SECTION I

DESCRIPTION OF SERVICES

1.0. SCOPE OF WORK: The contractor shall provide all services, materials, labor, and equipment to provide corrosion control, touch-up painting, major/full painting, repairs with area painting, and other sustainment work for eight (8) aircraft, two (2) missiles and one (1) missile tractor/transporter on static display in the airpark at Grand Forks AFB, ND, in accordance with (IAW) this Performance Work Statement (PWS). The airpark’s aircraft, missiles, and vehicle are all located near and east of the Main Gate to Grand Forks AFB along Steen Blvd and Grand Forks County Road 3. The airpark is comprised of one each of the following:

1. AGM-28 Hound Dog Missile

2. B-52G Stratofortress

3. KC-135A Stratotanker

4. LGM-30G Minuteman III Missile

5. Minuteman II Missile Tractor/Transporter-Erector

6. B-25J Mitchell

7. F-101B Voodoo

8. A-26C Invader

9. UH-19D Chickasaw

10. UH-1F Huey

11. B-1B Lancer (NOTE: The B-1B Lancer is a 1/25th scale model mounted on a metal pedestal).

The contractor shall comply with all state and federal environmental code regulations. Only trained Government personnel will be allowed to open and close all aircraft doors, hatches, cowls and panels necessary to allow the contractor required access. Contractors shall not open or close these openings. Panels, doors, cowls, hatches or structural units opened or removed for reasons other than to facilitate maintenance of the aircraft shall be closed, reinstalled or properly masked by trained Government personnel prior to contractor beginning work. (NOTE: The contractor shall be liable for any damages caused by any contractor-employed personnel.)

1.1. This is a one (1) year contract. The performance of the contract shall be in three stages:

Stage 1.Washing, Stage 2. Maintenance repairs and corrosion control, Stage 3. Touch-up paint or full paint.

NOTE: Three (3) aircraft, UH-19D, UH-1F, B-1B monument, are full paint.

1.1.1. In accordance with Federal Acquisition Regulation (FAR) Clause 52-237-2, Protection of Government Buildings, Equipment and Vegetation, the Contractor shall use reasonable care to avoid damaging existing buildings, equipment, and vegetation on the Government installation. If the Contractor’s failure to use reasonable care causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government as the Contracting Officer directs. If the Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, which will be deducted from the contract price

1.1.2. The contractor shall provide all personnel, safety gear and equipment, tools, materials, supervision, safety transportation, HAZMAT inventory list approved by the base environmental, Bioenvironmental, Wing Safety (Ground), and HAZMAT Program Manager and other items necessary to perform Airpark restoration services at Grand Forks AFB, ND, as defined in this Performance Work Statement (PWS).

1.1.3. The contractor shall wash all aircraft, missiles and missile tractor/transporter once during this contract, to include all monument markers/plaques. Prior to washing, the contractor will remove all loose, deteriorated or flaking/peeling paint that could fall off during the washing process, following collection/containment procedures outlined in paragraph 1.8.5. The Contractor shall thoroughly clean exterior painted surfaces, wheel wells, windows and landing gear assemblies IAW TO 1-1-691 “Cleaning and Corrosion Prevention and Control, Aerospace and non-aerospace equipment,” and thoroughly inspect the aircraft, missiles and missile tractor/transporter to determine the soundness of paint film. The contractor must use a 1,250-2,000 psi rated power washer with a 40-65 degree spray nozzle, using only water, nylon or fiber brushes and/or cleaning pads to remove dirt, debris and bird droppings. If the contractor utilizes a high-pressure power washer (3000 psi with a 0-25 degree spray nozzle) or cleaning agent MIL Spec 87937, Type IV, then a containment system must be used to capture and contain all water and cleaning agent. The contractor’s washing shall not take longer than two days per aircraft, missiles and missile tractor/transporter, with the exception of weather delays.

1.1.4. The contractor shall perform limited disassembly of the aircraft, missiles and missile tractor/transporter’s components in an effort to locate and remove all areas of external corrosion. The contractor shall ensure the aircraft, missiles and missile tractor/transporter are clean and free from dirt, debris, carbon and contaminants. The contractor shall perform corrosion treatment to all external surfaces as specified in the appropriate Technical Order (TO) to all surfaces, reassemble all components and items, apply final chemical coating treatment to prevent corrosion from spreading and provide and apply primer, then color matching gloss polyurethane paint.

1.1.5. The Government will provide the contractor with the paint scheme and paint types by military specification. The contractor shall purchase adequate amounts of paint to comply with the requirements of this PWS.

1.1.6. The contractor must take photos documenting all existing markings and paint scheme for duplication, prior to the start of performance.

