MEMORANDUM FOR INTERESTED VENDORS

SUBJECT: Questions and Answers Regarding 7 MDG Laundry Service Requirement, Solicitation
FA4661-17-Q-0023
1. The purpose of this memorandum is to address questions received regarding the solicitation for 7
MDG’s laundry and dry cleaning requirement. This requirement was posted on FedBizOps 23 May 2017.
A site visit was held 1 June and all questions were due 7 June. The following questions were received prior to, during, and after the site visit.
a. Is the 5 day a week delivery/ pick-up schedule mandatory? The current contract covering these services is on a Monday, Tuesday, Thursday, Friday delivery/pickup schedule.
Answer: A 5 day schedule covering Monday, Tuesday, Wednesday, Thursday, Friday (excluding holidays, down days and other base closures) has been found to better meet the needs of Dyess in the past as well as provide a more stable schedule for invoicing an accountability. Schedules that differed from the 5 day schedule have led to delivery accountability issues in the past.
b. Will we be expected to drive over to the Vet Clinic each day to see if someone is there for pickup?
Answer: Regarding the veterinary clinic laundry, the current laundry needs of that location are minimal. There is an anticipated increase in the amount of laundry services that will be required by the Veterinary clinic as their capabilities expand. This anticipated increase is already factored into the lbs. per year of the relevant CLINs for that service on the pricing sheet. It has been discussed with personnel at 7 MDG that arrangements for a call ahead of required pick-up can be made by veterinary clinic staff to alert personnel at the site of laundry pickup at 7 MDG to let contractor personnel know of any laundry that needs to be picked up from building the veterinary clinic. This information has been added to the Performance Work Statement (PWS) – see 1.3.2.
c. The Pricing Sheet has separate lines for the dry cleaning of curtains, veterinary laundry, and then one line item for all other items, to include everything from heavy floor mats to lab coats. These items require different cleaning methods but are summed up as one bulk item for charging. How are these items with different servicing costs expected to be invoiced?
Answer: A separate CLIN for the cleaning of mats has been added to the price sheet and the estimated quantity for general laundry services adjusted accordingly. Further information on when mats are to be cleaned has also been added to the PWS – see 1.3.1.3.
d. The description of CLIN 0003 mentions an estimated service to 25,555 lbs. of laundry for the veterinary clinic in the base year of service, but only 300 lbs. in each of the following option years. Is this amount correct?
Answer: No. This amount is not correct and thank you for bringing that to our attention. The amount has been corrected in the attachment labeled Corrected Pricing Sheet. Please use this pricing sheet when submitting quotes for evaluation.
e. The sheet colors differ slightly. Is this an issue?
Answer: No. It is already understood that slight color variations between some items due to fading and age of individual items already exist. They do not need to be matched by color.
f. I see the Linen Facilities Inspection Checklist attachment. When can I expect my facility to be inspected? How strict is the inspection?
Answer: After received quotes are evaluated, a Letter of Intent to Award (LOIA) will be issued to the intended awardee. An inspection of their facilities will be arranged as soon as possible after issuance of the LOIA. The inspection will be conducted by members of 7 MDG Infection Control and the 7th Contracting Squadron, as well as any other Dyess personnel considered essential to the requirement. Members of Infection Control will determine if contractor facilities are acceptable or unacceptable. The Contracting Officer may determine that a second inspection may be held for a facility that falls short of being acceptable for reasons that can be expected to be corrected within a period of time that allows for a follow-up inspection.
If a facility fails inspection and cannot be expected to pass a second inspection before the within what the Contracting Officer determines to be a reasonable amount of time before the start of services, that contractor is no longer in consideration for award and an LOIA will be sent to the next viable candidate. The same inspection process will occur with that candidate.
2. Further directions and details of expected services to be performed were added to the Performance
Work Statement based on results of the site visit. Please see the edited version, now attached to this solicitation as Edited PWS, which has these additions highlighted. After award and inspection, a pre-performance conference will be held with the awardee to ensure base protocol and safety procedures are acknowledged and to be followed.
