PERFORMANCE WORK STATEMENT (PWS)

Project FNWZ 16-0058 Runway Rubber Removal, Airfield Markings Removal and Re-painting of Airfield Markings Performing Rubber Removal at Runway 16/34 and 164/344, Removing Airfield Markings and Re-painting Airfield Markings Part 1 General Information

1. General: This contract is to provide airfield maintenance services to include rubber removal and airfield marking services at Dyess Airforce Base, Abilene, Texas. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform Runway Rubber Removal and Re-painting Airfield Markings as defined in this Performance Work Statement and in accordance with the attached project drawings and specifications. The contractor shall perform to the standards in this contract.

1.2 Background: The airfield at Dyess AFB, Texas, has a primary runway, 16/34, and an assault strip, 164/344. The airfield is used primarily by resident B-1, C-130J, and various transient aircraft. Runway 16/34 is reported as 13,500 feet long and 300 feet wide; however, the runway is marked for a 150-foot-wide operational surface. The first 3,000 feet and last 1,000 feet of Runway 16/34 are full width, grooved Portland cement concrete (PCC). The center section has a grooved PCC keel with asphalt edges. Dyess AFB also has a short field runway, Assault Strip 164/344, used by C-130Js for short field takeoff and landing practice. Assault Strip 164/344 is reported as 3,505 feet long and 60 feet wide and consists of grooved asphalt cement (AC). Rubber removal for runway 16/34 is being accomplished twice a year using high-pressure water systems, typically in June/July and then again in December/January. The last rubber removal was accomplished in September 2015. Rubber removal for runway 164/344 is being accomplished once a year using high-pressure water systems, typically in December/January. The last rubber removal was accomplished in March 2015. The airfield is also compose of taxiway “A” which is the main taxiway parallel to runway 16/34, five ladder taxiways (Taxiway B, C, D, E and F) connecting the main runway with taxiway “A”. Taxiway “J” is the parallel taxiway for runway 164/344. Taxiway “H” connects runway 16/34 with taxiway “J”. There are three distinctive parking areas in the existing PCC apron: B1 parking area, C-130J parking area and Transient aircraft parking area. Airfield markings removals are required due to physical conditions of existing markings or due to non-compliance with current regulations; this requirement is used as needed. Re-painting of airfield markings is required due to physical conditions of existing markings; yearly requirements are set by the airfield manager, within the entire airfield.

1.3 Objectives:

· Eliminate rubber accumulation on both ends of the primary runway and the assault strip.

· Re-paint markings within the rubber removal area obscured by rubber deposits in the main runway and the assault strip

· Re-paint indicated, deteriorating/fading airfield markings.

· Remove indicated, non-standard markings within the B1 parking apron.

1.4 Scope: Perform two rubber removals at the primary runway (16/34) and one rubber removal at the assault strip (164/344). Satisfactorily remove rubber buildup from the pavement surfaces without significant damage to the pavement surface system. Remove all debris, waste, and by-products generated by the rubber removal operations from the airfield and disposed of off government property.

Re-paint indicated runway markings within the rubber removal areas, obscured by rubber deposits.

Perform surface preparation of surfaces indicated to be re-painted: remove dust, dirt, granular surface deposits, rubber deposits, surface laitance, scaling paint.

Re-paint indicated markings, and apply, when required, glass spheres uniformly to the wet paint.

Remove indicated markings completely without damaging the surface.

1.5 Period of Performance: The period of performance shall be 270 calendar days which include 30 days for construction waiver approval and 10 weather days.

1.6 General Information

1.6.1 Quality Assurance: Government will ensure that the contractor follow all the requirements specified in the attached contract specifications and drawings.

1.6.2 Recognized Holidays: Contractor will not be required to perform work on holidays.

1.6.3 Hours of Operation: The contractor shall perform the services required on this contract as follows:

1.6.3.1 Runway rubber removal and runway re-painting markings: weekends only – between the hours of 1800 on Friday until 0600 on the following Monday. Contractor will be allowed to work only those weekends that are scheduled by Contractor and approved by the Contracting Officer.

1.6.3.2 All re-painting and removing markings except at runways: from 7:30 A.M. through 4:30 P.M., Monday through Friday (excluding Saturdays, Sundays and Federal holidays).

1.6.4 Place of Performance: The work to be performed under this contract is located within the entire airfield of Dyess AFB. The work areas include: 1. the main runway and the assault strip which fall under the category of a Control Movement Area (CMA); 2. The B1 parking area which fall under the category of a Restricted Area; (access to these two sites shall be coordinated with the 7 OSS, 7 CONS and 7 CES in order to obtain the proper clearances, escorts, contractor identification, etc.); 3. Transient ramp; 4. Taxiway “H”. Refer to contract specifications for additional requirements for airfield access and driving.

1.6.5 Type of Contract: The government will award a XXXXXXXXXXX.

1.6.6 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.

1.6.7 Contracting Officer Representative (COR): The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract, perform inspections necessary in connection with contract performance, maintain written and oral communications with the Contractor concerning technical aspects of the contract, issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of work site, and coordinate site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the contract.

1.6.8 Key Personnel: The follow personnel are considered key personnel by the government. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 7:30 a.m. to 4:30 p.m., Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons; and during the weekends when weekend only work is being performed.

