SECTION 1
DESCRIPTION OF SERVICES
1. DESCRIPTION OF WORK: The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services to perform interior and exterior protective coatings as defined in this statement of work
(SOW), except as specified in Section 2.1 as Government Furnished Items and Services, at Dyess AFB, TX. The main functions include but not limited to the following items.
1.1. General Requirements: The general requirements include but are not limited to the following:
1.1.1. Exterior Paint Requirements
1.1.2. Interior Facilities Maintenance
1.1.3. Signage Program: All base signs to include base entrance, directional, organizational, building, reserved parking and traffic signs required by Unified Facilities Code (UFC) and the American
Standard Code for Information Interchange (ACCI I) and the Manual of Uniform Traffic
Control Devices (MUTCD).
1.1.4. Pavements Marking
1.1.5. Floor Refinishing: Wood, masonry or concrete.
1.1.6. Epoxy Flooring: Includes prep work, redo expansion joints, and two coats of approved paint.
1.1.7. Lead Based Paint Removal: Includes prep work, removal, and disposal to include all necessary protective measures.
1.2. Airfield Operations: All operations on the flightline shall be under direct control of the air traffic control tower. Radio discipline and instructions from the tower are extremely important for the safety of Contractor personnel and aircrews and will be strictly enforced.
1.2.1. Contractor personnel shall not drive onto the airfield or operate radios until fully trained and authorized by Base Operations. Training will be scheduled by the Contracting Officer or designated technical representative.
1.2.2. Contractor personnel who violate operating procedures may be prohibited from entering the flightline area.
1.2.3. Contractor personnel and equipment operating on the airfield shall be under the direct control of a
Contractor flightline driver whose responsibility is to continuously monitor the air traffic control tower’s radio or visual instructions and direct the Contractor’s operations accordingly. The flightline driver shall be in an authorized, radio equipped vehicle (car or truck) with an enclosed cab. The flightline driver designated by the Contractor shall be responsible for the operations of all Contractor personnel, vehicles, and equipment, and shall ensure that they respond immediately to all instructions or signals from the tower.
1.2.4. Base Operations will provide detailed instructions and designated routes for movement of vehicles and equipment. These shall be strictly followed.
1.2.5. Contractor vehicles to be used on the flightline must display a logo with their company name on the side of the vehicle. Vehicles operated on the flightline shall also be marked as required in Section 3.
1.2.6. In the event that the logo is not available on the side of the vehicle the contractor must obtain a privately owned vehicle (POV) pass from Airfield Management. The POV pass must be carried by the Contractor personnel when driving on the flightline.
1.2.7. All Contractor personnel shall observe the most recent requirements as provided by Dyess AFB Airfield
Management regarding radio use on the flightline. The contractor shall follow all instructions of Base
Operations personnel. Radio transmissions shall be restricted to essential airfield related matters only.

Extraneous remarks, failure to exercise radio discipline, failure to monitor the radio, or failure to observe instructions will be treated as flightline driving infractions.
1.3. Maintenance Management: The contractor shall provide management of contract requirements as described below:
1.3.1. Work Requirements: All work requirements will be issued to the contractor by the Contracting Officer through individual task orders.
1.3.2. Estimating Work Orders: The contractor is responsible for verifying the square footage, linear footage, and/or quantity of work to be performed.
1.3.3. Work Accomplishment: The contractor shall provide written notification of starting work no later than two business days before work begins. The contractor shall accomplish the work listed on the task order. Any discussions involving additional work shall only be held with the Contracting Officer.
1.4. Paint General Requirements
1.4.1. Work Inspection: The contractor shall inspect all work assigned for surface repair, surface preparation, protective coating, caulking, and glazing putty requirements.
1.4.2. Work Area Preparation: Work areas, including equipment or any items such as sprinkler heads, fire and smoke detectors, doors, trim, windows, plumbing and lighting fixtures, wallpaper, pre-finished paneling or floor covering not requiring painting, shall be protected by the contractor to ensure that no damage or accidental painting occurs. The contractor shall be liable for damage to Government property caused by negligence of contractor personnel.
1.4.3. Corrosion Control: Contractor shall remove corrosion and prepare, prime, and paint pipes, valves, vents, and other small areas.
1.4.4. Mixing and Thinning of Paints: Unless otherwise specified herein, all paints or coatings requiring on-the-job mixing shall be mixed in strict accordance with the manufacturer’s printed instructions to provide a coating of uniform consistency. Paint mixing and thinning will be done in accordance with all applicable standards and practices. Paints of different manufacturers shall not be mixed together.
Mixing shall be in compliance with manufacturer’s recommendation.
1.4.5. Epoxy, Polyester-Epoxy, Moisture Cure Polyurethane Coating: Mixing of two-component systems shall be in strict accordance with manufacturer’s instruction. Thinning, if any, of the first coat to insure proper penetration and sealing will be as recommended by the manufacturer for each type of substrate.
