PERFORMANCE WORK STATEMENT
Non-Personal Services Contract for Education Center Test Administrator
June 2016
1. INTRODUCTION: Non-personal services in support of U.S. Air Force as Test Administrator providing exam support for Air Force Career Development Course End-of –Course Exams, Professional Military Education (PME) exams, and other exams required by AFI 36-2001, 36-2605, AFI 36-3649, and 36-4002. When required, conduct test administration for the College Level Examination Program and/or DANTES Standardization Specialized Tests and for Defense Language Exams and Air Force Classification tests.
1.1 PERIOD OF PERFORMANCE:
Basic Period: July 2016 through July 2017
Option Year 1: July 2017 through July 2018
1.2 LOCATION: Dyess AFB Test Center, Building 7235, Room 1 and Dyess AFB Education Center, Building 7232, Room 317.
1.3 WORK DAY: Each work day shall consist of units. A unit shall consist of scheduled appointments for at least five (5) active duty but no more than fifteen (15) authorized examinees for the services identified in this Performance Work Statement. The contractor will work 10 units per week (40 hours). The ESO and the contractor may mutually agree to specific work elements/schedules that must be performed to assist in the normal day-to-day technology operations. However, in the event of emergency (total system disabled, etc.) the contractor must respond within 4 hours from time of call/request by ESO.
1.4 At least four units per week will be required for testing (each unit = 4 hours), but more may be utilized for test sessions as needed, and schedule may be modified by mutual agreement with the ESO according to changing program needs. Ideally, at least two morning sessions 0800- 1200 and two afternoon sessions 1230-1630 will be scheduled for testing each week, depending on student demand. In addition to the testing requirement, there will be administrative and customer support required in the schedule.
1.5 The contractor will be available on an on-call basis if needed.
1.6 The contractor is responsible for checking the test log daily, and for creating and maintaining the Test Log in the Air Force Automated Education Management System (AFAEMS) system.
If a scheduled test session must be canceled due to emergency, a 24-hour notification prior to the start of the session must be provided by the Test Administrator to allow time to contact and reschedule those registered.
1.7 Active Duty and Reserve military personnel are the primary authorized examinees.
Additional examinees that may be authorized to test on a standby basis (upon Chief, Education Services Officer (ESO) permission) include dependents of active duty U.S.
military personnel; DOD, NAF and DODDS civilians; US military retirees; plus adult dependents of same.
1.8 Units will not be worked on federal holidays or when the office is closed or outside the normal work hours of 0730-1630 M-F without specific prior arrangement/agreement with the
ESO.
1.9 Contractor will arrive at least 30 minutes prior to start of test session to insure sessions begin promptly and will provide constant visual supervision throughout the entire session. Changes to the test schedule must be approved by the TCO/ATCO and must be advertised at least 2 weeks in advance. Tests are not scheduled on federal holidays or in general when neither the TCO nor the ATCO is available to be present during testing.
2. SCOPE OF WORK:
2.1 PRIMARY TASKS: The Test Administrator is responsible for administering the following categories of tests to eligible military and civilian personnel and their dependents as authorized by the Defense Activity for Non-Traditional Education Support (DANTES), the Air Force Institute for Advanced Distributed Learning (AFIADL), Air Force Global Strike Command (AFGSC) and local regulations (NOTE: additional tests may be added as needed):
2.1.1 All AFIADL Career Development Course (CDC) End-of-Course (EOC) exams, as well as Professional Military Education (PME) exams including but not limited to those for Courses 5, 8, 14, and 15, as well as Air War College (AWC), Air Command and Staff College (ACSC), and Squadron Officer School (SOS). The contractor may also be responsible for administering Defense Language Proficiency Tests (DLPTs), Defense Language Aptitude Battery (DLAB), and Air Force Classification Tests (AFCTs).
2.1.2 All DANTES-approved examinations to include but not limited to college entrance exams.
2.1.3 American College Test (ACT), Scholastic Aptitude Test (SAT); tests for college credit such as College Level Examination Program (CLEP), DANTES Standardized Subject Tests (DSST), Graduate Review Examinations (GRE); professional certification exams;
interest/career assessments.
2.1.4 Any tests specifically required by an education institution for admission or for course enrollment, including placement tests.
2.1.5 Any test required by the Air Force that is not normally administered through the local military test control officer.
2.1.6 Provide Career Development Course (CDC) statistical data report to AFGSC/A1KE by the fifth calendar day of the month following the report period.