1.6.9 Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may effect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

PART 2

DEFINITIONS & ACRONYMS

2. Definitions and Acronyms:

2.1. DEFINITIONS:

2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

2.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

2.1.5. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

2.1.6. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

2.1.7. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.

2.1.8. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

2.1.10. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

2.1.11. SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.

2.1.12. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.

2.1.12. WORK WEEK. Monday through Friday, unless specified otherwise.

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

3. GOVERNMENT FURNISHED ITEMS AND SERVICES:

3.1 Facilities: The Government will provide a staging area. Staging area shall be coordinated with the contracting representative.

3.2 Utilities: All reasonable quantities of existing utilities will be made available to the Contractor without charge. Any temporary connections or lines required shall be installed, maintained, and removed at the Contractor's expense. Any damage associated with the use of these utilities shall be repaired and/or replaced in a manner satisfactory to the Contracting Officer at Contractor's expense. See Contractor Request for Use of Dyess AFB Fire Hydrants included in the contract specifications. The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment.

PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

4.1 The Contractor shall furnish all materials, supplies, tools, equipment, facilities and services required to perform work under this contract.

PART 5

SPECIFIC TASKS

5. Specific Tasks:

5.1 Rubber removal at Runway 16/34: Contractor shall perform two rubber removals at the locations indicated in attached contract drawings “C1” and “C2”. The first rubber removal shall be done as soon as possible after contract award. Second rubber removal shall be done 6 months later after first one is complete.

5.2 Rubber removal at Runway 164/344: Contractor shall perform one rubber removals at the locations indicated in attached contract drawing “C3”. Rubber removal shall be done as soon as possible after contract award.

5.3 Re-painting indicated runway markings at runway16/34: Contractor shall re-paint runway markings indicated in the attached contract drawing sheet “C1” and “C2” after each of the rubber removals and in the same weekend period each of the rubber removals are complete.

5.4 Re-painting indicated runway markings at runway164/344: Contractor shall re-paint runway markings indicated in the attached contract drawing sheet “C3” after the rubber removal and in the same weekend period the rubber removals is complete.

5.5 Removal and disposal of generated debris: Contractor shall remove and dispose of off government property all rubber deposits and any other debris generated by the rubber removal operation. Temporary rubber deposits and other debris collection points will be allowed at contractor’s designated staging areas. Debris stockpiles shall be removed and dispose of off government property within the following work week after rubber removal is complete. No stockpile shall be left on site more than a 7 calendar day period.

5.6 Re-paint chevrons at north and south overruns of runway 16/34: Contractor shall re-paint chevrons markings at both north and south overruns of runway 16/34. These markings are stablished by 3 feet wide reflective yellow markings. Follow all the requirements as shown in site plans in contract drawing “C4” and in the contract specifications.

5.7 Re-paint edge lines and center line markings at Taxiway “H”: Contractor shall re-paint edge and center line markings at taxiway “H”. The edge markings are stablished by two 6 inches wide non-reflective yellow markings on a black background 6 inches wide each side of the yellow lines for a total paint width of 1.5 feet. The center line marking is stablished by one 6 inches wide non-reflective yellow on a black background 6 inches wide each side of the yellow line. Follow all the requirements as shown in site plan in contract drawing “C6” and in the contract specifications.

5.8 Re-paint center line markings at Rebound Echo: Contractor shall re-paint center line markings at rebound echo. The center line marking is stablished by one 6 inches wide reflective yellow on a black background 6 inches wide each side of the yellow line. Follow all the requirements as shown in site plan in contract drawing “C5” and in the contract specifications.

5.9 Paint restricted area red line markings, warning signs and ECP markings at Transient Ramp: Contractor shall paint restricted area red line markings at transient ramp. The red line marking is stablished by one 6 inches wide reflective red line. Follow all the requirements as shown in contract drawing “C5” and in the contract specifications. Warning signs and ECP markings shall be painted following all the details shown in contract drawing “C5” and all the requirements in the contract specifications.

5.10 Paint one front gear box markings at Rebound Echo and one at Transient Ramp: Contractor shall paint two front gear boxes, one each at Rebound Echo and at the Transient Ramp. The front gear stop box marking is stablished by 1 foot by 3 feet reflective yellow rectangle. Follow all the requirements as shown in contract drawing “C5” and in the contract specifications.

5.11 Re-paint “Closed” Apron Markings adjacent to Taxiway “H”: Contractor shall re-paint “Closed” apron markings at abandon apron adjacent to taxiway “H”. This marking is stablished by an 8 inches wide 4 feet cross non-reflective yellow marking. Follow all the requirements as shown in contract drawing “C6” and in the contract specifications.

5.12 Remove Vehicle Driving Lane Markings at B1 Parking Apron: Contractor shall remove vehicle driving lane markings at the B1 parking apron. This marking is stablished by a 6 inches wide, continuous white marking and 6 inches wide, 13 feet long skips spaced 13 feet apart. Follow all the requirements as shown in site plan in contract drawing “C7” and in the contract specifications.

5.13 Remove Front Gear Box at Transient Ramp: Contractor shall remove one front gear box at the Transient Ramp. The front gear box marking is stablished by 3 feet reflective yellow square. Follow all the requirements as shown in site plan in contract drawing “C5” and in the contract specifications.