1.4.6. Vinyl-Type Wash Coat: Mil Spec DOD-P-15328 wash coat shall be mixed and used according to manufacturer’s recommendations. The wash coat shall be used within time set forth by manufacturer. Mil Spec DOD-P-15328 can be found at this link:

1.4.7. Moving of Equipment, Furniture, Furnishings, and Similar Items: The contractor is responsible for temporarily relocating government-owned furniture and appliances in the work areas in order to provide access to surfaces to be painted. All government-owned furniture and appliances moved by the contractor shall be replaced in their original location and condition upon completion of the work in each room. The contractor shall be responsible for any loss or damage to the equipment, furniture and other items during handling and storage during the temporary relocation. The contractor is not responsible for relocating clothing or other personal articles in closets and cabinets. The contractor shall remove all items on or against work surfaces that will interfere with painting operations except for fixed items of equipment or equipment with rigid piping connections. Signs, hardware, hardware accessories, electrical wall plates, lighting fixtures, shades, draperies and drapery rods, venetian blinds, pictures, fire extinguishers and similar items in place prior to painting shall be removed and reattached upon completion by the contractor. If an item is not removable, the contractor shall protect the item during the painting operations. The Government reserves the right to move or relocate government-owned furniture, equipment, or other items with government personnel prior to paint operations.

1.4.8. Removal of Security Screens, Security Bars, Window Screens and Storm Windows: The contractor shall remove and replace all security screens, security bars, window screens, and storm windows, after coordination with 7th Security Forces Squadron at 696-2131.
1.4.9. Surface Preparation: The contractor is responsible for all surface preparation required to ensure the existing surfaces are properly conditioned prior to application of paint or other coating. The contract shall remove all rust, dirt, dust, chalk, grease stains, existing paint runs or drips, loose, scaling, or otherwise defective paint, mildew, efflorescence, and other deposits from existing surfaces prior to painting. All surfaces shall be clean, smooth, sound and thoroughly dry at the time of paint application. The contractor shall remove all masking tape, self- sticking plastic sheets, paper or other materials used to protect surfaces being painted.
1.4.9.1. Concrete, Masonry, Metal and Stucco Surfaces: Where existing paint is so loose as to be unsuitable for repainting, as determined by the Contracting Officer and designated technical representative, shall be completely blast-cleaned as hereinafter specified. Concrete, masonry, metal and stucco surfaces not to be blast-cleaned shall have all loose paint and chalk removed by wire-brushing, hand-scraping, or other suitable method. Chalk on surfaces to be painted shall be removed with a cloth saturated with-mineral spirits or by other suitable method.
1.4.9.2. Oil and Grease: Shall be removed with an approved solvent.
1.4.9.3. Surfaces of Protected Metal Siding: Shall be brushed to remove loose material including mica flakes, dust, and dirt. Organic cleaners or solvents shall not be used on protected metal surfaces.
Where necessary for proper surface preparation, surfaces to be painted shall be washed to remove grease and other deleterious substances, which cannot be readily wiped off. Washing solution shall consist of a neutral soap or synthetic detergent and water, so proportioned as to properly clean the surface without damage. All washed areas shall have cleaning solution removed before painting.
1.4.9.4. All Surfaces to be painted: Shall be made smooth and flush, which shall include removal of exposed nails or other fasteners not required, filling of holes and depressions, sanding voids and rough areas in paint to a featheredge, and similar operations. All cracks, nail holes, spread joints and minor holes in woodwork, including doors, shall be filled with putty or wood filler, brought flush with the surface and sanded smooth. Protruding nail heads on finished surfaces shall be countersunk and putty stopped.
1.4.9.5. Surfaces having Existing Enamel Finishes: Shall be dulled by application of suitable liquid surface conditioner before application of new paint, or shall be lightly sanded to remove gloss.
Loose wallboard joint tape shall be removed and new tape applied. Tape shall be bedded in joint cement, then covered with cement and sanded smooth so that joints will not show. Existing holes or damaged areas of gypsum board shall be repaired by the contractor. Repair of damaged gypsum board surfaces shall be included in the unit price for painting of the respective surfaces.
1.4.9.6. Tar Drippings: Shall be completely removed from gravel stops, fascia boards, and other surfaces to be painted, or which adjoin surfaces, which are to be painted.
1.4.9.7. Cracks, Holes or Other Defects: Defects less than 1/8-inch in width in concrete, masonry, and stucco surfaces which cannot be completely coated and sealed by the finish paint shall be filled flush with caulking compound All cracked or loose caulking compound in joints around exterior doorframes, windows, and other locations shall be removed. After removal of loose material, all joints around exterior doorframes, windows and similar locations shall be caulked as specified hereinafter, (see 1.4.18). All cracks, holes, or other defects 1/8-inch or more in width in concrete, masonry, and stucco surfaces shall be patched. Patching material shall be a non-bleeding standard commercial non-shrinking, mildew-resistant, ready-mixed spackling compound designed for exterior use and suitable for the intended purpose. Cracks to be patched shall have all loose mortar removed and shall be clean and dry at time of patching. All patching materials shall be mixed and applied in strict accordance
‘with the manufacturer’s printed directions. All patched areas shall be finished to match adjacent surfaces and shall be cured and dry before masonry primer is applied.
