MEMORANDUM FOR PROSPECTIVE OFFERORS

SUBJECT: FA4661-16-Q-0058 Questions and Answers
1. The following are questions received in response to the subject solicitation for Test Administrator and answers.
a. Question: Is this a new or existing requirement? Answer: New.
b. Question: What is the current contract number if this is an existing requirement?
Answer: N/A
c. Question: Does the government plan on publishing an SF1449 or should we simply submit our proposal addressing the requirement as stated in paragraph b. (11)? Answer: Adhere to the proposal as published.
d. Question: Does the government prefer, and will the government use a GSA schedule for this solicitation? Answer: No.
e. Question: Is there currently an incumbent employee? Answer: No.
f. Question: Are resumes required for this proposal if there is not an incumbent employee?
Answer: Please read the solicitation for submittal requirements.
g. Question: Would you please confirm which SCA Wage Determination code describes the Test Administrator role? Answer: Test proctor
h. Question: If this is an existing contract, would it be possible to retain the current contract worker providing the government is satisfied with his or her work performance? Answer: N/A
i. Question: PWS item 3.8 states that an applicant must be capable of receiving a DoD security clearance at “Secret” or above. Does this mean the position requires a Secret level and it may be acquired after award? Answer: Secret clearance is required for the position. The contractor may be awarded secret clearance after he/she is in place. The clearance must be obtained within the appropriate timelines as established by the Dyess AFB Wing Security Office.
j. Question: PWS items 3.9 and 3.10 stating applicant must obtain a D&B number prior to registering as a government contractor and the applicant must submit resume and transcripts with bid package – the posting was for non-personal services; however, these items appear to pertain to an individual proposing rather than a company providing staff support. Please clarify.
Answer: PWS items 3.9 and 3.10 are true for businesses of one employee or multiple employees. It is assumed a staffing agency would have/be able to obtain a DUNS number and be able to submit the resume and transcripts of the candidate they would like to put forward.
k. Question: Does the solicitation have 2 CLINS (Base plus one option as listed in the
PWS) or 3 CLINS (Base plus two options as listed in the FBO site)? Answer: This is a Base plus one plus an optional 6 month extension.
