Section 01000

1. SCOPE:

1.1. Work to Be Done: The work consists of furnishing all plant, labor and materials to perform all work in strict accordance with plans and specifications and terms of the contract.

1.2. Location: The site of the work is Grand Forks Air Force Base, ND.

2. PROJECT DESCRIPTION: The work to be performed includes but is not limited to the following:

2.1. New electrical distribution facilities:

2.1.1. Replace overhead power line from the substation to Tuskegee Airmen Blvd with new underground primary. The new line shall be routed to minimize any visual impact to the public.

2.1.2. Provide a connection between the existing distribution system and the new line as required. Maintain existing switching functions in pad mounted form.

2.1.3. Replace existing street lights with new fixtures on steel poles to match base standard.

2.1.4. Provide extra ducts as required for future use. Transfer existing riser conductor to elbow connections in switched and junction boxes as noted on drawings.

2.2. The above general outline of principle features does not in any way limit the responsibility of the contractor to perform all work and furnish all plant, labor, and materials required by specifications and contract drawings. In addition to other safety codes and manuals referenced in the contract documents, all work must be performed in accordance with applicable Occupational Safety and Health Administration (OSHA) regulations and industry accepted safe practices.

3. STANDARD TESTS, QUALITY, AND GUARANTEES:

3.1. Tests or trials to determine the effectiveness of performance of a completed assembly or fabricated system shall be made by the contractor, without cost to the Government.

3.2. All articles, supplies and equipment, parts, and assemblies thereof, of standard manufacturers or for which design requirements are not prescribed by these specifications shall be guaranteed against any failure in the proper use or operation caused by defective material, workmanship, or design for the full warranty time which is standard with the manufacturer and/or supplier.

3.3. The contractor shall provide a minimum one year warranty on all work performed. A copy of the warranty and manufacturers warranties shall be submitted to the Contracting Officer before final inspection of the facility.

4. BASE CIVIL ENGINEERING WORK CLEARANCE REQUEST: Prior to any construction activity, the contractor shall initiate, prepare, and personally hand carry through an AF Form 103, Work Clearance

Request. The Base Civil Engineering Work Clearance Request must be approved by the Chief of

Operations, building 418. Existing utility lines to remain in place, both Government-owned and private or leased, shall be protected from damage during excavation and backfilling. If damaged, lines shall be repaired in a timely manner by the contractor at no expense to the Government. A minimum of 72 hours should be allowed for agency response to contractor requests for identifying and marking buried utility line routes. The Construction Inspector will assist the contractor by providing points of contact, however, the

01000 - 2 of 36 JFSD200352 sole responsibility for executing the digging permit and coordinating utility markings with the Civil

Engineer shops/private utility companies is that of the contractor. The contractor shall provide drawings and details showing the exact location and description of the intended type of excavation. The contractor shall also stake and define the boundaries of all required utility locates. The contractor shall allow fourteen

(14) working days for processing the digging permit between the various activities that must coordinate on the request. The contractor shall provide the Construction Inspector with a copy of the completed AF Form

103 and shall maintain the coordinated AF Form 103 at the construction site. The contractor shall comply with all instructions for hand excavation and other methods of safeguarding the buried utilities. The contractor shall promptly repair any damage created by his/her work force or subcontractors to items indicated on the contract drawings or identified by the coordinating agencies, back to its original working condition. The contractor should take caution at the five (5) foot mark on any side of a utility pre-identified to the contractor. Mechanical digging shall not commence, within 5 ft of buried utility lines, until locations of those lines have been established and properly verified by hand digging. If the contractor damages the marked utility within this area, he/she is responsible for replacing the utility back to its original working condition. Work to repair the damaged utility will commence immediately and will continue uninterrupted until the utility is restored. If the contractor damages a utility that was not identified or is outside 5 feet either side of the utility marking, the contractor shall notify the CO and the Construction Inspector to determine the method of repair (i.e., in-house or by contract). If the damaged utility requires an outside source (e.g., someone to repair fiber optic lines) to accomplish the repairs, and the contractor is responsible for the damage, and the contractor shall be liable to pay for such repairs.

5. POWER OUTAGES: Work shall be planned so that power outages will interfere as little as possible with base operations. Wherever possible, portions of the work that can be accomplished without a power outage will be done prior to outages. All materials, equipment, and labor required during a power outage shall be on hand before service is interrupted. Whenever outages are limited to weekends or holidays the contractor shall perform the work at such times as designated at no additional cost to the Government. The contractor shall make his outage request on copies of the form (Power & Utility Outage Worksheet). Forms are available at Customer Service, building 418..

5.1. Control of the base electrical system is the responsibility of the base Utility Superintendent

(Bldg 418). All switching of electrical equipment/circuits must be approved by the base

Utility Superintendent or his authorized representative. Work on de-energized high voltage lines or equipment is not permitted until the base Utility Superintendent or his/her authorized representative has issued a safe clearance procedure to the contractor foreman in accordance with AFI 32-1064.

6. FIRE REGULATIONS: Compliance with local, Air Force, and NFPA 241 (Safeguarding Building

Construction and Building Operation) regulations are mandatory. Fire extinguishers rated and approved by the National Fire Protection Association; of sufficient size, type, and quantity to cope with all known hazards, will be available and provided by the contractor during the execution of this contract.