1.1.7. The contractor shall remove all exterior areas of corrosion from the aircraft, missiles and missile tractor/transporter, including: aircraft wheels, wheel wells, propellers, rotor blades, landing gear, struts, doors, external fuel tanks, and accessories. The contractor shall repair these areas and then treat these areas with primer, MIL Spec 23377, prior to painting. The contractor shall restore the aircraft to the original operational appearance.

1.1.8. Before painting, the contractor shall completely scuff-sand the entire exterior surface area that is to be repainted to include, wheel wells and landing gear struts, excluding bare metal areas, using abrasive paper no coarser than 120 grit, 3M Corp medium grade aluminum oxide surface conditioning disc, or A-A-58054, Type I, Class 1, Grade C abrasive mat. Scuff sanding shall include roughing up 100% of the painted surface, removal of oxidized paint, and feather edging of all flaked paint. It is not intended to remove a sound paint system. Do not sand through to bare metal as damage to the aircraft, missiles and missile tractor/transporter may occur. No hazardous chemicals are authorized or shall be used for removing the top coat of paint. Additional information can be found in T.O. 1-1-8 “Application and Removal of Organic Coatings, Aerospace and Non-Aerospace Equipment,” and T.O. 1-1-691 “Cleaning and Corrosion Prevention and Control, Aerospace and non-aerospace equipment.”

1.1.9. After scuff sanding the aircraft and prior to application of any type paint, the contractor shall wipe down the aircraft with isopropyl alcohol, TT-I-735. The solvent used during the wipe down operation shall not be allowed to evaporate from the surface, but shall be wiped from the surface with a dry, clean cloth. Touch-ups shall be performed on aircraft, missiles and missile tractor/transporter that have been identified with corrosion, metal damage, composite damage, and wildlife induced deterioration. All required repairs shall produce a smooth, flush appearance similar to the original surface. These areas shall be painted to match original paint scheme.

1.1.10. The contractor shall apply primer, Mil Specification 23377, to the thickness recommended by the paint manufacturer and allowed to dry as specified by the paint manufacturer's specifications.

1.1.11. After priming, the contractor shall wipe down the aircraft, missiles and missile tractor/transporter with isopropyl alcohol, TT-I- 735. The solvent used during the wipe down operation shall not be allowed to evaporate from the surface, but shall be wiped from the surface with a dry, clean cloth.

1.1.12. The contractor shall apply topcoats of the appropriate "GLOSS" polyurethane paints, unless noted otherwise (outlined below in paragraphs 1.2. – 1.2.11.5) to the aircraft, missiles and missile tractor/transporter exterior surface to the thickness recommended by the manufacturer and allowed to dry as specified by the paint manufacturer’s specification. After the top coat is dry, the contractor shall wipe down the surfaces with isopropyl alcohol, TT-I-735. The solvent used during the wipe down operation shall not be allowed to evaporate from the surface, but shall be wiped from the surface with a dry, clean cloth.

1.1.13. The contractor shall ensure the applied coatings shall not flake, peel, or crack for one (1) year from the date the contract is completed. Paint shall be smooth, uniform and free of blisters, cracks, loosely adherent particles, nodules, or powdery deposits. No primer shall be visible through topcoat; there shall be no overspray, blisters, fish eyes, runs or sags, roughness or dirt inclusions. After completion of paint and repairs, all aircraft, missiles and missile tractor/transporter markings shall be replaced in accordance with (IAW) the applicable Technical Orders.

1.1.14. The contractor shall verify all vents, wheel wells, flap openings, elevator openings, rudder openings, cowling openings, cowl flap areas, intakes, air scoops, and exhausts ducts are bird proofed. Further, if the above items are not covered and/or the current covering does not meet the intent to bird proof, the contractor shall repair/replace any necessary items to ensure this standard is met.

1.1.15. Prior to paint, the contractor shall repair or replace any broken windows, canopies, and missing panels. Further, any damaged or missing components that were identified by the government (outlined in paragraphs 1.2.-1.2.11.5) are to be repaired or remanufacturing by the contractor to original or museum quality standards. The contractor shall prime and color match the repaired area to original paint color.

1.1.16. The contractor shall ensure landing gear tires have an inflated appearance and repair all dry rotted landing gear tires.

1.1.17. The contractor shall remove all bird and insect nests. NOTE: The contractor cannot remove or disturb bird nests with eggs or baby birds still inhabiting the nest.

1.1.18. The contractor shall inspect and clean all water drain holes to allow trapped water to drain.

1.1.19. The contractor shall remove all areas of corrosion, from the aircraft, missiles and missile tractor/transporter and mounts. Treat these areas with primer and color match the repaired area to original paint color. Ensure all protective tape is removed after painting is complete.

