Statement of Work Landscape Removal Various Areas Phase II
Grand Forks AFB,ND May 2018
1. The contractor shall furnish all plant, labor, equipment, and materials required to complete full removal of landscape materials as identified, and installation of all itemized grass seed, shrubs and plants. The contractor perform all work in strict accordance with plans, specifications, and terms of the contract. All measurements are estimates. The contractor shall verify all measurements and conditions.
2. The work to be performed includes but is not limited to the following:
2.1 Landscape demolition to include removal of existing plant and mulch, weed barrier, edging, retaining block/concrete, trees as identified, and other foreign material from identified demolition areas. Exact trees for removal will be marked.
2.2 Demolition areas are to be prepped and hydro-seeded according to the design plans and seeding specification.
2.3 Irrigation systems found in areas of demolition are to be cut, capped, and abandoned in place. Remove any sprinkler or bubbler heads.
2.4 Installation to include all items specified on the design plans such as grass, new vegetation, mulch, and edging. General locations are shown on the maps attached.
2.5 Grass maintenance. Maintain new grass at height of 2”-6” until the site is turned over to the Government. Cut no more than 1/3 of the grass height at each mowing. The contractor shall cut the grass at least twice before the Government will perform the final inspection.
2.6 Watering. Water grass in accordance with seeding specification until the site is turned over to the Government. If the soil at a site is allowed to dry out, the contractor shall reseed the site. The site will not be accepted until a stand of turf is established in accordance with the seeding specification.
2.7 Any regrowth of previous plants shall require complete rework of that area to remove the plant material.
2.8 All work shall have a one year warranty from turnover date against settling, weed growth, regrowth of previous plants, dying/dead grass, dying/dead plants, and dying/dead trees.
3. The work is to be completed within 150 days. The landscaping material removed from landscaping areas becomes the property of the contractor for disposal or other use.
3.1 The winter exclusion will be 15 October 2018 through 15 April 2019. Note the dates in the seeding specification that seeding is not allowed.
4. Materials to be used: See Drawing G-003 for the plant list, edging, weed barrier fabric, hydro-seed, mulch, tree removal, and landscape removal specifications.
5. The contractor shall perform a pre-work inspection of the work area. Items that are not within the scope of the delivery order shall be noted by the contractor and reported to the QAE.
5.1 Digging Permit: AF Form 103, Base Civil Engineering Work Clearance
Request, commonly referred to as a “Digging Permit”. The contractor shall initiate, prepare, and hand carry for signatures an AF Form 103, Work Clearance Request, 14-28 calendar days prior to any work (especially excavation) activities. Base Civil Engineering will assist the contractor by providing points of contact; however, the responsibility for executing and tracking status of the work clearance request and coordinating utility markings with the Base Civil Engineer shops and/or other utility companies is solely that of the contractor. The contractor shall compose and provide sketches/drawings/ and dimensioning details showing the specific location of the intended area of work (especially excavation) when requesting an AF 103. The contractor shall physically stake, flag, or demarcate (in accordance with base civil engineer work clearance manager) to define the boundaries of all required utility locates at the location of proposed work. The contractor should allow 10-20 days for processing the work clearance request between the various activities that must coordinate on the request. The contractor shall submit to the CO and provide the Construction Representative with a copy of the completed AF Form 103 with all attached record utility drawings, and shall comply with all instructions for hand excavation and other methods of safeguarding the buried utilities prior to on-site work. The contractor shall take caution within the area 3 feet to either side of a utility pre-identified to the contractor. If the contractor damages any utility within this six-foot boundary, the contractor is responsible for restoring the utility to its original working condition. Work to repair the damaged utility will commence immediately and will continue uninterrupted until the utility is restored. If the contractor damages a utility that was not identified or is not within the 6-foot boundary of the utility marking, the contractor shall notify the CO and Construction Representative to determine the method of repair (i.e., in-house or by contract). If the damaged utility requires repair by an outside source or someone not in the contractor’s employ (e.g., someone to repair specialty lines) and the contractor is responsible for the damage; the contractor shall coordinate and schedule such persons making the repairs and shall furnish prompt payment for the work to such persons.
