1. GENERAL: The objective is to permanently close three (3) diesel fuel underground storage tanks

(USTs) and their respective associated piping in accordance with North Dakota Administrative Code

(NDAC) 33-24-08-61. The USTs included in this project are 528-1, 649-1, and 664-1 and are located on the Grand Forks Air Force Base, (GFAFB). Due to the UST’s location relative to adjacent buildings and other subsurface infrastructure, all three USTs will be abandoned in place, not removed.

The contractor shall provide all materials, plans, labor, equipment and supervision necessary to do the following:

2. PRINCIPAL FEATURES: The work to be performed includes, but is not limited to, the following:

2.1. Clean the UST System (tank and connected/associated piping) IAW NDAC 33-24-08-61.2 and properly dispose of, at the contractor’s expense, the waste IAW North Dakota Department of

Health (NDDH) solid waste disposal rules and NDDH guideline “Disposal of Tank Sludge”.

2.2. UST System must be filled with an inert material acceptable to the NDDH IAW NDAC 33-24-08-

61.2.

2.3. Interstitial (annual) space of the UST must also be filled with appropriate inert material.

2.4. Perform a subsurface site assessment IAW NDAC 33-24-08-62.1 and the NDDH guideline “Site

Assessment Procedures for Abandoned (Closed-in-Place) Tanks. Additional NDDH guidelines are available to assist in the subsurface site assessment.

2.4.1. Highly suggested, approved firms to conduct a subsurface site assessment are found on the

NDDH’s list of “Underground Storafe Tank Contracts, Section III”.

2.5. Remove Diesel Fuel and Clean Underground Storage Tanks

2.5.1. Remove an estimated 5500 gallons of diesel fuel from UST 664-1 and clean out accumulated sludge in the UST and associated piping; dispose of properly at the contractor’s expense.

2.5.2. All work must be in accordance with Federal, State and local laws and regulations. See

Federal Underground Storage Tank Regulations (40 CFR Part 280) and state of North

Dakota Regulations (NDAC 33-24-08-61.1). All required permits, work authorizations necessary to do work on this work order will be the responsibility of the contractor to obtain and maintain.

2.6. UST Specific Details

2.6.1. 649-1

1500-gallon double walled fiberglass tank

Bollards and tank appurtenances will remain in place

Concrete slab to remain in place

2.6.2. 664-1

6000-gallon double-walled steel tank

Bollards and tank appurtenances will remain in place

Concrete slab to remain in place

2.6.3. 528-1

2.7.2. ( N D A C 3 3 - 24 - 08 - 6 2 ) Assessing the site at closure

2.7.2.1. (NDAC 33-24-08-62.1) Before permanent closure is completed, contractors, with approval of the government, must measure for the presence of a release where contamination is most likely to be present at the underground storage tank site.

2.7.2.1.1. Under direction of the government and before the USTs can be certified for closure, the ground surrounding each tank will have to be sampled and tested for the presence of contamination.

2.7.2.2. (NDAC 33-24-08-62.1) In selecting sample types, sample locations, and measurement methods, contractors, with approval of government, must consider the method of closure, the nature of the stored substance, the type of backfill, the depth to ground water, and other factors appropriate for identifying the presence of a release.

2.7.2.2.1. Sample methodology, location and type must be selected under direction of the government.

2.7.2.2.2. Sampling methodology must consider: method of closure, nature of the stored substance, type of backfill, depth of ground water as well as other factors in order to identify the presence of contaminated substances.
