DEPARTMENT OF THE AIR FORCE
HEADQUARTERS 319TH AIR REFUELING WING (AMC)
GRAND FORKS AIR FORCE BASE, NORTH DAKOTA
20 Aug 08
MEMORANDUM FOR PROSPECTIVE OFFERORS
FROM 319 Contracting Squadron 575 Tuskegee Airmen Blvd, Bldg 418 Grand Forks AFB ND 58205-6436
SUBJECT: FA4659-08-R-0017 – Bollards & Gate Vehicle/Personnel Access Control Systems Maintenance for Grand Forks AFB, ND
1. The following guidance is provided to your company in an effort to clarify the award process utilizing best value practices. This acquisition is 100% set-aside for Small Business concerns. Our expectation is that each contractor performs a detailed analysis of the solicitation and addresses any issues and concerns regarding the solicitation to the Contracting Officer prior to proposal submission in accordance with Federal Acquisition Regulation (FAR) 52.212-1.
2. Award shall be made by Best Value considering price and past performance. An assessment shall be conducted on performance risk based on the offeror's recent and relevant performance; hence, an award may be made to other than the lowest evaluated price based on the performance risk assigned. The solicitation is a Request for Proposal (RFP), a process by which the government may or may not conduct negotiations or discussions. No formal bid opening will be held, and the results will be released after award.
3. In addition to implementing the Best Value process, environmental compliance has been an ongoing consideration. Below guidance has been established outlining the standards that must be complied with:
Offerors are reminded of the environmental requirements contained in the solicitation to comply with all applicable federal, state, and local environmental statutes and regulations. In addition to the scrutiny of the civil environmental regulatory and enforcement agencies, environmental compliance incidental to Air Force activities or on Air Force property is subject to Air Force scrutiny. The Air Force routinely investigates environmental violations and cooperates fully with civil authorities to secure remedies and discourage future violations. Failure to comply with environmental statutes and regulations can subject the contractor to criminal and civil penalties and/or contractual sanctions including, but not limited to, termination, suspension, and debarment, and adverse past performance assessment.
4. Contractors must be registered in Central Contractor Registration File in order to be considered for award. Registration may be accomplished at web site: www.ccr.gov.
5. This solicitation is set-aside for Small Business contractors. The list of Qualified Small Business Concerns is maintained by the Small Business Administration. Offerors must provide proof of Small Business Certification from the Small Business Administration.
6. It is the contractor’s responsibility to check FedBizOpps regularly for any amendments/changes to solicitation.
7. The Performance Plan has been included to provide your company with knowledge of how the Government plans to review performance required by the awarded contract. It will not be part of the subsequent award other than as an official government file for contractor surveillance purposes.
9. Please note attachments to this RFP: Attachment one (1) Performance Work Statement. Attachment two (2) is the Wage Determination. Attachment (3) is the Performance Plan. Attachment three (4) is the Past and Present Performance Questionnaire.
10. If you have any questions, please call Melanie Dewing at (701) 747-6103.