2.1.7 Request and process monthly e-exam updates to keep the test bank current; maintain routine computer operability and network viability in the testing center
2.1.8 Maintain test data electronic records and back-up records; submit test results to Air University in accordance with policy.
2.1.9 Provide support in Customer Service area as workload dictates or as requested by the ESO.
NOTE: Tests will be administered in accordance with instructions provided in testing handbooks, test examiner guides, and TCO/ATCO instructions to ensure no possibility of test compromise.
2.2 RELATED ADMINISTRATIVE TASKS: The following tasks are elements of performance within the non-personal services contract which must be performed in conjunction with and in addition to actual test administration and cannot be billed as separate units:
2.2.1 Check room prior to testing to ensure proper spacing between desks and that adequate lighting, heat, and air exist. Ensure testing office and testing room are kept in a condition conducive to good test performance, and that an adequate circulation of fresh air is available.
2.2.2 Withdraw all test exams from safe prior to start of each test session, if applicable.
2.2.3 Require all examinees to present official picture identification before allowing them to test.
2.2.4 Check test materials for marks/missing pages before issuing them to students, if applicable.
2.2.5 Maintain official DANTES log for all tests, showing the individual’s name, the test title and the start and stop times for all test intervals. Ensure each student signs this Log upon receiving his of test and that all entries are complete and legible.
2.2.6 Instruct all examinees at the beginning of each session as follows:
a) To read carefully and follow instructions exactly as they are printed online.
b) To adhere to any prescribed time limits. The contractor will ensure that all timing limits are adhered to and that the examinees are aware of the time requirements for each test.
2.2.7 Inform TCO/ATCO immediately of any irregularities, which may represent the potential for a test compromise or complaint from a testing candidate.
2.2.8 Contractor must remain physically present during the entire test session unless relieved by an appropriate authority.
2.2.9 Maintain and be knowledgeable of the DANTES Examination Program Handbook (DEPH) and all other special Testing Instructions such as SAT, ACT, etc.; ensuring currency of all test instructions and policies.
2.2.10 Maintain a file of special order tests and handle all follow-up associated with these tests.
2.2.11 Maintain statistical data related to test administration as required by ESO and assist with reports and PowerPoint slides as requested. Such data will include (but not necessarily be limited to) statistics on types of tests administered and to whom (by rank and service) and any additional test related data required for semi-annual and annual reports.
2.2.12 Maintain all document and correspondence files in a neat and orderly manner. Separate files by calendar year. Contractor will be responsible for making file labels and setting up the file for each new calendar year.
2.2.13 Process all necessary paperwork/emails required for optimum operation of testing program.
2.2.14 Refer all questions on schedule changes or testing policy to the TCO/ATCO and all questions on interpretation or application of test results to the counselors.
2.2.15 Prepare advertising for special testing (ASE, Praxis, GRE, etc) for ESO or TCO review and signature at least 4 weeks before the test order deadline.
2.3 SECURITY REQUIREMENTS FOR UNCLASSIFIED CONTRACTS
2.3.1 Listing of Employees. The contractor shall maintain a current listing of employees. The list shall include the employee's name, social security number and type of investigation if contract work involves unescorted entry to Air Force restricted areas or other sensitive areas designated by the installation commander. The list shall be provided to the Program Manager and sponsoring agencies Security Manager. An updated listing shall be provided when an employee's status or information changes.
2.3.2 Security Training. The contractor ensures all contractor employees receive initial and recurring security education training from the sponsoring agency’s security manager. Training must be conducted IAW DOD 5200.1-R, Information Security Program Regulation, and AFI 31-401, "Information Security Program Management". Contractor personnel who work in Air Force controlled/restricted areas must be trained IAW AFI 31- 101, The Air Force Installation Security Program.
2.3.3 Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-government owned vehicles.
2.3.4 Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires;
e.g. terminated for cause, retirement, etc.
2.3.5 Traffic Laws. The contractor and its employees shall comply with base traffic regulations.
2.3.6 Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on (Name of Installation).
2.3.7 For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R.
2.3.8 Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
2.3.9 Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DOD personnel, contractor personnel, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.
2.3.10 Physical Security. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.
2.3.11 Controlled/Restricted Areas. (IF APPLICABLE) The contractor shall implement local base procedures for entry to Air Force controlled/restricted areas where contractor personnel will work. An AF Form 2586, Unescorted Entry Authorization Certificate, must be completed and signed by the sponsoring agencies Security Manager before a Restricted Area Badge will be issued. Contractor employees must have a completed National Agency Check Investigation (NAC-I) before receiving a Restricted Area Badge.
