STATEMENT OF WORK

For Aircraft Structural Maintenance Corrosion Section Equipment SOW for Dyess AFB, 7 EMS:

1.0. Description of Services. The primary objective of this statement of work is to provide an outline of the acquisition, installation, and training for the Environmental Safety Technologies (EST) Foaming System or equal (EST Part # 25175HWF3X5), in accordance with the manufacturer’s specifications. This system is utilized for aircraft washing purposes/corrosion prevention and shall be installed at 998 Avenue B, Hangar 4225, Dyess AFB, TX 79607.

1.0.1 Dyess AFB, 7 EMS, Corrosion Control Section, Hangar 4225

1.1. The contractor shall provide supervision, personnel, maintenance equipment, transportation, tools, and labor necessary to remove, transport, deliver, and install the aforementioned item as well as provide training on the usage and maintenance of the equipment. The contractor will provide all required safety equipment.

1.1.1. Contractor shall propose the designated number of days required for installation, start-up, and training at Dyess AFB, TX by authorized training personnel.

System/Installation includes:

a. Ten (10) Stainless Steel Hose Reel Stand with electric rewind stainless hose reels

i. Constructed with 304 Stainless Steel
ii. Built in hose guide rollers
iii. All welds passivated

b. Five (5) NEMA (National Electrical Manufacturers Association) 4X Stainless Steel Remote Control Panes

i. Meets NEMA 4x construction standard
ii. Controls for wash gun and foam gun
iii. Wash on/off switch
iv. Hot/cold switch
v. Reel retract switch
vi. System on light

c. Five (5) 125’ Water cannon hose with fire nozzles with adjustable stream

d. Five (5) 125’ Foamer Hose shall have fire nozzles with fixed stream

e. Four (4) Hot Water Wash Systems

i. 25 GPM (Gallons Per Minute) at 175 PSI (Pounds Per Square Inch) hot water NG (Natural Gas) fired burners (Six (6) total burners)

ii. Galvanized stands
iii. Integrated to existing NG supply
iv. Low water protection to prevent pump from running dry
v. Auto start/stop from gun

vi. Four (4) complete systems with VFD (Variable Frequency Drive)controlled vertical pumps

f. Four (4) Foamer Systems

i. Operate three (3) foamers simultaneously
ii. Covers 100 sq ft at a 20 ft throw in 20 seconds or less
iii. 8.9 GPM at 100 PSI output at operator station
iv Independent pumps

v. Four (4) stainless steel water pumps with TEFC (Totally Enclosed Fan Cooled) motors

vi. Four (4) soap injectors
vii Built in solenoids at reels for instant auto shut down when trigger isclosed

g. Wash System Controls and Integration

i. 1000 gallon poly holding tank with stainless steel hold down cables
ii. Pre-installed tank bulk head fittings
iii. Three (3) float switches (low float, high float and emergency auto fillshut down float)
iv. Electrical actuated auto fill valve

h. Heavy Duty Air Compressor

i. minimum of 40 hp
ii. NEMA TEFC motor
iii. Minimum output 120 PSI
iv. Include a minimum 80 gallon tank
v. Include electric air dryer

i. All required Wash System Piping to make system functional

j. All required Foamer System Piping to make system functional

k. All control wiring to make system functional

l. Compressed Air piping to make system functional

m. All stainless unistrut and stainless pipe clamps to make system functional

1.1.2. Contractor will not use any government equipment or personnel in the performance of their duties unless 7 EMS supervision determines government provided equipment is required for the completion of requirements depicted in this SOW.

1.1.3. Contractor Responsibilities include:

a. Removal of any existing equipment and clearing of the jobsite

b. Cutting of holes in the building roof or walls, or repairs to same

c. Any concrete work or repairs as required to provide a level installation surface

d. Modifications to the building or structure, exhaust stack, flashing, rain caps, etc., and installation of same

e. Utility connections and water brought to within 15' of each connection point

f. Any applicable licenses, bonds, permits, or taxes

g. Environmental permits or compliance testing

h. Disposal of all construction refuse

i. Electrical grounding as required by insurance underwriter

1.2. The Contractor will provide, at no expense to the Government, the repair or replacement of components and equipment due to abuse, misuse, mishandling, deferred or neglected maintenance by anyone employed by the Contractor.