1.1.20. The contractor shall repair and secure all de-militarized weapons, munitions, and externally hung fuel tanks.

1.1.21. The contractor shall ensure the work area is completely cleaned free of debris prior to the end of the period of performance.

1.1.22. The contractor shall remove all paint, or other finish material where it has spilled or spattered. All paint scrapings; trash, old paint, and all debris shall be removed daily from site. All debris shall be removed and disposed of daily.

1.1.23. The contractor is responsible for the proper collection, handling and disposal of all wastes generated during performance of this work.

1.1.24. The contractor shall notify the Authorized Government Representative (AGR) at least 24 hours in advance of beginning work and within 24 hours of work completion.

1.2. The following aircraft, missiles and vehicle shall be completed for the duration of the contract:

1.2.1. NORTH AMERICAN AVIATION AGM-28 HOUND DOG, SN 90045: The contractor shall comply with all procedures outlined in paragraphs 1.0. - 1.1.24. Additionally, the contractor shall fix the interest items below.

1.2.1.1. The AGM-28A was fully restored/painted in 2015, and will not need a full repaint during this contract.

1.2.1.2. The government has selected the following colors or commercial equivalent to be applied by the process of spray application by the contractor, the below colors will be color matched to the correct pigment and gloss prior to application:

1.2.1.2.1. Mil Specification 11136, polyurethane gloss Insignia Red.

1.2.1.2.2. Mil Specification 15044, polyurethane gloss Insignia Blue.

1.2.1.2.3. Mil Specification 17925, polyurethane gloss Insignia White.

1.2.1.2.4. Mil Specification 27038, polyurethane gloss Black.

1.2.1.3. Missile letters, numbers, emblems and insignia markings will be painted to match existing colors, size and location.

1.2.2. BOEING B-52G STRATOFORTRESS, SN 59-2577: The contractor shall comply with all procedures outlined in paragraphs 1.0. - 1.1.24. NOTE: The B-52G’s tail and horizontal stabilizer are position over sloping terrain that leads down to a small stream, the contractor will need to procure an extendable high-reach to access these areas. Additionally, the contractor shall fix the interest items below.

1.2.2.1. The B-52G was fully restored/painted in 2017, and will not need a full repaint during this contract.

1.2.2.2. Re-adhere Strategic Air Command patch, below and aft of pilot’s window (peeling off). See B-52G picture: B52G-1992-023-2018-0012.

1.2.2.3. Replace fading/peeling 319th Bombardment Wing patch, below and aft of co-pilot’s window. See B-52G picture: B52G-1992-023-2018-0013.

1.2.2.4. The government has selected the following colors or commercial equivalent to be applied by the process of spray application by the contractor, the below colors will be color matched to the correct pigment and gloss prior to application:

1.2.2.4.1. Mil Specification 17925, polyurethane gloss Insignia White.

1.2.2.4.2. Mil Specification 36118, polyurethane gloss Medium Gunship Gray.

1.2.2.4.3. Mil Specification 37031, polyurethane gloss Black Gray.

1.2.2.4.4. Mil Specification 37038, polyurethane gloss Black.

1.2.2.5. Aircraft letters, numbers, emblems and insignia markings will be painted to match existing colors, size and location.

1.2.3. BOEING KC-135A STRATOTANKER, SN 63-8005: The contractor shall comply with all procedures outlined in paragraphs 1.0. - 1.1.24. Additionally, the contractor shall fix the interest items below.

1.2.3.1. The KC-135A was fully restored/painted in 2016, and will not need a full repaint during this contract.

1.2.3.2. Remove peeling paint from nose cone, sand smooth, and repaint. See KC-135A picture: KC-135A-1994-196-2018-0006.

1.2.3.3. Fix and secure peeled back bird-proofing wire mesh on boom ice shield opening. See KC-135A picture: KC-135A-1994-196-2018-0023.

1.2.3.4. Re-attach/secure left boom ruddervator to bracket on ice-shield. See KC-135A pictures: KC-135A-1994-196-2018-0024 and KC-135A-1994-196-2018-0025.

1.2.3.5. Remove dead squirrel from boom sighting window area and fully clean window. See KC-135A picture: KC-135A-1994-196-2018-026.

1.2.3.6. The government has selected the following colors or commercial equivalent to be applied by the process of spray application by the contractor, the below colors will be color matched to the correct pigment and gloss prior to application:

1.2.3.6.1. Mil Specification 16473, polyurethane gloss Aircraft Gray.

1.2.3.6.2. Mil Specification 17925, polyurethane gloss Insignia White.

1.2.3.6.3. Mil Specification 27038, polyurethane gloss Black.

1.2.3.6.4. Mil Specification 37038, polyurethane Matte Black (Nose Cone).

1.2.3.7. Aircraft letters, numbers, emblems and insignia markings will be painted to match existing colors, size and location.

