The contractor will provide, at no expense to the government, the repair or replacement of components and equipment due to abuse, misuse, mishandling, deferred or neglected maintenance by anyone employed by the contractor.

1.3. Contractor Check-in. Prior to the start of maintenance the contractor must check in with element /section supervision/ and or equivalent where maintenance is to be performed. Of note; due to USAF mission requirements certain personnel within supervision may not be readily available. Owning organization to where work is to be establish will designate adequate personnel to facilitate contractors needs and oversite.

1.4. Contractor Actions at Worksite. Contractor technicians will maintain 100% accountability and control of all contractor tools and equipment while on the jobsite. At no time should the government be responsible for lost, damaged, missing tools, equipment, or parts that are property of the contractor on the jobsite. Lost tools and equipment will immediately be brought to the attention of section supervision. Additionally, any debris, trash or replacement parts created by the contractor at the jobsite will be disposed of in accordance with paragraph 1.5.1 of this PWS. Contractor personnel are only to be in their assigned areas and are not allowed in other aircraft maintenance areas without section supervision approval and / or an escort.

1.5. Contractor Checkout (Job Completion). After finishing maintenance the contractor must inform section supervision of job completion. Upon job completion, section supervision will inspect all work performed and ensure work has been accomplished IAW this PWS and meets requirements necessary for the government quality controls.

1.5.1. All work areas will be thoroughly checked upon contractor completion of the job and the contractor will not be released until area is inspected.

1.5.2. At contractor checkout, a detailed receipt of work accomplished will be provided to section supervision and substantiate proper completion of work performed. This receipt (invoice) will also be sent to the 7 EMS Resource Advisor and invoiced through the proper channels. The contractor is still required to invoice through Wide Area Workflow and this receipt will assist the squadron Resource Advisor to quickly validate, accept and make payment within Wide Area Work Flow. Upon completion, Contracting will be notified for a final inspection to take place.

2.0. Invoicing. Only after all work has been completed will this event be invoiced.

3.0. General Information

3.1. Recognized Holidays: The contractor may be required to perform service on holidays including but not limited to:

3.2. Hours of Operation: The contractor is responsible for conducting business with the individual purchased maintenance plans, except when government facility is closed due to local or national emergencies, administrative closing, or similar government directed facility closing. The contractor shall not be reimbursed when the government facility is closed for the above reasons. Hours of operation will be worked out with the contractor and upon notification of set dates and time for work to be initiated not to exclude normal operations of designated shifts to where no personnel will be present for work to be completed.

3.3. Worker's Health and Safety: The contractor shall comply with all applicable Federal, State and local legal requirements regarding workers' health and safety. The contractor is solely responsible for determining the legal and safety requirements that apply to his/her activities. These include but are not limited to all Occupational Safety and Health Administration (OSHA) safety rules and regulations, arc flash training, personal protection training and equipment to protect themselves and others from unsafe work conditions. The contractor shall report any accidents or OSHA violations immediately to the appropriate authorities and within 24 hours to the PCO. All equipment discussed within this contract shall meet all OSHA, EPA and or any other applicable guidelines. All safety equipment must be used for its intended and designed purpose. Any unsafe acts by the contractor will be reported to contractor supervision and 7 CONS and may be grounds for contract cancelation

3.4. Security Requirements: The contractor shall comply with all security controls directed by the Government Site POC (i.e. Facility Manager).and or Program Manager.

3.5. Government Property Damage: The contractor shall record and report, within 24 hours, to the PCCIE Program Manager, PCO and designated government site POC, all available facts relating to each instance of accidental damage to government property or injury to either contractor or government personnel. The contractor shall not perform any work on the damaged equipment/property until released by an authorized government representative. If the government elects to conduct an investigation of the accident, the contractor shall cooperate fully and assist the government personnel until the investigation is completed.

3.5.1. Damage to Property or Equipment: The Contractor, at their own expense, shall repair any damage to Government property or equipment that can be attributed to the Contractor. Said repairs shall be made by a skilled workman, and to the satisfaction or the Contracting Officer or a designated representative.