1.4.10. Shrubbery: Shall be disturbed only as required to facilitate painting and shall be replaced in original locations. Shrubbery shall be tied back or, when necessary, trimmed to permit access to building
Attachment #1 Page 6 of 33 surfaces. All shrubbery trimming shall be subject to prior approval by the Contracting Officer and designated technical representative.
1.4.11. Grass and Earth Adjoining Building Walls: Shall be removed slightly below existing grade to permit wall paint to be carried down to a straight line parallel to, and slightly below, existing grade. Any surfaces damaged by surface preparation shall be patched to match adjacent surfaces. Protective paint on metal shall be applied as the cleaning work proceeds, so that rust will not set-in before painting. It will be the responsibility of the contractor to properly prepare all surfaces and any surfaces not satisfactory for painting shall be corrected before work proceeds.
1.4.12. Cleaning and Painting: Shall be so programmed that dust and other contaminants from the cleaning process will not fall on wet, newly painted surfaces. Any building surfaces or other items damaged by work under this contract shall be repaired or replaced by the contractor at his own expense.
1.4.13. Paint and Marking Removal: If paint and marking removal is deemed necessary by the Contracting
Officer and designated technical representative, it shall be paid separately under the appropriate line item.
1.4.14. Ferrous Metal Surfaces: All ferrous metal surfaces shall be thoroughly cleaned and roughened by blasting with an abrasive material. The material used to blast the surfaces will be clean, uniform and comply with all applicable standard procedures and practices. All blast cleaning of ferrous metals will be performed by the dry blast method while following all applicable standards and procedures.
1.4.15. Concrete, Masonry, Stucco and Galvanized Metal Surfaces: Where existing paint on concrete, masonry, galvanized metal and stucco surfaces is not suitably bonded to the surface or is otherwise unsuitable, as determined by the Contracting Officer and designated technical representative, the defective paint shall be completely removed by sandblasting. Defective paint shall be removed down to the concrete, masonry, metal or stucco or to sound existing paint, as approved by the Contracting
Officer and designated technical representative. Sandblasting shall be accomplished with suitable equipment and the use of sand or other aggregate of approved type. Sandblasting shall be performed by skilled mechanics and in such a manner as to remove paint from the surfaces without any significant damage to the concrete, masonry, metal and stucco.
1.4.16. Any Damaged Areas: Damaged areas of concrete, masonry, metal and stucco resulting from blast cleaning operations shall be repaired and refinished so that all surfaces of each building will be uniform
1.4.17. in appearance. Repair of damaged concrete, masonry and stucco surfaces shall include application of a cement-latex fill coat on the affected areas. All sandblasting of concrete, masonry and stucco surfaces shall be performed using the wet- blast method by mixing a small amount of water with the blasting aggregate as it leaves the nozzle. The amount of water used shall be only enough to keep the dust resulting from the sandblasting operations to a minimum.
1.4.17. Removal of Mildew: All surfaces to be painted under this contract which show visible signs of mildew shall be treated to completely remove the mildew as part of surface preparation.
1.4.18. Caulking: All joints, including joints around windows, door frames, louver frames, expansion joints and construction joints in surfaces to be painted shall be re-caulked and sealed with appropriate materials, according to manufacturer’s recommendations.
1.4.19. Road Buttons (Installation, Removal and Maintenance): The contractor shall install buttons as described or outlined via the task order. Installation of road buttons shall include all parts and materials necessary to accomplish requirement per manufacture’s recommendation(s). Removal operations shall be performed in a manner as to limit damage to the greatest extent possible to existing road surface.
Any damage considered extensive by the Contracting Officer and designated technical representative, or uncharacteristic to normal operations per typical commercial practices shall be repaired by the contractor at no additional cost to the Government. Maintenance shall include, but not be limited to, replacing/re-facing damaged reflective material, re-adhering loose or displaced button(s) or cleaning to remove rubber/tar build-up from button surface.
1.5. Sand Blasting/Water Blasting. All measures necessary to protect equipment and facilities will be made prior to sand blasting or water blasting.

1.5.1. Water Blasting: Any building surfaces or furnishings damaged or soiled by the water blasting operations shall be the responsibility of the contractor and shall be repaired and refinished or replaced by the contractor at his own expense. All surfaces will be left clean and free of debris following water blasting operations.
1.5.2. . Sand Blasting: Any building surfaces or furnishings damaged or soiled by the water blasting operations shall be the responsibility of the contractor and shall be repaired and refinished or replaced by the contractor at his own expense. Care shall be taken during sandblasting to prevent damage to adjacent wood trim, windows and other items and any such items damaged by the blasting operations shall be repaired or replaced by the contractor at no cost to the
Government. Adjacent equipment shall be covered while sandblasting is being performed. All areas and surfaces shall be promptly cleaned of sand, paint particles and other debris resulting from sandblasting operations. Sandblasting debris shall be removed. All sandblasting of galvanized metal surfaces will utilize the proper method, per standard industry practice.