1.2.4. LGM-30G MINUTEMAN III ICBM, SN ISD0012: The contractor shall comply with all procedures outlined in paragraphs 1.0. - 1.1.24. Additionally, the contractor shall fix the interest items below.

1.2.4.1. The LGM-30 was fully restored/painted in 2016, and will not need a full repaint during this contract.

1.2.4.2. Remove corrosion located at multiple seams and rivet joints and paint to match. See LGM-30G pictures: LGM30G-1986-413-2018-0001 through 0006 and LGM30G-1986-413-2018-0009 through 0010.

1.2.4.3. The government has selected the following colors or commercial equivalent to be applied by the process of spray application by the contractor, the below colors will be color matched to the correct pigment and gloss prior to application:

1.2.4.3.1. Mil Specification 17925, polyurethane gloss Insignia White.

1.2.4.3.2. Mil Specification 11136, polyurethane gloss Insignia Red.

1.2.4.3.3. Mil Specification 15044, polyurethane gloss Insignia Blue.

1.2.4.3.4. Mil Specification 27038, polyurethane gloss Black.

1.2.4.4. Missile letters, numbers, emblems and insignia markings will be painted to match existing colors, size and location.

1.2.5. MINUTEMAN II TRACTOR, SN 62XJ32 and TRANSPORTER-ERECTOR-LOADER, SN 62XE006: The contractor shall comply with all procedures outlined in paragraphs 1.0. - 1.1.24. Additionally, the contractor shall fix the interest items below.

1.2.5.1. The Minuteman II Tractor Transporter-Erector-Loader (TEL) was fully restored/painted in 2015, and will not need a full exterior repaint during this contract.

1.2.5.2. Fully refurbish interior of Tractor cab to original condition (fix corrosion, repaint, repair or replace engine cover, clean up all gauges, and re-upholster interior). See Minuteman TEL pictures: Minuteman TEL,1991-415-2018-0013 through 0021

1.2.5.3. The government has selected the following colors or commercial equivalent to be applied by the process of spray application by the contractor, the below colors will be color matched to the correct pigment and gloss prior to application:

1.2.5.3.1. Mil Specification 17925, polyurethane gloss Insignia White.

1.2.5.3.2. Mil Specification 11136, polyurethane gloss Insignia Red.

1.2.5.3.3. Mil Specification 15044, polyurethane gloss Insignia Blue.

1.2.5.4. Minuteman II Tractor-Transporter-Erector-Loader letters, numbers, emblems and insignia markings will be painted to match existing colors, size and location.

1.2.6. NORTH AMERICAN B-25J MITCHELL, SN 44-28834: The contractor shall comply with all procedures outlined in paragraphs 1.0. - 1.1.24. Additionally, the contractor shall fix the interest items below.

1.2.6.1. The B-25J was fully restored/painted in 2015, and will not need a full exterior repaint during this contract.

1.2.6.2. Replace broken window around front gun barrel. See B-25J picture: B-25J,1985-345-2018-0012.

1.2.6.3. Repaint/touch up “Flo” nose art and lettering. See B-25J pictures: B-25J,1985-345-2018-0010 and 0011.

1.2.6.4. Sand, prime, paint peeling paint on right lower side of rudder trim tab. See B-25J picture: B-25J,1985-345-2018-0014.

1.2.6.5. Sand, prime, paint peeling paint on left upper side of rudder trim tab. See B-25J picture: B-25J,1985-345-2018-0015.

1.2.6.6. Procure and install left wingtip navigation light bulb, cover assembly and hardware (currently missing). See B-25J picture: B-25J,1985-345-2018-0016.

1.2.6.7. Repair, sand, prime, paint to match dent left of tail gunner left gun barrel. See B-25J picture: B-25J,1985-345-2018-0017.

1.2.6.8. Pilot and Co-pilot sliding windows will not stay completely closed, need adjusted and secured closed. See B-25J pictures: B-25J,1985-345-2018-0010 and 0013.

1.2.6.9. The government has selected the following colors or commercial equivalent to be applied by the process of spray application by the contractor, the below colors will be color matched to the correct pigment and gloss prior to application:

1.2.6.9.1. Mil Specification 11136, polyurethane satin Insignia Red.

1.2.6.9.2. Mil Specification 33538, polyurethane satin Orange Yellow.

1.2.6.9.3. Mil Specification _______, polyurethane, Sherwin-Williams, satin Air Green Match, require color matching.

1.2.6.9.4. Mil Specification 36118, polyurethane satin dark gray paint, which will require color matching to a Dark Gray color.

