QUESTIONS AND ANSWERS DOCUMENT 08/15/2018

1. Does this procurement have a waiver for the Selective Availability Anti-spoofing Module (SAASM) requirement mandated by the Chairman of the Joint Chiefs of Staff Instruction CJCSI 6130.01, CJCS Master Positioning, Navigation, and Timing Plan (PNT Master Plan)?

ANSWER: The M Code Waiver is attached. All new survey equipment, e.g., the equipment we are looking for, incorporates the ability to allow for the M Code once the technology and approval is operationally available. The waiver attached relates to the Anti-spoofing because the requirement will be incorporated at a future date. Without going into further detail related to technology and military requirements of the future, capabilities already exist to use certain frequencies and encryptions, including Anti-spoofing protection.

2. Does this procurement have a waiver for the M-Code requirement in accordance with Public Law 111-383 Section 913?

ANSWER: See attached.

3. What does is mean that "Trimble is the standard across all areas of the Air Force"?

4. Where is there a brand name requirement for Air Force survey equipment?

ANSWER (3 & 4): There is not currently a brand-name requirement across the Air Force, but the entire system at GFAFB is Trimble equipment. The brand-name set-aside is in response to a compatibility need.