1.6. Cleaning of Surfaces: Cleaning of surfaces shall consist of removal of stains, mildew and other surface defacements and returning the surfaces to their original appearance. Surfaces shall be cleaned of all laitance, efflorescence, dirt, stains, fungus, mildew, and other harmful substances. Cleaning shall be accomplished by the use of suitable chemical compounds and water. The chemical compounds shall be proven products formulated specifically for this type of work. The use of steam for cleaning of surfaces will not be allowed.
1.7. Application of Paint
1.7.1. General: Paint shall be applied under dry and dust-free conditions. No coat of paint shall be applied until the preceding coat is thoroughly dry. All primer and intermediate coats of paint shall be unscarred and completely integral at the time of application of each succeeding coat.
Paint will be applied, stored and worked in a manner following all manufacturers’ recommendations.
1.7.2. Finishes: All work shall be done in a workmanlike manner. Except as otherwise specified herein, paints shall be applied in strict accordance with the manufacturer’s printed directions.
Paint shall be applied to fences as cleaning work proceeds so that additional rust will not set in before painting.
1.7.3. Roof Coating: Shall be applied uniformly in strict accordance with the manufacturer’s printed directions. The contractor shall make all necessary efforts to protect roof surface and components during the work process. Paint shall be applied to a final standard as previously stated.
1.7.4. Ventilation: Adequate ventilation shall be provided during paint application, and any other protective or safety measures that are necessary per standard industry practices will be utilized by the contractor, both for employees, and government personnel and equipment.
1.7.5. Method of Paint Application:
1.7.5.1. General: All paint equipment shall be of types suitable for the intended use and which will produce acceptable paint finish. All brushes, rollers, and other equipment for applying paint shall be used in accordance with good commercial practices without the use of field-applied or nonstandard attachments.
1.7.5.2. Time between Surface Preparation and Painting: Surfaces that have been cleaned, pretreated and otherwise prepared for painting shall be given a coat of the specified first coat as soon as practicable after such pretreatment has been completed, but prior to any deterioration of the prepared surface.
1.7.5.3. Coating Progress: Sufficient time shall elapse between successive coats to permit proper drying. This period shall be modified as necessary to suit adverse weather conditions.
Oil-based or oleo resinous solvent-type paints shall be considered dry for recoating when the paint feels firm, does not deform or feel sticky under moderate pressure of the thumb, and the application of another coat of paint does not cause lifting or loss of adhesion of the undercoat.

1.7.5.4. Work Area Clean-Up: All work areas of the customer shall be cleaned by the contractor after completion of work. Furniture, equipment and all other items moved shall be returned to their original positions. Flammable materials shall be placed in closed metal containers and removed from the job site at the end of each day. Upon completion of the work, staging, scaffolding and containers shall be removed from the site. Paint spots, oil, dust, and stains upon adjacent surfaces shall be removed and the entire job left clean.
Work site shall be left neat and orderly at the end of each duty day.
1.7.5.5. Environmental Conditions: Paint will always be maintained and utilized in accordance with manufacturer’s specifications, unless required for an emergency situation as deemed by the Contracting Officer. When spray painting, wind velocity should be of an acceptable amount so as not to interfere with the application process. The contractor shall be liable for overspray paint damage.
1.7.5.6. Paint Schedule: The painting-schedule specified in section 1.8 identifies the surfaces to be painted, required surface preparation, and minimum coats required. Explanatory information for use with the painting schedule is as follows:
1.8. Minimum Coating Requirements. Unless otherwise specified below, the following are minimum coating requirements for indicated surfaces. Additional finish coats may be required by the Contracting Officer if necessary to hide primed areas completely, or where the color change was so great that finish coats would not cover.

1.9. Surface Requirements: The surfaces to be treated shall be treated according to all manufacturers’ recommendations and standard practices.
1.9.1. Concrete, Concrete Masonry Units, Stucco and EIFS: These surfaces should be made clean of debris, smooth and then be painted. Paint will be allowed to dry as long as necessary to achieve a uniform and acceptable finish. These surfaces will be treated in accordance with any guidelines from the manufacturer of coating materials.

1.9.2. Wood: Clean off foreign matter, made to be a smooth and uniform surface ready to receive coatings and then shall be treated in accordance with any manufacturer’s recommendations.
1.9.3. Ferrous Metals, Un-galvanized: Ferrous Surfaces: New ferrous surfaces that have not been shop coated shall be solvent-cleaned. Surfaces that contain loose rust, loose mill scale, and other foreign substances shall be mechanically cleaned to the greatest extent possible, and as to provide an acceptable surface to apply coatings to, per industry standards and manufacturer’s recommendations.
1.9.4. Ferrous Metals, Galvanized, and Aluminum and Aluminum Alloy: Solvent clean and treat with vinyl type wash conforming to manufacturer’s recommendations, material handling information, and applicable commercial specifications.
