FA4661-13-R-0003 Pre-Performance/Site Visit Questions and Answers

QUESTION 1: (Ref. Page 66 of 74, Section L, Para L-2) Preparation Instructions: There is no mention of margin size in the Preparation Instructions, is the margin size one inch?

ANSWER 1: According to section L-4 it states “The offeror shall submit a document of not more than 2 single spaced pages using Times New Roman 11 font with 1 inch margins all around outlining their technical approach.” All other documents should reflect the same 1” margin’s as well.

QUESTION 2: (Ref. Page 67 of 74, Section L, Para L-3) Electronic Material: The chart for the CD copies seems to indicate one CD copy per volume. In the following paragraph it calls for one CD of the three volumes to be submitted.

ANSWER 2: under the chart on page 67 in the paragraph “Electronic Material” it states “One electronic copy on CD-ROM of Volume I, II and III is to be submitted with the proposal.” Therefore, only one cd containing all three volumes (I, II, and III) is to be submitted.

QUESTION 3: (Ref. Page 67 of 74, Section L, Para L-3) Preparation: Since Task Orders could be issued with multiple items, would aggregate cost equal to or greater than $150,000 be considered as one

Protective Coating project?

ANSWER 3: Yes, if one project’s aggregate total is equal to or exceeds $150,000.00 it will be considered one project even if it is at multiple locations/multiple small projects.

QUESTION 4: (Ref. Page 67 of 74 Section L, Para L-3) Are we to submit a list of all our company’s past performance data for the last 4 years?

ANSWER 4: According to Section L-2 under “General Instructions” it states: “ONLY THE

REQUIRED MINIMUM AMOUNT OF INFORMATION IS REQUESTED TO PROVIDE FOR

PROPER EVALUATION. EFFORTS SHOULD BE MADE TO KEEP OFFERS AS BRIEF AS

POSSIBLE, CONCENTRATING ON SUBSTANTIVE INFORMATION ESSENTIAL FOR

PROPER EVALUATION. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating its validity.” And the projects you submit must have been completed within the previous four calendar years (dates given in section L-3).

QUESTION 5: (Ref. PWS Page 3 of 33, Section 1.1.6, paragraph 1) This section references epoxy flooring. Includes prep work, redo expansion joints and (2) coats of paint. Page 73 of the solicitation numeral (2) Technical, it denotes in sequence the epoxy coating. Section 1.1.6 denotes redo expansion joints. Does Line Item 35 include redo expansion joints if the technical portion does not mention it? If not, will there be an amendment for a line item for Linear Footage to extract old joint material and apply expansion joint materials up to (?) inches in width?

ANSWER 5: Redoing of expansion joints as needed is included in the technical standards. It is part of the surface preparation.

QUESTION 6: (Ref. Page 73 of 74) Does subsection (a) interpret a 100% removal of the old existing coating? Will the Air Force require a specific method of preparation of the concrete flooring to receive the epoxy coating, (ie) shot blasting, diamond blade grinding etc. What level percentage of concrete profile does the government require for preparation? What is the desired Dry Film Thickness of the

FA4661-13-R-0003 Pre-Performance/Site Visit Questions and Answers applied coating system? Will there be a non-slip additive or broadcasted aggregate applied to the coating system and if so, what sieve size and specification amount per square foot?

ANSWER 6: Subsection (a) does not require the 100% removal of the existing coating. It does require that the majority of the old coating to be removed so as to not interfere with the adhesion of the new product to the concrete. The method of removal is left to the contractor discretion as long as it poses no safety issues for the occupants. The dry film thickness shall not be less than 5 mils thick. In most instances there will be a requirement for a non-slip finish. Material to use is at the contractor’s discretion but will need to be approved by the government.

QUESTION 7: (Ref. N/A) Does the government have any current or previous lead base analysis of any buildings that may be in question on this project for abatement procedures? If so, will the government provide them?

ANSWER 7: As covered during the pre-bid site visit the clipper room and kitchen area in building 7401 is known to have lead based paint on the ceiling (walls are tile). Under the previous contract there were two Task Orders that required removal of lead base paint. One was in the Munitions Storage Area and the other was at the Auto Hobby Shop paint booth.