1.3. Contractor Check-in. Prior to the start of installation the contractor must check in with Fabrication Flight Chief or Corrosion Section Chief where installation is to be performed. Of note; due to USAF mission requirements and needs of the Government, there may be a delay for supervision availability. The owning organization where the work is to be conducted will ensure personnel are available to facilitate vendor’s needs and oversite.

1.4. Contractor Actions at Worksite. Contractor technicians will maintain 100% accountability and control of all vendor tools and equipment while on the jobsite. At no time should the Government be responsible for lost, damaged, missing tools, equipment, or parts that are property of the vendor on the jobsite. Lost tools and equipment will be immediately brought to the attention of section supervision. Additionally, any debris, trash or replacement parts created by the vendor at the jobsite will be disposed of in accordance with paragraph 1.5.1 of this SOW. Contractor personnel are only to be in their assigned areas and are not allowed in other restricted areas without section supervision approval and/or an escort.

1.5. Contractor Checkout (Job Completion). After finishing installation the vendor must inform the Fabrication Flight Chief or Corrosion Section Chief of job completion. Upon job completion, a representative from the requiring activity and a contracting representative will inspect all work performed and ensure work has been accomplished IAW this SOW and meets requirements necessary for the Government’s quality controls to include a full systems operation/run through.

1.5.1. All work areas will be thoroughly checked upon contractor completion of the job and the work will not be accepted until all work areas are inspected and accepted by a representative from the requiring activity.

1.5.2. At contractor checkout, a detailed receipt of work accomplished will be provided to the Fabrication Flight Chief or Corrosion Section Chief and substantiate proper completion of work performed. This receipt will be sent to the 7 EMS Resource Advisor and invoiced IAW FAR 252.232-7003. The contractor is required to invoice through Wide Area Workflow and this receipt will assist the squadron Resource Advisor to quickly validate, accept and make payment within Wide Area Work Flow. Upon completion, Contracting will be notified for a final inspection to take place.

1.5.3 Standard manufacturer’s parts and labor warranty will be honored with options to extend warranty if deemed necessary. Extended warranty options will be proposed by the contractor and decided upon during proposal finalization.

1.5.4 The contractor shall provide a descriptive and comprehensive inspection checklist and maintenance schedule for above pieces of equipment for this agency to check on a daily, weekly, and monthly basis. The inspection criteria will be based on manufactures recommendations for inspections based on the above frequencies.

2.0. Invoicing. Only after all work has been completed will this event be invoiced.

3.0. General Information

3.1. Recognized Holidays: The Contractor may be required to perform service on holidays including but not limited to:

3.2. Hours of Operation: The Contractor is responsible for conducting business within maintenance plans, except when the government facility is closed due to local or national emergencies, administrative closing, or similar government directed facility closing. The Contractor shall not be reimbursed when the government facility is closed for the above reasons. Hours of operation will be worked out with the Contractor and upon notification of set dates and time for work to be initiated not to exclude normal operations of designated shifts to where no personnel will be present for work to be completed.

3.3. Worker’s Health and Safety: The Contractor shall comply with all applicable Federal, State and local legal requirements regarding workers' health and safety. The Contractor is solely responsible for determining the legal and safety requirements that apply to his/her activities. These include but are not limited to all Occupational Safety and Health Administration (OSHA) safety rules and regulations, arc flash training, personal protection training, and equipment to protect themselves and others from unsafe work conditions. The Contractor shall report any accidents or OSHA violations immediately to the appropriate authorities and within 24 hours to the Contracting Officer (CO). All equipment discussed within this contract shall meet all OSHA, EPA, and or any other applicable guidelines. All safety equipment must be used for its intended and designed purpose. Any unsafe acts by the vendor will be reported to vendor supervision and the CO and may be grounds for contract cancelation

3.4. Security Requirements: The Contractor shall comply with all security controls directed by the Government Site POC (i.e. Facility Manager).

3.5. Government Property Damage: The Contractor shall record and report, within 24 hours, to the Government Site POC and CO, all available facts relating to each instance of accidental damage to government property or injury to either contractor or government personnel. The Contractor shall not perform any work on the damaged equipment/property until released by an authorized government representative. If the Government elects to conduct an investigation of the accident, the Contractor shall cooperate fully and assist the government personnel until the investigation is completed.

3.5.1. Damage to Property or Equipment: The Contractor, at their own expense, shall repair any damage to government property or equipment that can be attributed to the Contractor. Said repairs shall be made by a skilled workman, and to the satisfaction or the CO or a designated representative.