1.9.5. Cement-Emulsion Filler: Will be made into a coating ready surface per all applicable manufacturers’ recommendations and then painted per recommendations as well.
1.9.6. Surfaces to Receive “Natural” Finish: New wood surfaces to receive stain shall be sanded or shall be stained to the approved shade and lightly sanded. In addition, oak and other open-grain wood shall be given a coat of wood filler not less than eight hours after the application of stain.
Excess filler shall be removed and the surface sanded smooth.
1.9.7. Swimming Pool Painting Tasks: The contractor shall prepare the surfaces and paint swimming pools, pool aprons, diving boards, lifeguard stands and supporting structures and other pool appurtenances such as ladders and pool equipment requiring painting. Only swimming pool surfaces are included in the unit price item or painting swimming pools. Other surfaces shall be included in painting of applicable exterior surfaces.
1.9.8. Exterior Tanks: Contractor shall be required to clean and paint exterior tanks of different sizes.
Painting of elevated water tanks however is not included in the contract.
1.9.9. Textured Coating: Textured coating for exterior concrete, masonry and stucco surfaces shall be spray applied in strict accordance with the printed directions of the textured coating manufacturer at a rate of 45 to 55 square feet per gallon. Application of textured coating shall be performed by skilled applicators that have had previous experience in application of textured coatings of type specified. Before work is discontinued at any time, finish paint on walls shall be carried to some natural stopping point, such as a corner, opening, or joint, so as to reduce the possibility of laps showing the painted surfaces
1.9.10. Exterior Wood Surfaces to Receive Stain: On smooth surfaces such as the planed face of bevel siding, the stain shall be applied at a spreading rate of 400 to 500 square feet per gallon. On rough surfaces such as an unplanned or scarred face of bevel siding, the stain shall be spread at the rate of 200 to 250 square feet per gallon or as recommended by the manufacturer. Solvent-type stain shall be applied by brushing with the grain for the full length of the board or course of siding.
1.9.11. Aluminum Roof Coating: Aluminum roof coating shall be applied to roofing with roofing brushes, in strict accordance with the printed directions of the roof-coating manufacturer. All protective measures necessary for the roof surface and roof components will be taken. The final brushing shall be in one direction only for the entire area being coated.
1.9.12. Metal Fences: All vegetation, except trees, adjacent to fences, which will interfere with surface preparation and paint application, shall be cut close to ground level by the contractor. Any earth or debris covering portions of fence above bottom of fence fabric shall be removed. Existing signs or other items fastened to the fences shall be temporarily removed and then reinstalled upon completion of painting. All surfaces shall be clean, smooth, sound and thoroughly dry at time of application of paint.
1.9.13. Application of Door Finish: After doors are prepared and sanded, the doors shall be stained and sealed. Color of stain will be selected by the contracting officer or designated representative.
After stain and sealer have dried, the surfaces shall be lightly rubbed with fine steel wool.
Existing natural finished surfaces shall also be lightly rubbed with fine steel wool to remove all
Attachment #1 Page 10 of 33 dirt, runs of varnish, and other protrusions. All surfaces shall then be given two coats of urethane varnish, applied in accordance with the manufacturer’s printed directions. Lightly rub first coat of urethane with steel wool. All coatings shall be applied by brush.
1.9.14. Gypsum Wallboard Finishing: This section covers gypsum wallboard finishing. The contractor shall finish gypsum wallboard installed by the Government to the extent specified below.
1.10. Materials: Except as otherwise specified hereinafter, finishing materials for gypsum wallboard shall conform to ASTM Standard C475.
1.10.1. Joint Tape: Shall be plain, perforated, cross-laminated tapered edge, reinforced paper, or special tape recommended by the manufacturer.
1.10.2. Taping or Embedding Compound: Shall be specifically formulated and manufactured for use in embedding of tape at gypsum wallboard joints and shall be completely compatible with the tape and the substrate.
1.10.3. Finishing or Joint Compound: Shall be specifically formulated and manufactured for use as a finishing compound.
1.10.4. All Purpose Compounds: Shall be specifically formulated and manufactured to serve as both a taping and finishing compound and shall be compatible with the tape and the substrate.
1.10.5. Compounds for Taping and Finishing: May be a drying or setting type. Do not mix vinyl base, casein base, and setting formulations unless recommended by the joint compound manufacturer.
1.10.6. Chemical Composition: When applied, the compounds must be of a chemical composition compatible with previous and successive coats.
1.10.7. Environmental Condition: No finishing operation shall be done until the interior temperature has been maintained at a minimum of 50 degrees F. for a period of at least 48 hours and thereafter until the compounds have completely dried. When two-ply application is used with adhesives between plies, precautions shall be taken to ensure the adhesive is thoroughly dried before any paint is applied. Adequate and continuous ventilation shall be provided to ensure proper drying, setting, or curing of the taping and finishing compounds.
1.11. Taping and Finishing:
1.11.1. Surface Preparation: Board will be made free of debris, smooth, and fastened firmly to framing members.
1.11.2. Tape and Finish: Tape will be applied in accordance with acceptable industry standards, and to leave a surface of acceptable quality for coat to bond.
