Single Source Justification (Simplified Acquisition)

20 Apr 2017 Page 1 of 1

Section A: General Contract Information

Contracting Activity: 319 Contracting Flight

Project/Program Name: Advantor equipment move for Command Post Workstation Install

Purchase Request/Identification Number: F2A0CP8114AW01

Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

The Contractor shall provide all personnel, supervision, labor, parts, equipment, tools, material, transportation, and other items and services necessary to perform uninstall, installation, troubleshooting, and testing equipment operation necessary for this operation in building 607, room B16 at 701 Eielson St, Grand Forks AFB, ND 58205.

Section C: Justification for Soliciting from a Single Source or Brand Name

Advantor Systems, 12612 Challenger Pkwy Ste 300, Orlando, FL, 32826-2700, is the originator of the software, holds restrictive proprietary rights to the software and is the only known source that can satisfy the government's requirement. This does not allow for another source to supply the services required. This is a matched hardware system with system specific software that will not allow for the use of generic parts. The software is copyright protected and revisions are also protected. Due to the proprietary nature, and the fact that the software is so intrinsically embedded into the hardware, the only source authorized to perform maintenance is Advantor.

Section D: Efforts to Obtain Competition

No efforts to date have been made to obtain competition although this buy will be posted at www.fedbizopps.gov. To enable competition, the entire intrusion detection system would need to be replaced for the entire base costing the Government an estimate

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The entire system (hardware and software) would need to be replaced with a company that allows local communications squadron/third-party maintenance, and also meet requirements of AFI 10-207 and AFI 31-101. In the future, should we require a full reacquisition of the equipment, market research will be conducted to determine if there is a brand utilized by multiple sources to cultivate competition to the maximum extent practicable.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