1.2.6.9.5. Mil Specification 36293, polyurethane satin light gray paint, which will require color matching to a Light Gray color.

1.2.7. MCDONNELL F-101B VOODOO, SN 58-0315: The contractor shall comply with all procedures outlined in paragraphs 1.0. - 1.1.24. Additionally, the contractor shall fix the interest items below.

1.2.7.1. The F-101B was fully restored/painted in 2016, and will not need a full exterior repaint during this contract.

1.2.7.2. Replace peeling reflective tape markings or paint to match, right wingtip. See F-101B picture: F-101B, 1982-228-2018-0009.

1.2.7.3. Repair right exterior fuel tank dent repair (filled in 2016) that is starting to crack, paint to match. See F-101B pictures: F-101B, 1982-228-2018-0010 and 0011.

1.2.7.4. Procure and install left wingtip navigation light cover assembly and hardware (currently missing). See F-101B picture: F-101B, 1982-228-2018-0012.

1.2.7.5. The government has selected the following colors or commercial equivalent to be applied by the process of spray application by the contractor, the below colors will be color matched to the correct pigment and gloss prior to application:

1.2.7.5.1. Mil Specification 11136, polyurethane gloss Insignia Red.

1.2.7.5.2. Mil Specification 15044, polyurethane gloss Insignia Blue.

1.2.8.1. The A-26C was fully restored/painted in 2015, and will not need a full exterior repaint during this contract.

1.2.8.2. Remove all paint on cockpit canopy and pilot’s window, buff to clean clear appearance. See A-26C picture: A-26C, 1982-260-2018-0009.

1.2.8.3. Procure and install lower tail light bulb and cover assembly and hardware for upper and lower tail lights (both currently missing). See A-26C pictures: A-26C, 1982-260-2018-0010 and 0011.

1.2.8.4. Repair and paint to match left and right elevator trim tabs (fabric deteriorated, with multiple holes). See A-26C pictures: A-26C, 1982-260-2018-0012 through 0013 and A-26C, 1982-260-2018-0016 through 0017.

1.2.8.5. Repair #2 engine (aircraft left side) rear, lower, crushed vent tube and paint to match. See A-26C picture: A-26C, 1982-260-2018-0018.

1.2.8.6. Sand and re-paint to match right elevator, outer edge. See A-26C picture: A-26C, 1982-260-2018-0015.

1.2.8.7. Repair and paint to match torn fuselage panel forward of right main landing gear. See A-26C picture: A-26C, 1982-260-2018-0018.

1.2.8.8. Secure rubber seal hanging from forward wheel well in right main landing gear, next to outer door. See A-26C picture: A-26C, 1982-260-2018-0019.

1.2.8.9. Procure and replace right wingtip navigation light cover assembly (currently broken). See A-26C picture: A-26C, 1982-260-2018-0020.

1.2.8.10. The Government has selected the following colors or commercial equivalent to be applied by the process of spray application by the contractor, the below colors shall be color matched to the correct pigment and gloss prior to application:

1.2.8.10.1. Mil Specification polyurethane gloss: Sheffield Bronze Paint Corp., Silvertone (match).

1.2.8.10.2. Mil Specification 17925 polyurethane gloss White.

1.2.8.10.3. Mil Specification 33538, polyurethane gloss Orange Yellow.

1.2.9. SIKORSKY UH-19D CHICKASAW, SN 57-5959: The contractor shall comply with all procedures outlined in paragraphs 1.0. - 1.1.24. Additionally, the contractor shall fix the interest items below.

1.2.9.1 Add and secure bird-proofing wire mesh adjacent to front main landing gear. See UH-19D picture: UH-19D, 1985-352-2018-0010.

1.2.9.2. Secure main rotor blades with restraints to prevent wobbling or turning in the wind. Ensure securing method will not cause further chafing or rubbing on the aircraft or rotor blade.

1.2.9.3. Secure tail rotor blade with restraints. Ensure securing method will not cause further chafing or rubbing on the aircraft or rotor blade.

1.2.9.4. Remove all corrosion on entire surface of aircraft and mounting platform.

1.2.9.5. Replace all faded and non-legible aircraft markings. NOTE: The wrong tail numbers is painted on the aircraft. Left and right tail number will change to 75959. Marking on the nose will change to 5959. Fully repaint the aircraft and mounting platform (For current condition see UH-19D pictures: UH-19D, 1985-352-2018-0001 through 0010).