1.11.3. Second Coat: Surface will be made smooth by sanding and so as to be indistinguishable from original, unaltered surface. If required to meet original appearance texture may be applied as needed.
1.11.4. Third Coat: Will be applied in accordance with previously laid out standards.
1.11.5. Fastener Heads: Will be covered and treated in such a manner as to be indistinguishable from board surface.
1.11.6. Corner Bead: Finish with successive coats of joint treatment compound as recommended by the compound manufacturer, so as to make the corner bead flush with the board surface.
1.11.7. Personal Protection: Individuals will wear all necessary personal protective gear at all times.
1.11.8. Sealing of New Gypsum Board Surfaces: After the taping and finishing procedures are complete new gypsum board shall have a full coat of gypsum wallboard primer applied to entire area.
1.12. Wall Coverings: This section covers the furnishing and installation of wall coverings. Products shall match existing materials and/or shall be as directed by the Contracting Officer or designated representative.

Installation/repair procedures shall be in accordance with the product manufacturer’s recommendations.
Demolition and removal of materials shall be as required to support the work.
1.12.1. Vinyl-Coated Wall Covering: Vinyl-coated wall coverings shall meet CFFA-101-D standards, http://www.chemicalfabricsandfilm.com/pdfs_researchSection/standards/wallstandard-editionD.pdf and the following additional requirements.
1.12.1.1. Weight: Weight of vinyl-coating exclusive of fabric shall be not less than 12.0 ounces per square yard. Total weight shall not be less than 20 ounces per lineal yard for 54-inch material.
1.12.1.2. Adhesion: Adhesion of vinyl coating to fabric shall be in accordance with ASTM
Standard D751.
1.12.1.3. Flame Spread Rating: Flame spread rating shall be in accordance with ASTM Standard
E84.
1.12.1.4. Colors, Patterns and Textures: Colors, patterns and textures will be selected by the
Contracting Officer from the manufacturer’s published list of standard colors, patterns and textures for Type II material. A different color, pattern and texture may be used on each job.
1.12.1.5. Width: Width shall be 53 to 54 inches unless otherwise approved by the contracting officer’s technical representative.
1.12.1.6. Primer, Sealer and Adhesive for Wall Covering: Primer, sealer and adhesive for wall covering shall conform to the vinyl-coated fabric manufacturer’s recommendations except that these materials shall be mildew resisting and shall be no staining to the wearing surface. Adhesive shall be supplied by the manufacturer of the wall covering.
1.12.2. Fabric Wall Covering: Shall be natural woven fabric bonded to a new paper backing. Fabric materials shall be treated for stain and mildew resistance and shall be a minimum of 27 inches wide. All fabric wall coverings shall be Class A flame-rated and tested in accordance with
ASTM E 84 and shall bear the UL label and marking indicating ASTM E 84 fire hazard classification.
1.12.3. Primer and Adhesive: Shall be mildew resistant and non-staining, as recommended by the wall covering manufacturer.
1.12.4. Execution:
1.12.4.1. Wall Covering Materials: Shall be acclimatized by removing from packaging in area of installation not less than 24 hours before application.
1.12.4.2. Surface Preparation: Surfaces will be made clean, dry and smooth before the application of any coating. All surfaces will be of a condition ready to accept coating. All surfaces will be treated and prepared according to the guidelines developed by coatings manufacturer and if applicable, the manufacturer of the surface.
1.12.4.3. Prime and Seal Substrates: In accordance with wall covering manufacturer’s recommendations for type of substrate. Surface sealer shall be applied to gypsum wallboard to permit future removal of wall covering without damage to paper facing.
1.12.4.4. Installation: Wall covering shall be installed in accordance with the manufacturer’s installation instructions, and so as to present an even and unbroken appearance. There shall be no residue or noticeable marks in the covering.
1.12.4.5. Clean-Up: Upon completion of the work, wall covering shall be left clean and free of dirt and soiling.
1.12.4.6. Texture Finish for Interior Walls & Ceiling. Texture finish for interior walls and ceilings shall be applied by spray equipment of type suitable for the purpose and in strict accordance with the manufacturer’s printed directions. Attachment #1 Page 12 of 33 uniformly by experienced applicators. Application on ceilings shall provide 100 percent coverage of all ceiling surfaces to receive the texture finish.
1.12.4.7. Moisture-Cure Polyurethane: Manufacturer’s instructions for application, curing and drying time between coats shall be followed. Second coats shall be applied at a maximum spreading rate of 450 square feet per gallon.
1.13. Signage Program: All signs installed on base and around base shall conform to the standards specified herein.
1.13.1. General: The contractor shall produce various interior and exterior signs, posters and displays using techniques such as embossed graph, stenciling, pressure sensitive overlay. Also required is the design and layout for nonstandard and special signs, posters, and displays such as banners, logos, emblems and other visual aids. All materials for sign fabrication are the responsibility of the contractor; the Government will not furnish equipment or material.
