319th Air Base Wing Command Post
STATEMENT OF WORK
Advantor Un-install and Re-install for Workstation Upgrade
Primary Command Post Grand Forks AFB, ND
4 Apr 18
1. Background. This statement of work (SoW) provides requirements for the contractor to un-install and re-install equipment from current workstations to allow new workstation install in the 319 ABW Command Post Emergency Actions Cell (EA Cell).
2. Scope. The contractor shall provide all personnel, supervision, labor, parts, equipment, tools, materials, transportation, and other items and services necessary to perform installation, troubleshooting, and testing of equipment operation necessary for this operation in building 607, room B16 located at 701 Eielson St, Grand Forks AFB, ND 58205.
All work shall be accomplished in accordance with product manufacturer’s recommendations and industry standards and meet all federal codes, standards and guidelines.
The Contractor will provide new parts and pieces as needed to install equipment IAW this Scope of Work and the drawings in the Attachments.
3. Objectives. Remove Advantor equipment (three duress buttons [one from each controller position]; one badge scanner; five green buttons which allow individual door release; two silver buttons which release two doors at once from each entrapment area; biometric laptop, fingerprint scanner and associated wires; computer and monitor with SFi/badge software; and all material associated in the inherent function of the Advantor system) installed on current workstation and put in government provided temporary storage on site to allow the ability to install new workstations. Once new workstations are in place, re-install Advantor equipment onto the new workstations in accordance with Attachment 2.
Personnel shall maintain the cleanliness of work areas and remove any unnecessary materials, tools and equipment.
4. Requirements. The contractor shall verify system operation prior to un-installing equipment, and after re-installing equipment.
Be advised: The two laptops need to remain operational throughout the project (so that we can still enter/exit to the area, and alarm the facility as needed). There are raised floors to allow this equipment to be relocated about 10 feet away from the current workstation, which would still allow the new workstations to be installed. The duress alarms, badge scanner, five green buttons, and two silver buttons can be non-operational during the workstation install.
See Attachments 1 and 2 for the current and future layouts of the EA Cell.

5. Period of Performance. All work shall be accomplished within the May to July timeframe.
The exact Period of Performance will be determined at the time of award or shortly thereafter.
6. Hours. All work must be performed Monday through Friday between the hours of 7:30 a.m.
and 4:30 p.m. (if irregular hours are requested, excluding federal holidays (New Year’s Day, Martin Luther King, Jr. Day, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving, and Christmas). Federal holidays that occur upon Sunday are observed on the Monday following the holiday.
7. Security Requirements. Personnel will follow all security requirements of Grand Forks AFB and instructions of base security personnel while on and when entering/departing the installation.
To obtain a pass contractor personnel must provide a valid state or federal government issued identification for security proofing, vetting and suitability determination (active warrants; Class B felonies in the last 10 years; or Class C felonies in the last 5 years would be disqualifying).
Expired forms of identification will not be accepted and will be considered invalid. All foreign national visitors will present a passport, with visa, or resident alien card regardless of length of visit to the issuing authority before obtaining a pass.
RESTRICTED/CONTROLLED AREAS: Contractor personnel may not enter marked areas unless escorted by authorized personnel. It is the contractor’s responsibility for ensuring their employees are aware of the procedures for access to restricted/controlled areas and ensures these procedures are observed. The facility owner/user will provide escort of individuals throughout the duration of the project.