1.2.9.6. The government has selected the following colors or commercial equivalent to be applied by the process of spray application by the contractor, the below colors will be color matched to the correct pigment and gloss prior to application:

1.2.10.1. Remove all corrosion on entire surface of aircraft and mounting platform.

1.2.10.2. Repair damage on main rotor blade tip and secure main rotor blade with restraints. Ensure securing method will not cause further chafing or rubbing on the aircraft or rotor blade. See UH-1F pictures: UH-1F, 1980-251-2018-0008 and 0009.

1.2.10.3. Secure tail rotor blade with restraints. Ensure securing method will not cause further chafing or rubbing on the aircraft or rotor blade.

1.2.10.4. Repair and secure Pitot tube that is pulling apart from the aircraft. See UH-1F picture: UH-1F, 1980-251-2018-0010.

1.2.10.5. Replace all faded and non-legible aircraft markings. Fully repaint aircraft and mounting platform (For current condition see UH-1F pictures: UH-1F, 1980-251-2018-0001 through 0010).

1.2.11. ROCKWELL B-1B LANCER MINIATURE AIRCRAFT MODEL-MONUMENT: The contractor shall comply with all procedures outlined in paragraphs 1.0. - 1.1.24. Additionally, the contractor shall fix the interest items below.

1.2.11.1. Remove all corrosion on entire surface of aircraft and mounting platform.

1.2.11.2. Replace all faded and non-legible aircraft markings. Fully repaint aircraft and mounting platform (For current condition see B-1B monument pictures: B-1B Monument, 2018-0001 through 0007).

1.2.11.3. The government has selected the following colors or commercial equivalent to be applied by the process of spray application by the contractor, the below colors will be color matched to the correct pigment and gloss prior to application:

1.2.11.4. Aircraft letters, numbers, emblems and insignia markings will be painted to match existing colors, size and location.

1.3. Period of Performance/Winter Exclusion: The contractor shall complete all work within the prescribed number of calendar days (Sunday through Saturday) for each aircraft, missiles and missile tractor/transporter in paragraphs 1.2. - 1.2.11 above. The contractor will coordinate all on-site work with the Contracting Officer one week prior to performing work. The contractor will not stop and then resume work without prior coordination with the Contracting Officer. Work shall be performed Monday through Friday during day light hours. If the contractor needs to work Saturdays and/or Sundays, they must secure the Contracting Officer’s prior approval. The Government reserves the right to set the start and end date for the period of performance if the option is exercised. Winter exclusion will be 1 October – 30 April each year.

1.4. Location of Performance: All static display renovation and maintenance shall be accomplished on site. The contractor shall secure or position any work stands, equipment, and vehicles so they do not damage the aircraft, missiles and missile tractor/transporter.

1.5. Contractor Supervision: The contractor supervisor shall perform a walk around with the Assigned Government Representative (AGR), to inspect the aircraft, missiles and missile tractor/transporter for any damage before work begins and after completion of the repairs and painting.

1.6. Concurrent Work by Other Contractors: The contractor shall not disrupt any concurrent work being performed by other contractors at Grand Forks AFB’s Airpark, while performing the services required IAW the PWS. The contractor shall mitigate any risks associated with disruptions to other work being performed. The contractor shall be liable for any damage caused to work being performed by other contractors.

1.7. Safety: The contractor shall provide and enforce the use of necessary safety equipment. All equipment used under this contract shall meet all OSHA, EPA, and any other applicable guidelines. All safety equipment must be used for its original and intended purposes. The contractor shall provide their maintenance crew, 319 CES/CEIEC (Environmental), and AGR, the SDS for all paints, solvents, detergents or cleaning agents and chemicals used during the work. The contractor shall be responsible for ensuring all contractor personnel are trained and aware of the purpose and precautions associated with all applicable safety requirements.

1.7.1. The contractor shall take all reasonable steps and precautions to prevent accidents and preserve the health and safety of contractor and Government personnel performing or in any way coming in contact with the performance of this contract and take such additional immediate precautions as the contracting officer may reasonably require for health and safety purposes.

1.7.2. The contracting officer may, by written order, direct Air Force Occupational Safety and Health (AFOSH) Standards and/or health/safety standards as may be required in the performance of this contract and any adjustments resulting from such direction will be in accordance with the Changes clause of this contract.

1.7.3. Any violation of these health and safety rules and requirements, unless promptly corrected as directed by the contracting officer, shall be grounds for termination of this contract in accordance with the Default clause of this contract.

1.7.4. The contractor shall immediately notify the AGR of any mishap that results in any damage to government assets or injury to contractor personnel.