1.13.2. Standard Signs: The contractor shall comply with the Unified Facilities Code, unless otherwise directed by the Contracting Officer or authorized representative. Traffic control and vehicle parking signs shall be produced as prescribed in the “Manual on Uniform Traffic Control
Devices for Streets and Highways”. In case of discrepancies between the MUTCD (Manuals on
Uniform Traffic Control Devices for Streets and Highways) and sign directives, the Dyess AFB sign directives shall govern.
1.13.3. Nonstandard Signs, Posters and Displays: For nonstandard and other signs, emblems, logos, displays and requests, the contractor shall apply sign production experience, knowledge and skill in accomplishing the request. The contractor shall consult with the Contracting Officer and designated technical representative as necessary to best complete the request.
1.13.4. Materials:
1.13.4.1. Reflective Sheeting: Reflective sheeting for all traffic and parking signs and for other regulatory signs in areas where the degree of hazard or potential hazard is greater than normal, shall conform to “Manual on Uniform Traffic Control Devices for Streets and
Highways” (MUTCD). Reflective sheeting for organizational, building number, community, sports, recreation and similar signs shall conform to Federal Highway
Administration Standard FP-79, Table IV (Engineer Grade) Reflective Sheeting. The colors shall be selected by the Contracting Officer or designated representative. The sheeting shall include a pre-coated pressure sensitive adhesive backing (Class I) or a tack free heat activated adhesive backing (Class II). The sheeting shall be applied without necessity of additional adhesive coats on either the backing or the application surface.
1.13.4.2. Vinyl Sheeting: Non-reflective vinyl sheeting shall have a .003 to .006 film thickness and shall conform to all applicable ASTM and NFPA standards. The colors shall be as selected by the Contracting Officer or designated representative. The sheeting shall include a pre coated pressure sensitive adhesive backing (Class I) or a tack free heat activated adhesive backing (Class II). The sheeting shall be applied without necessity of additional adhesive coats on either the backing or the application surface.
1.13.4.3. Letters, Numbers, Punctuation Marks and Sheeting: Letters, numbers, and punctuation marks shall be applied to prepared sign faces as shown on the sign request. Helvetica medium and regular are the approved typefaces to be used on all signs. The letter manufacturer shall use a tile system, which shall ensure proper and uniform spacing.
Pressure sensitive precision cut vinyl letters shall be provided. Upon demonstrating that proper letter spacing can be successfully obtained, the contractor may obtain written approval from the Contracting Officer and designated technical representative to utilize individual die-cut letters, which are not part of a tile system. All letters, numbers, and punctuation marks shall be die-cut from reflective sheeting and shall be white in color
(unless otherwise indicated on work order). The sheeting shall include a pre coated pressure sensitive adhesive backing (Class I). The sheeting shall be applied without necessity of additional adhesive coats on either the backing or application surface.

1.13.4.4. Sign Posts and sign frames: Signposts and frames shall be galvanized or aluminum and shall meet break away requirements
1.13.4.5. Materials: Shall be wrapped for delivery and storage to the job site in manufacturer’s original packaging, and stored in a clean, dry area. Contractor shall notify Contracting
Officer and designated technical representative within two working days of completion of signs, and will hold the signs until pickup by Government personnel.
1.13.4.6. Sign Maintenance: Shall include straightening, tightening, and replacement (if needed) of screws and/or brackets in order to keep sign straight, flush and properly seated.
1.13.4.7. Sign Installation: Shall occur whether sign was procured through contractor or furnished by the government.
1.13.4.8. Sign Removal: Once sign has been removed it shall be analyzed by Contracting Officer and designated technical representative to see if it is deemed salvageable. If salvageable it shall be cleaned and/or refaced for re-use. If unsalvageable the contractor shall dispose of the material in accordance with all applicable standards and procedures. At no point shall the contractor try to resell removed signs to the government.
1.14. Pavement Markings:
1.14.1. General: The contractor shall perform all tasks in connection with preparation and application of traffic marking paint and reflective media (beads and raised reflections) to roads, streets, parking areas and airfield pavement areas. Applying of other devices and airfield markings shall be as prescribed in AFI 32- 1042, “Standards for Marking Airfields”. Application of traffic markings to streets and highways shall be as stated in the “Manual on Uniform Traffic Control
Devices for Streets and Highways Tasks include but are not limited to applying and removing crosswalk tape, painting street stripes, street arrows, and markings, aircraft curb parking space, runway numbers and traffic control lines.
1.14.2. Traffic Controls: Suitable warning signs shall be placed near the beginning of the worksite and well ahead of the worksite for alerting approaching traffic from both directions. Small markers shall be placed along newly painted lines to control traffic and prevent damage to newly painted surfaces. Painting equipment shall be marked with large warning signs indicating slow-moving painting equipment in operation. Unless otherwise specified, traffic controls for construction and maintenance work shall be in accordance with the “Manual on Uniform Traffic Control
Devices for Streets and Highways”.