2.3.12 Key Control. (IF APPLICABLE) The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government.
a) The contractor shall immediately report to the Quality Assurance Evaluator (QAE) or Program Manager any occurrences of lost or duplicated keys.
b) In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the contracting officer, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the government and the total cost deducted from the monthly payment due the contractor.
c) The contractor shall prohibit the use of keys, issued by the government, by any persons other than the contractor’s employees and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas.
d) For Lock Combinations (IF APPLICABLE), the contractor shall control access to all government provided lock combinations to preclude unauthorized entry. The contractor is not authorized to record lock combinations without written approval by the government Program Manager. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers.
2.3.13 Lock Combinations. The contractor shall control access to all government provided lock combinations to preclude unauthorized entry. The contractor is not authorized to record lock combinations without written approval by the government Program Manager. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers.
2.4 In performance of contract requirements, the contractor is authorized access to DANTES, PME examinations and the security container in which they are held. Contractor must maintain highest security measures for all testing materials.
2.5 Contractor must inform the ESO of anticipated absence from a scheduled unit at least 24 hours prior to scheduled arrival. If desired, longer absences may be scheduled with the coordination of the ESO.
Such absences should not exceed two weeks at a time or four weeks in one fiscal year. Extended absences will not be scheduled when quarterly reports are due or when the TCO/ATCO is on scheduled leave or
TDY.
3. JOB QUALIFICATIONS
3.1 Applicant must possess a baccalaureate degree from a regionally accredited American college or university (ideally with 15-30 semester hours in testing and measurement, counseling and guidance, or a related discipline AND one year of office or professional work experience, preferably in an academic/educational environment, are strongly preferred). Education completed in foreign colleges or universities may be used to meet the education requirement if applicant can demonstrate the foreign education is comparable to education received in an accredited university or college in the United States. The applicant is responsible for providing the equivalent foreign education evidence. Any costs associated with proving the equivalency of foreign education are the responsibility of the applicant and will not be reimbursed by the Government.
3.2 Applicant must possess and be able to demonstrate general knowledge of computers and database servers.
3.3 Applicant must possess and be able to demonstrate knowledge of/show experience with standardized educational and military testing programs, in addition to proficiency with standard AF-approved software including Windows NT, Microsoft Word, Excel, Access and PowerPoint.
3.4 Contractor must complete the Examination for DANTES Testing Personnel within two weeks of assuming position. Contractor must update and become proficient on all new testing technologies as they arise.
3.5 Security Training. The contractor agrees to undergo initial and recurring security education training from the sponsoring agency’s security manager. Training must be conducted IAW DOD 5200.1-R, Information Security Program Regulation, and AFI 31-401, "Information Security Program Management". Initial training must be completed within the two (2) workdays of contract start date. Contractor personnel who work in Air Force controlled/restricted areas must be trained IAW AFI 31- 101, The Air Force Installation Security Program.
3.6 Training for the administration of specific tests will be conducted by the Education Center’s
Test Control Officer or their alternate.
3.7 Applicant must possess and be able to demonstrate excellent customer service and communication skills.
3.8 Applicant must be capable of receiving a DoD security clearance at the “Secret” level or above.
3.9 Applicant must obtain a Dunn & Bradstreet number prior to registering as a government contractor.
3.10 Applicant must submit resume and transcripts with bid packages to the base Contracting Office.
4. MATERIALS AND EQUIPMENT: The government will provide all necessary equipment, supplies and materials to include workstations, computer (with internet access), telephone and other materials and equipment mutually agreed to fulfill the requirements of this contract.

6. PUBLICATIONS: The contractor shall adhere to the following publications: Provisions of AFI-36- 2649 and the DANTES Examination Program Handbook (DEPH).
7. INSPECTION OF SERVICES: The Government will periodically evaluate the contractor’s performance by appointing a representative to monitor performance to ensure service is received. The Government representative will evaluate the contractor’s performance through intermittent inspections.
The Government may inspect each task as completed if deemed appropriate because of repeated failures discovered during quality control inspections or because of repeated customer complaints. Likewise, the Government may decrease the number of quality control inspections if performance dictates. The Government will also receive and investigate complaints from the end customer. The contractor shall be responsible for initially validating customer complaints. However, the Government representative shall make final determination of the validity of customer complaints in cases of disagreement with customers.
8. TERMINATION: Contract may be terminated for any breach of test security or scheduling requirements as outlined in 4 and 5 above, or for violation of any stipulation of the Test Administrator Contract or Statement of Work. Either party may terminate this contract with 30 days written notice to the other party prior to terminating services.