1.8. Environmental Compliance and Weather: In accordance with T.O. 1-1-8 “Application and Removal of Organic Coatings, Aerospace and Non-Aerospace Equipment,” paint shall be applied during periods of 30 to 80 percent relative humidity and temperatures must be in the 60° F to 90° F range three days prior to painting, throughout the paint application period, and the following three days after painting is complete. If the temperature is 50° F or lower, or rain is forecasted before the paint can cure, painting operations shall be suspended. These humidity and temperatures will allow paint, primer and sealant sufficient time and weather conditions to cure. No exterior painting will be done immediately after a rain, during foggy weather, when rain is predicted and painting should cease four hours prior to sundown to allow the coating sufficient time to cure, prior to dew and moisture setting in.

1.8.1. In accordance with T.O. 1-1-691, washes will only be accomplished when the temperature is above 40F for three days prior to the wash, during the wash and 24 hours after wash completion.

1.8.2. The contractor shall ensure that the purchase, use, handling, storage, and disposal of all toxic, hazardous, and special materials and wastes are IAW federal, state, and Air Force environmental protection regulations. The contractor shall be required to pay any fines for which they are deemed responsible.

1.8.3. The contractor's employees will stop outside work during periods of severe weather and seek shelter.

1.8.4. The contractor shall re-schedule hours for Monday-Friday that were lost due to weather, scheduled ceremonies, or base closures and provide in writing to the AGR and Contracting Officer.

1.8.5. This project will generate hazardous and toxic waste that must be collected and manifested for disposal IAW with Environmental Protection Agency, North Dakota Department of Environmental Protection and Grand Forks AFB rules and regulations. Prior to starting Airpark work, Contractor shall ensure that all employees performing maintenance review and comply with Section IV of this PWS, and the GFAFB Hazardous Waste Management Plan, located at the GFAFB Hazardous Waste Office located in Bldg. 408 (747-4655). Sand blasting by any method or means is not authorized at the Air Park. Only spot sanding is authorized for outdoor work of this type. HEPA sanders shall be used for spot sanding. Hand-held sanding blocks may be used for tight spots. Tarps or other suitable containment materials shall be placed on the ground to collect paint chips, dust and debris that is not captured by the HEPA sander. Containment materials shall be secured at the end of the workday to prevent further contamination from rainwater. All materials contaminated with hazardous waste (including containment materials) shall be containerized and properly labeled at the IAP and turned in to 319 CES/CEIEC for disposal.

1.8.6. This project will generate air emissions in the form of volatile organic compounds, particulate matter and hazardous air pollutants. Prior to starting work, the contractor shall ensure that all employees performing maintenance on aircraft at the Air Park are familiar with Environmental Guidance listed in Section IV.

1.8.7. The contractor shall keep all containers closed when not in use. The contractor shall not cause, suffer, allow, or permit the discharge of air pollutants that cause or contribute to an objectionable odor.

1.9. Quality System Requirements: The contractor shall establish, implement, document, and maintain a quality system that ensures conformance to all applicable requirements of ISO 9001- 2008 Quality System, SAE AS9100B or an equivalent quality management program acceptable to the Government. The contractor's quality management system/program shall be designed to promptly detect, correct, and prevent conditions that adversely affect quality.

1.9.1. The contractor shall establish and maintain a complete Quality Control Plan (QCP) to ensure the requirements of this contract are implemented and maintained IAW workmanship standards or best commercial practices. The contractor's Inspection System shall be developed in compliance with the clause entitled "Inspection of Services."

1.9.2. The AGR will notify the contractor of acceptance or required modifications to the plan before the contract start date. The contractor shall make appropriate modifications at no additional cost to the government and obtain acceptance of the plan by the CO before the start of the first operational performance period. Any changes made by the contractor to the QCP shall be provided to the AGR and CO at no additional cost to the government. At any time during contract performance if the incorporated plan fails to control the quality of service provided, the government has the right to require revisions of the QCP at no cost to the government.

1.9.3. The plan shall include, but is not limited to, the following:

1.9.3.1. A description of the inspection system, addressing all services listed in Service Summary.

1.9.3.2. Frequency of inspections

1.9.3.3. Title of the individual(s) who shall perform the inspections and their organizational placement.

1.9.3.4. A description of methods for identifying, correcting and preventing defects in the quality of service performed before the level becomes unacceptable.

1.9.3.5. On-site records of all inspections conducted by contractor. The inspection records shall be submitted to the AGR and the CO by the 5th calendar day of each month and the format shall include:

1.9.3.5.1. Date, time and location of inspection.

1.9.3.5.2. Signature block for the person who performed the inspection.

1.9.3.5.3. Rating of conform or non-conform

1.9.3.5.4. Area designated for deficiencies noted and corrective action taken.

1.9.3.5.5. Total number of inspections.

1.10. Quality of Service: The Contractor shall make all repairs to meet the original shape and cosmetic appearance to comply with acceptable levels of professional standards for museums.