1.14.3. Materials:
1.14.3.1. Paint: Paint for roads and streets shall conform to Hi-performance acrylic zone marking paint or equivalent, in accordance with Standard Specifications for Construction of
Highways, Texas Department of Transportation, 1993, Item 666, Reflectorized Pavement
Markings in addition to all applicable ASTM standards for rigid pavement coatings and reflectorized markings and the colors as selected by the Contracting Officer or designated representative.
1.14.3.2. Reflective Media: Reflective Media for roads and streets shall conform to all Texas
Department of Transportation specifications in addition to all ASTM standards.
1.14.3.3. Reflective Sheeting: Reflective sheeting for roads and streets shall be performed pressure sensitive reflective pavement marking tape of type designed specifically for permanent application to new or existing traffic pavements.
1.14.3.4. Equipment: The contractor will use the appropriate machinery, tools and equipment at all times in accordance with all manufacturers’ recommendations and accepted industry practices.
1.14.3.5. Surface Preparation: New pavement surfaces shall be allowed to cure as long as possible within the time limitations of the contract before application of marking materials. All surfaces to be marked shall be thoroughly cleaned before application of the paint. Rubber
Attachment #1 Page 14 of 33 deposits shall be completely removed with scrapers, wire brushes, sandblasting, suitable chemicals, or mechanical abrasion as directed.
1.14.3.6. Application: Paint shall be applied to clean, dry surfaces, and in accordance with all manufacturers’ recommendations.
1.14.3.7. Non Reflective Markings: Paint shall be applied evenly and in accordance with all manufacturers’ recommendations.
1.14.3.8. Reflective Markings: Pigmented binder shall be applied evenly to the pavement area to be coated at the rate specified by the manufacturers. Glass spheres shall be applied uniformly in the same manner both for rate and concentration.
1.14.3.9. All Pavement Markings: Shall be in accordance with the “Manual on Uniform Traffic
Control Devices for Streets and Highways”.
1.14.3.10. Protection of Work: Protect newly painted surfaces from damage by vehicles during the time required for paint to harden sufficiently to withstand traffic. Discontinue painting during periods of winds that can potentially cause overspray to adhere to items not in the required scope of work. Repair any damage to newly painted markings due to contractor’s failure to provide adequate protection, at no additional cost to the Government.
1.14.3.11. Inspection and Acceptance: Areas found to be deficient by the Contracting Officer and designated technical representative shall be cleaned or sandblasted and repainted at no additional cost to the Government
1.15. Floor Refinishing: Work under this section includes removal of existing floor finish, including painted game lines on game floors, of existing finished wood floors, sanding of wood floors, sealing of wood floors, painting of new game lines where applicable, and application of new finish on wood floors.
1.15.1. Material: All materials shall be delivered to the job site in the manufacturer’s sealed packages, with labels intact and seals unbroken. Only materials, which have been approved, may be delivered to the job site.
1.15.2. Floor Finish Remover: Finish remover to be used for removal of existing floor finish and game lines on wood floors shall be nonflammable paint and varnish remover of type manufactured specifically for removing existing finish from wood floors.
1.15.3. Floor Sealer: Floor sealer for wood floors shall be a water resistant, controlled penetration type recommended by the floor finish manufacturer for sealing wood floor surfaces and shall be compatible with the floor finish.
1.15.4. Marking Paint: Marking paint shall be a type made specifically for marking lines and designs on wood floor surfaces.
1.15.5. Polyurethane Coating: Polyurethane coating for use on wood floors shall conform to ASTM standards and NFPA standards. Coating shall be one-component type suitable for application on existing or new wood surfaces. Color of coating shall be as selected by the Contracting Officer and designated technical representative.
1.15.6. Wood Floor Finish: Floor finish for wood game floors shall be made especially for finishing wood gymnasium floors, shall be approved by Maple Flooring Manufacturers’ Association and listed by Underwriters’ Laboratories, Inc., as slip-resistant. Color of wood game floor finish shall be clear.
1.15.7. Environmental Condition: Temperature, humidity and ventilation requirements for the application of the wood floor finishes shall be as recommended or required by the finish manufacturers.
1.15.8. Protection of Existing Work: The contractor shall take particular care to protect adjoining surfaces, fixtures, materials and equipment of all kinds, and shall repair any damage resulting from work under this contract

1.15.9. Preparation of Floors:
1.15.9.1. Removal of Existing Finishes: The existing floor finish shall be removed in strict accordance with the manufacturer’s printed directions. Upon completion of the removal operations, the floors shall be free of all existing finish, residue, and surface film of any kind.
1.15.9.2. Sanding of Wood Floors: New and existing wood strip flooring shall be sanded to a smooth, even, uniform finish without bumps. The worksite will remain clean and all debris including dust shall be picked up. The final sanding shall be performed at a time and in a manner that will permit application of the first seal coat to be completed within eight hours after completion of sanding. The wood flooring shall be left clean and ready to receive the finishing materials.
1.15.9.3. Sealing of Wood Floors: New wood floors and existing stripped wood floors shall be sealed by application of floor sealer of type specified by manufacturer.