1.10.1. The contractor shall perform all work IAW applicable structural repair Technical Orders, AFI 84-103 "United States Air Force Heritage Program," Historical Property Agreement (HPA) requirements, AFI 21-101 “Aircraft and Equipment Maintenance Management,” and ACCI 21-101 "Aircraft and Equipment Maintenance Management,” requirements.

1.10.2. Repairs must meet the original shape, cosmetic appearance and paint color at acceptable levels of professional standards for museums.

1.10.3. Inspection and Acceptance: The contractor shall give a 24-hour notice to work completion so the area may be inspected and accepted by the AGR who will review and either accept the work or indicate issues, which require additional attention before they can be accepted. The 319 CES/Environmental will accompany the AGR to ensure no environmental issues require attention, prior to aircraft being accepted.

1.10.4. If any discrepancies are identified during the AGR's inspection, the AGR will record the discrepancies and a copy of the inspection discrepancy will be sent to the contractor and the Contracting Officer. The inspection discrepancy write-up will consist of the following information: Date, Aircraft, Specifics of the unacceptable performance, and mutually agreed time for the re-performance and re-inspection, contractor POC signature acknowledging the notification, AGR signature, and spaces for Re-inspection date closed date. The contractor shall re-perform the necessary repairs and services in a timely manner, and have the work re-inspected as agreed to in the PWS. Upon re-inspection, if no discrepancies exist the work will be accepted.

1.10.5. Maintenance Practices: The contractor shall provide labor and supervision with experience required to perform the requirements outlined in this PWS.

1.10.6. Deliverables: See Appendix A.

Section IV

SECTION III

GENERAL INFORMATION

3.0 GENERAL INFORMATION: The contractor shall furnish ALL material required for the required tasks as specified in the PWS to include all safety equipment, tools, signage, repair/fabrication equipment, expendable material and any other miscellaneous equipment. The Government will not be responsible for security of storage areas nor for any loss or damage to contractor equipment and supplies.

3.1. Contractor Personnel:

3.1.1. Contract Manager. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name and contact information of this person and alternate(s), who shall act for the contractor when the manager is absent, shall be designated in writing to the contracting officer prior to the contract start date. This information shall be kept updated by the contractor whenever personnel or contact information changes occur. The contract manager and alternate(s) shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager and alternate(s) shall be able to read, write, speak, and understand the English language.

3.1.2. Contractor Employees. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees.

3.1.3. The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the contracting officer as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.

3.1.4 All contract employees shall be properly trained and certified to perform the required tasks.

3.1.5. The government is authorized to restrict the employment under the contract of any contractor employee or prospective contractor employee, who is identified as a potential threat to the health, safety, security, general wellbeing, or operational mission of the installation and its population.

3.1.6. Contractor/Employee Base Pass and Identification, Special Clearances, and Vehicle Passes:

3.1.6.1.The contractor shall comply with all requirements and procedures IAW AFFARS 5352.242-9000, Contractor Access to Air Force Installations. All documentation shall be submitted at the pre-performance conference.
3.1.6.2.The contractor shall comply with all requirements and procedures IAW Department of Defense and United States Air Force regulations concerning Contractor Access to Air Force Installations. The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation cited in the contract, after the employee listing required in 3.1.6.3 and 3.1.6.4. has been submitted to the Contracting Officer. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation. During performance of this contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site
3.1.6.3.The contractor shall be required to complete a Contractor Employee Listing form (to be provided at the pre-performance conference) in order for employees to gain access to the installation. The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or Security Forces for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver’s license, current vehicle registration and valid vehicle insurance certificate to obtain a vehicle pass.
3.1.6.4The Contractor Employee Listing form shall list every employee requiring access. Every time employees change, it shall be updated to reflect additions and/or deletions. Identify work location as Grand Forks AFB, ND. Once completed, email the list to the Contracting Officer in EXCEL or WORD format. The Contracting Officer will then prepare and attach a cover letter, and forward the Employee List to the Visitor Control Center.
3.1.6.5.Upon completion or termination of the contract or expiration of the identification passes, the contractor shall ensure that all base identification passes issued to employees are returned to the issuing office.

3.2. Federal Holidays and Associated Non-Duty Days:

3.2.1. If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If holiday falls on a scheduled service day, the contractor will be responsible for rescheduling services for the first duty day after the holiday observance.

3.3. Base Closures: Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base. Rescheduling of such work shall be coordinated with the AGR and CO.

3.4. Traffic Laws: The contractor and its employees shall comply with base traffic regulations. The contractor shall ensure employees have a current and valid state/country driver's license for the type of vehicle being driven before allowing the employee to operate a personal vehicle on Grand Forks AFB, ND.
